Deloitte is currently looking for a CoP for an anticipated USAID improved cookstove technology project in Haiti. Deloitte Consulting's Emerging Markets practice has worked with governments and donor agencies to build the institutions, legal framework, and policies required for effective economic governance and private sector growth since 1988. The Program will establish near-term and long-term foundations for sustainable clean, efficient, and affordable cooking solutions in Haiti to decrease deforestation and improve health. Candidates should be senior level executives with a proven history in managing improved cooking technology programs in developing countries, ideally donor-funded. In response to the January 12 earthquake in Haiti, the American Red Cross seeks an experienced Livelihoods & Economic Recovery Delegate to develop and carry out the objectives of the American Red Cross Livelihoods and Economic Recovery Program in Haiti. This is a full time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied position. ARC is in the process of implementing an integrated neighborhood recovery program in Haiti. The focus of the program is on household recovery. Economic recovery will be a cross cutting theme in this approach. The American Red Cross is taking a progressive approach to household and market recovery programming that aims to open a wide range of choices for disaster-affected populations, fostering flexibility for independent decision-making at the household level. This approach through income generating activities, cash based programming, support to small and medium enterprises, vocational training and micro-credit reflects an innovative evolution to humanitarian assistance, which melds relief to longer-term recovery. Purpose of the Position: The Livelihoods & Economic Recovery Delegate will oversee the program and technical aspects of the livelihoods and economic recovery program in Haiti. They will work with ARC livelihoods team, ARC sector leads and Haitian Red Cross, to identify vulnerable populations, ensure short term needs are met, develop and manage the on-going plan for the long-term recovery effort. The Livelihoods & Economic Recovery Delegate will be expected to use a high degree of initiative and contribute to achieving objectives within Haiti, and specifically take the overall coordination and leadership on objectives related to the livelihoods program. This delegate will also be responsible for ARC's programming through the understanding of household needs and economic coping strategies, including how households respond when their sources of income have been disrupted and the increase in roles and responsibilities for women after a crisis, by conducting participatory assessments with the target communities. Support local capacity, markets and socioeconomic structures to ensure long-term recovery. This can be done by channeling support and resources through local businesses in the formal and informal sectors, using local procurement, distributing agricultural inputs through local traders (e.g., market- fairs) and working with local nongovernmental partners, including women partners and businesses. Identify specific protection risks, including sexual abuse, exploitation and exclusion of women, people with disabilities and youth. Ensure program design mitigates these risks. General Responsibilities: Manage and lead the livelihood teams based in Haiti. Coordinate with other sector leads in assessment, planning, and implementation of ARC economic recovery program. As senior delegate lead in assessments, design, plan, implementation and monitoring interventions that promote sustainable livelihoods. Participate in livelihood forums in country to minimize duplication and maximize coordination. Support and work with the national society to building the national society's capacity in economic recovery/ livelihood. As the lead for ARC also support the dissemination of the livelihoods program to the media and the general public. Identify community and government resources and seek to integrate the livelihoods program with existing structures and capacities. Provide guidance and assistance in compiling program reports and feedback to the national society and national headquarters of the American Red Cross. Represent and coordinate the ARC livelihoods program with government, local authorities, Early Recovery Cluster, Livelihoods Working Group and the Movement Livelihoods Technical Committee and collaborate with them where appropriate to ensure that there is no duplication of efforts. Specific Responsibilities: Program Strategy, Planning and Coordination: Participate with the other sector leads in developing the country strategy and associated program implementation plans/ budgets. Assist in communicating mission, purpose, strategic goals and program objectives among project staff to create mutual understanding and ownership. Ensure that the livelihoods program is implemented in line with program plans and that plans are adjusted to suite the changing program environment when necessary. Responsible for the monitoring and evaluation of all livelihood programs to ensure efficiency, appropriateness, transparency, quality, and sustainability. Represent the livelihoods program to government and local authorities and collaborate with them where appropriate. Coordinate efforts with the Early Recovery Cluster, Livelihoods Working Group and the Movement Livelihoods Technical Committee to ensure that there is no duplication of efforts. Livelihoods Program Management: Lead the design, implementation, and analysis of household surveys that identify household coping and recovery strategies that people are using to ensure the appropriate livelihood strategy is implemented by ARC economic recovery programs. Conduct careful market analysis to ensure that programs don't cause localized market distortions or undermine future livelihoods. Ensure that systems and methodologies for beneficiary accountability are in place including program monitoring tools and formats, and a robust complaints response mechanism. Lead and support baseline surveys monitoring and project evaluations and the analysis of results to assess project impact and effective use of resources. Support the creating of marketing linkages to help small and medium producers to get markets for their products and services. Oversee beneficiary selection and ensure community involvement in selecting projects for relevance, buy-in, transparency and fair access. Determine cash transfer mechanisms that ensure safety of laborers, particularly women, who are at risk of gender-based violence over control of income earned. Identify as required financial products tailored for formal and informal businesses and households to support sustainability of livelihood and avoid the possibility of further debt. Team Management: Assist ARC livelihoods team to recruit staff so that they are able to implement each and every aspect of the project and provide ongoing supervision and training to them. Provide leadership and support to the livelihoods team to ensure effective management and timely implementation of work plans. Providing supervision, guidance and mentoring to the team. Ensure that project teams understand their individual and collective responsibilities for safety and well- being. Ensure that training in security measures is regularly undertaken to maintain as safe and secure a working environment as possible, in conjunction with the designated Security and HR personnel. Conduct regular performance reviews and appraisals, and encourage the personal development of each individual. Promote the conditions for effective teamwork and commitment to the American Red Cross mission, values and operating principles. Oversee staff planning, recruitment, induction and orientation processes for project staff. Administration and Financial Management: Coordinate with Logistics staff to ensure an adequate level of logistics and administrative support to program staff. Work closely with the Logistics Delegate in defining project transport requirements and ensuring that staff have adequate resources to do their work. Advise the Logistics Delegate on project material and equipment requirements and agree on appropriate specifications, ensuring that such items are requested in good time and with the required information and according to standard procedures. Manage detailed program budget in fulfillment of specified livelihoods activities, outputs and objectives. Monitor program expenditure and analyze program financial reports, understanding variances and taking corrective actions in consultation with the Finance Delegate. Ensure project monthly cash flow forecasts are prepared and forwarded to the Finance Delegate. QUALIFICATIONS: Bachelor's degree in economics, development studies, social sciences or related field required, Master's degree preferred. Minimum of seven years relevant experience required and one year of supervisory experience. Experience in economic recovery/ livelihoods programming and cash based interventions is required. At least three years of overseas experience working in a developing country required. Experience of designing emergency relief/ recovery food security & livelihoods and economic recovery programmers. Experience implementing such programs in urban settings strongly preferred. Good understanding of emergency and development issues and associated good practice, including minimum standards for disaster response (e.g., Sphere, SEEP). Sound knowledge of participatory methodologies required. Excellent communication and interpersonal skills and the ability to prioritize, meet deadlines, and achieve results through collaboration are preferred. Under the direct supervision of the Washington-based DCHA/OTI Regional Team Leader for the Afghanistan/Pakistan (Af/Pak) Regional Team, the Country Representative will:
At the GS-14 equivalent level:
- Manage a high-profile program in a dynamic, fast-paced environment. Based on political analysis and U.S. Government policy, conceptualize and design program strategies and objectives with the support of OTI staff, USAID, military personnel, the U.S. embassy, and other U.S. agencies and departments, as well as national and local government officials, and local civil society representatives. When necessary, refine strategic objectives and advocate on behalf of new programmatic approaches in country, linked to neighboring country programs, where appropriate;
- Oversee a team comprised of at least 20 USPSCs, several national staff, and a significant number of implementing partner staff, in at least 10 different locations across the country, including Kabul. Continuously review and design staffing plans to meet overall program objectives and recruit, train, supervise, and evaluate the performance of in-country OTI staff. Maintain staff morale in a difficult security and work environment;
- Monitor local and regional political developments and regularly brief OTI and partner staff on their potential programmatic impact;
- Ensure that OTI’s programs and their activities are monitored and evaluated and that lessons learned from the activities feed into ongoing or future activities;
- Prepare and maintain OTI program budgets for field operations;
- Ensure that all OTI and partner field staff adhere to in-country security guidelines set by the U.S. Embassy Regional Security Officer and other organizations such as the United Nations or host government, as appropriate;
- In collaboration with USAID, prepare operational plans including logistics and property use guidelines, closeout and hand-over, security procedures, contingency and evacuation plans;
- Ensure appropriate resource allocation among OTI field offices and implementing partners;
- In close coordination with other DCHA offices and the USAID-Afghanistan Mission, develop an exit strategy and operational closeout plan;
- Analyze and report on current political developments and security concerns as well as other pertinent information required to achieve OTI's program objectives;
- Prepare and disseminate programmatic, financial and periodic reports to the USAID Mission, OTI/Washington and other organizations as appropriate;
- Serve as OTI’s primary liaison with USAID personnel, U.S. Embassy staff, Ambassadors, military personnel, government officials, bilateral donors, UN organizations, indigenous and international NGOs, and other pertinent agencies and organizations. Develop and maintain collaborative relationships with them in order to ensure close coordination at the field level, identify the widest range of potential partners and opportunities, and achieve maximum synergy with other programs;
- Communicate and coordinate OTI’s in-country activities between OTI and its implementing partners, USAID, and other donor organizations;
- Provide day-to-day programmatic, operational, and strategic guidance to OTI’s implementing partners (contractors and/or grantees) ensuring that activities are contributing to OTI’s program objectives;
- Provide recommendations to the Washington-based Contracting Officer Technical Representative (COTR) and/or the Regional Team Leader on implementing partner performance, the appropriateness of the partner’s scope to OTI’s country objectives, partner’s budgets, and modifications thereto;
- Provide USAID concurrence on all implementing partner activities, including final approval of grantees for grants under contract up to $250,000 with OTI COTR approval, in accordance with the USAID’s Automated Directives System (ADS).

Develop and maintain collaborative relationships with them in order to ensure close coordination at the field level, identify the widest range of potential partners and opportunities, and achieve maximum synergy with other programs;
- Communicate and coordinate OTI’s in-country activities between OTI and its implementing partners, USAID, and other donor organizations;

10. PHYSICAL DEMANDS

While in Afghanistan, the work may be performed in an office environment and/or on a military compound. The position also requires travel throughout the country of assignment, which may additionally involve special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions.

Position Description and Responsibilities
ID is seeking to hire an international climate change policy officer on a full-time basis for one year from October 2011, with the possibility of extension. The successful applicant will play a crucial role in ID’s provision of diplomatic, legal and technical advice and assistance to the Republic of the Marshall Islands and other small island developing states on the negotiation of a post-2012 climate change agreement and related international policy issues. The successful applicant will have first-rate research and writing skills, and will have the ability to work quickly, independently and to tight deadlines, particularly in the fast-paced international climate negotiations.
A strong background and some relevant work experience in climate change and/or environmental law is essential. Familiarity with international diplomacy, multilateral negotiations and the workings of the United Nations would be an advantage, as would a Masters degree in a relevant field. Ability to travel to participate in climate change meetings and negotiations is required.

Position Summary: Pact seeks a Chief of Party/Program Manager (COP/PM) for a U.S. Government-funded Program Around Transitional Justice in South Sudan. Recruitment is contingent upon successful award of the program.
This program will focus on increased access to justice in rural South Sudan through strategies, programs, and support to the Government of South Sudan (GoSS), civil society, and communities along with a research component designed to build a comprehensive understanding of the challenges to access to justice in rural areas. The program will aim to expand GoSS and traditional authorities’ justice service delivery and capacity in the rural context, strengthen communities’ and civil society’s capacity to play a dynamic role in justice service provision, monitoring, and advocacy; and aim to increase individual understanding of fundamental rights and access to legal services.
The successful candidate will be responsible for: overall program oversight and meeting the project’s objectives; interfacing directly with USG; managing expat and national staff; and developing and maintaining good working relationships with host government officials, local and international partners, local community groups, and other stakeholders. The COP/PM is responsible for the development and submission of the Annual Country Operating Plan (COP), Annual Program Results (APR) and Semi-Annual Program Results (S/APR), in collaboration with the M&E Director. The PM bears ultimate responsibility for ensuring that the grantees and sub-grantees meet USG and program requirements.
The Chief of Party/Program Manager reports to the Pact South Sudan Program Director.
Specific Duties and Responsibilities:
The Chief of Party/Program Manager must demonstrate dynamic leadership and a spirit of flexibility, adaptability and collaboration under challenging conditions. Specific responsibilities may include:
• Rapid roll-out and supervision of field office activities. This includes hiring and management of field staff, subcontractors and consultants, detailed workplan development, technical training and mentoring of staff as required, and other standard implementation activities;
• Oversight of financial management and procurement;
• Planning, quality assurance and supervision of program monitoring, evaluating, and reporting;
• Oversight of design and implementation of capacity-building activities with partners, beneficiary groups and other stakeholders;
• Technical leadership and oversight of program activities;
• Oversight of delivery, management, and monitoring of subgrants;
• Serving as Pact liaison to USG and partners;
• Coordination with appropriate stakeholders in all aspects of project planning, monitoring, and implementation;
• Performing other duties as assigned;
• Performing all work safely and maintaining a safe working environment.
Qualifications
• Advanced degree in law or international development or related field required;
• Minimum of three (3) years of field-based management experience managing complex, multi-partner programs, especially in post-conflict environments;
• Experience managing large scale USG funded project(s);
• Experience in access to justice, rule of law and/or justice sector interventions in transitional societies;
• Demonstrated knowledge of and familiarity with USG policies, rules, regulations, and procedures;
• Demonstrated skills in strategic and program planning;
