Position Summary
The Senior Program Officer will assist in developing and managing all program aspects for a program focusing on transitional justice in East Africa. He/she will assist with strategic design, program design, oversight of program activities, backstopping field offices, monitoring and evaluation, financial management, fundraising, advocacy, outreach, staff supervision, and administration. The Senior Program Officer will report to the Director for Africa programs.
 
Some Duties and Responsibilities
  • Assist in drafting program strategy, and with managing overall strategy and vision
  • Design, manage, and supervise all programmatic aspects of transitional justice programming including work plan development, identifying consultants and sub-grantees, organizing trainings and other activities, monitoring and evaluation, budget management, reporting, and backstopping field offices
  • Anticipate programmatic administrative, and financial needs, and take appropriate corrective action
  • Serve as the point of contact and speak with authority on Freedom House programming in assigned regions/global areas with donors, with delegations, at information interviews, and other external meetings
  • Travel to assigned region as required, manage all travel logistics for self and others as appropriate
  • Negotiate and write contracts, MOUs, letters of agreement, and other contractual documents for partners and vendors, and manage to ensure that the objectives and terms of agreement are met
  • Design and implement activities in conjunction with field and DC offices, program beneficiaries, partner, and other stakeholders as necessary
  • Other related duties as assigned.



Qualifications


  • Bachelor’s degree in political science, international relations, or related field; Master’s degree preferred
  • 6 - 8 years of experience conducting democracy and human rights programs
  • Strong ability to communicate effectively in English both orally and in writing
  • Strong knowledge of human rights principles and mechanisms, transitional justice, and understanding of democracy promotion
  • Substantive knowledge or experience with transitional justice issues, specifically of complementarity, reparations and institutional reform
  • Expertise in democracy and human rights issues in the Africa region
  • Proven knowledge of USG funding regulations, and familiarity with US Congressional processes
  • Proven ability to write effective proposals, reports, procedures, complete required forms, and maintain complete and accurate documentation
  • Strong ability to plan, organize, prioritize work, and multi task to meet tight deadlines
  • Strong program management skills from design through implementation, evaluation, and close-out
  • Ability to maintain the highest degree of confidentiality regarding all aspects of work at all times
  • Knowledge/familiarity of democracy in Latin America a plus

Health and Nutrition Director, Haiti
 We are seeking a Health and Nutrition Director for an anticipated Title II Development Food Aid Program in the Southeast of Haiti. This multi-year, non-emergency program will be a follow-on to ACDI/VOCA’s current Multi-Year Assistance Program (MYAP) in the Southeast of Haiti which is due to end in 2012. The new program will be integrated with USAID strategies to address the underlying causes of chronic food insecurity. The program’s ultimate goal is “to reduce food insecurity, prevent malnutrition, and increase resiliency in vulnerable rural households in Haiti.” The program will focus on strengthening livelihoods, improving health and nutrition among pregnant and lactating women and children under two, and improving institutions and communities’ abilities to respond to shocks as part of the program’s early warning system.
 The health and nutrition component of the program will provide basic health care for women and children, social and behavior change (SBC) activities for key health, nutrition, and hygiene behaviors, as well as blanket preventative food rations for pregnant and lactating women and children 6-23 months of age. This position will be based in Jacmel with some travel to Port au Prince and throughout the Southeast Department to visit field sites.

Responsibilities:
The Health and Nutrition Director will provide leadership, oversight and technical expertise to all health and nutrition aspects of the project. More specifically, he/ she will have the responsibility to:
  • Directly manage a team of doctors, nurses, health agents and community volunteers for the provision of maternal and child health services, SBC activities and preventative feeding to targeted beneficiaries.
  • Supervise the Social and Behavior Change (SBC) Specialist and provide oversight to the development/adaptation and implementation of the program’s SBC Strategy, tools (including Behavior Change Communication modules), and monitoring system
  • Coordinate with all staff to ensure timely and appropriate identification of new health and nutrition beneficiaries in the program and provide list to distribution partner
  • Coordinate training and distribution activities
  • In partnership with the Ministry of Health (MoH), NGO and UN partners facilitate the provision of medical equipment, supplies, and drugs required to achieve program objectives
  • Coordinate program activities with the MoH and other partners in the area of implementation in an effort to ensure service gaps are minimized and program funds are spent efficiently
  • Actively participate in national level health, nutrition and food security related coordination meetings with NGO, UN, donor and host government partners
  • Collaborate closely with program agriculture and livelihoods technical specialists to ensure continuous integration of agriculture, livelihoods, and nutrition activities for the life of the project
  • Lead the coordination and implementation of an exit strategy for the health and nutrition portion of the program
  • Demonstrate application of gender analyses and lessons from experience with other programs that address gender constraints to beneficiary participation in health and nutrition portion of the project in collaboration with Gender Specialist or Consultant.





Qualifications


Qualifications:
  • Minimum five years of experience in health and/or nutrition programming on donor-funded food programs.
  • Experience developing and managing programs related to integrated rural development with experience in Haiti or Francophone Africa is preferred
  • Master’s degree in Public Health or Nutrition, medical doctor or nurse preferred.
  • Understanding of internationally accepted best practices in maternal and child health programming and the first 1,000 days approach for the prevention of malnutrition.
  • Experience developing and maintaining work plans and budgets.
  • Prior experience with USAID projects, procedures, policies and reporting requirements is required; prior experience with Title II projects is highly preferred.
  • Experience in clinical supportive supervision and/or social and behavior change preferred.
  • Fluent in French and English required (verbal and written), Creole language skills preferred.

Deputy Chief of Party / Operations Manager, Haiti
We are currently seeking a DCOP/Operations Manager for an anticipated Title II Development Food Aid Program in the Southeast of Haiti. The DCOP/Operations Manager responsibilities and qualifications for this program include but are not limited to the following:

Responsibilities:
  • Provide support to programmatic teams, including identifying and promoting clear communications on issues of budget management and programmatic activities, compliance, monitoring and evaluation and documentation.
  • Liaise with governmental agencies and USAID offices in Haiti and Washington, DC. Communicate regularly and share program information with other USAID project managers, bilateral donors, UN organizations and other indigenous and international NGOs to ensure visibility of ACDI/VOCA activities.
  • Represent ACDI/VOCA at meetings, workshops, and other events.
  • Ensure compliance among key staff with all corporate and local ACDI/VOCA policies and procedures.
  • Contribute to the development of reports for the donor, the host country and/or ACDI/VOCA.
  • In coordination with the COP, oversee budgets to ensure all expenditures are in compliance with ACDI/VOCA and donor policies and regulations as well as within the scope of the program budget.
  • Monitor budget, fund disbursal and financial records to ensure that project expenditures are in compliance with ACDI/VOCA and USAID policies and regulations.
  • Ensure timely cash flow analyses and projections to be provided to the donor as necessary and for internal management purposes.
  • Review and oversee financial management and administrative procedures and recommend and oversee implementation of changes/improvements in procedures.
  • Supervise program administrative, human resources and financial staff. Manage and evaluate staff as necessary to ensure program success. Oversee staff capacity-building.
  • Contribute to the identification of new business opportunities for ACDI/VOCA that further ACDI/VOCA objectives and complement other ACDI/VOCA projects and programs.







Qualifications


Qualifications:
  • Minimum of 5 years overseas managing large, multi-year USAID funded projects with multiple implementing partners.
  • Minimum 10 years relevant food security/livelihoods experience;
  • Experience developing and managing programs related to integrated rural development with experience in Haiti or Francophone Africa is preferred.
  • Familiarity with commodity management best practices under P.L. 480 preferred.
  • Demonstrated proficiency in the field of people and project management, as well as strategic planning, sustainability and exit-strategy implementation.
  • Prior experience with USAID Title II projects, procedures, policies and reporting requirements is required.
  • Effective record of building relationships with governmental organizations as well as private and community organizations is required.
  • Established track record of achieving results within difficult working environments is required
  • Masters degree in a pertinent field (for example: social research, project management, international development, international business) is highly desirable.
  • Fluency in both English and French languages is required; Haitian Creole is highly preferred.
