DUTIES AND RESPONSIBILITIES

The work of the Country Representative requires teamwork, the exercise of discretion, judgment, and personal responsibility.  As a member of a highly operational office, the incumbent is willing and able to perform a wide range of administrative functions to help ensure programmatic success.  The incumbent is highly flexible and willing to work under conditions of ongoing change, and remains professional and respectful of colleagues and authority in a diverse workforce.  She or he places a premium on building positive relationships with his or her respective team both in the field and in Washington, and with key stakeholders both in and outside of USAID.  The incumbent is highly responsible, service-oriented, organized, pays close attention to detail, and is able to receive and respond to constructive criticism in a professional manner.  The Country Representative is a strategic thinker, articulates innovative ideas, presents solutions, and is a positive role model for colleagues both in and outside of OTI.

Under the direct supervision of the Washington-based DCHA/OTI Regional Team Leader for the Afghanistan/Pakistan (Af/Pak) Regional Team, the Country Representative will:

At the GS-14 equivalent level:

  • Manage a high-profile program in a dynamic, fast-paced environment. Based on political analysis and U.S. Government policy, conceptualize and design program strategies and objectives with the support of OTI staff, USAID, military personnel, the U.S. embassy, and other U.S. agencies and departments, as well as national and local government officials, and local civil society representatives.  When necessary, refine strategic objectives and advocate on behalf of new programmatic approaches in country, linked to neighboring country programs, where appropriate;

  • Oversee a team comprised of at least 20 USPSCs, several national staff, and a significant number of implementing partner staff, in at least 10 different locations across the country, including Kabul.  Continuously review and design staffing plans to meet overall program objectives and recruit, train, supervise, and evaluate the performance of in-country OTI staff.  Maintain staff morale in a difficult security and work environment; 

  • Monitor local and regional political developments and regularly brief OTI and partner staff on their potential programmatic impact;

  • Ensure that OTI’s programs and their activities are monitored and evaluated and that lessons learned from the activities feed into ongoing or future activities;

  • Prepare and maintain OTI program budgets for field operations;

  • Ensure that all OTI and partner field staff adhere to in-country security guidelines set by the U.S. Embassy Regional Security Officer and other organizations such as the United Nations or host government, as appropriate;

  • In collaboration with USAID, prepare operational plans including logistics and property use guidelines, closeout and hand-over, security procedures, contingency and evacuation plans;

  • Ensure appropriate resource allocation among OTI field offices and implementing partners;

  • In close coordination with other DCHA offices and the USAID-Afghanistan Mission, develop an exit strategy and operational closeout plan;

  • Analyze and report on current political developments and security concerns as well as other pertinent information required to achieve OTI's program objectives;

  • Prepare and disseminate programmatic, financial and periodic reports to the USAID Mission, OTI/Washington and other organizations as appropriate;

  • Serve as OTI’s primary liaison with USAID personnel, U.S. Embassy staff, Ambassadors, military personnel, government officials, bilateral donors, UN organizations, indigenous and international NGOs, and other pertinent agencies and organizations.  Develop and maintain collaborative relationships with them in order to ensure close coordination at the field level, identify the widest range of potential partners and opportunities, and achieve maximum synergy with other programs;

  • Communicate and coordinate OTI’s in-country activities between OTI and its implementing partners, USAID, and other donor organizations;

  • Provide day-to-day programmatic, operational, and strategic guidance to OTI’s implementing partners (contractors and/or grantees) ensuring that activities are contributing to OTI’s program objectives;

  • Provide recommendations to the Washington-based Contracting Officer Technical Representative (COTR) and/or the Regional Team Leader on implementing partner performance, the appropriateness of the partner’s scope to OTI’s country objectives, partner’s budgets, and modifications thereto;

  • Provide USAID concurrence on all implementing partner activities, including final approval of grantees for grants under contract up to $250,000 with OTI COTR approval, in accordance with the USAID’s Automated Directives System (ADS).

At the GS-15 equivalent level:

10.  PHYSICAL DEMANDS

The work is at times physically demanding.  During site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or the carrying of moderately heavy items.

11.  WORK ENVIRONMENT

While in Afghanistan, the work may be performed in an office environment and/or on a military compound.  The position also requires travel throughout the country of assignment, which may additionally involve special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions.

EDUCATION/EXPERIENCE REQUIRED FOR THIS POSITION

Factor #4         Excellent communication, interpersonal, cross-cultural, negotiating and  team building skills evidenced by the ability to maintain team morale and unity in a challenging security environment with the lack of usual infrastructure and amenities;

Factor #5         Demonstrated experience interacting with U.S. government agencies, donor and international organizations, military personnel, and local counterparts on both the lowest and highest political, social, and economic levels; and

Factor #6         Demonstrated experience overseeing and monitoring a non-Federal organization implementing an assistance activity under a Federal contract, grant, or cooperative agreement.

Position Description and Responsibilities

ID is seeking to hire an international climate change policy officer on a full-time basis for one year from October 2011, with the possibility of extension.  The successful applicant will play a crucial role in ID’s provision of diplomatic, legal and technical advice and assistance to the Republic of the Marshall Islands and other small island developing states on the negotiation of a post-2012 climate change agreement and related international policy issues.  More information is available at http://www.independentdiplomat.org/our-work/rmi-/-climate-change.

The position is preferably based in New York, under the supervision of ID’s Director for UN, Climate Change & Natural Resources.  Remuneration is dependent upon qualifications and experience.

Key responsibilities for the position include the following:

  • liaison with ID’s clients, in particular the New York-based diplomatic missions of the Republic of the Marshall Islands and other members of the Alliance of Small Island States (AOSIS);

Applicants should have a close familiarity with international climate change policy, including the current state of play in negotiations under the UN Framework Convention on Climate Change (UNFCCC), and an in-depth understanding of the various legal and technical aspects of the negotiations, including the Bali Action Plan, implementation of the Cancún Agreements and the negotiation of a second commitment period under the Kyoto Protocol.  The successful applicant will have first-rate research and writing skills, and will have the ability to work quickly, independently and to tight deadlines, particularly in the fast-paced international climate negotiations.

A strong background and some relevant work experience in climate change and/or environmental law is essential.  Familiarity with international diplomacy, multilateral negotiations and the workings of the United Nations would be an advantage, as would a Masters degree in a relevant field.  Ability to travel to participate in climate change meetings and negotiations is required.

Position Summary: Pact seeks a Chief of Party/Program Manager (COP/PM) for a U.S. Government-funded Program Around Transitional Justice in South Sudan. Recruitment is contingent upon successful award of the program.
This program will focus on increased access to justice in rural South Sudan through strategies, programs, and support to the Government of South Sudan (GoSS), civil society, and communities along with a research component designed to build a comprehensive understanding of the challenges to access to justice in rural areas. The program will aim to expand GoSS and traditional authorities’ justice service delivery and capacity in the rural context, strengthen communities’ and civil society’s capacity to play a dynamic role in justice service provision, monitoring, and advocacy; and aim to increase individual understanding of fundamental rights and access to legal services.
The successful candidate will be responsible for: overall program oversight and meeting the project’s objectives; interfacing directly with USG; managing expat and national staff; and developing and maintaining good working relationships with host government officials, local and international partners, local community groups, and other stakeholders. The COP/PM is responsible for the development and submission of the Annual Country Operating Plan (COP), Annual Program Results (APR) and Semi-Annual Program Results (S/APR), in collaboration with the M&E Director. The PM bears ultimate responsibility for ensuring that the grantees and sub-grantees meet USG and program requirements.
The Chief of Party/Program Manager reports to the Pact South Sudan Program Director.
Specific Duties and Responsibilities:
The Chief of Party/Program Manager must demonstrate dynamic leadership and a spirit of flexibility, adaptability and collaboration under challenging conditions. Specific responsibilities may include:
• Rapid roll-out and supervision of field office activities. This includes hiring and management of field staff, subcontractors and consultants, detailed workplan development, technical training and mentoring of staff as required, and other standard implementation activities;
• Oversight of financial management and procurement;
• Planning, quality assurance and supervision of program monitoring, evaluating, and reporting;
• Oversight of design and implementation of capacity-building activities with partners, beneficiary groups and other stakeholders;
• Technical leadership and oversight of program activities;
• Oversight of delivery, management, and monitoring of subgrants;
• Serving as Pact liaison to USG and partners;
• Coordination with appropriate stakeholders in all aspects of project planning, monitoring, and implementation;
• Performing other duties as assigned;

Qualifications


• Advanced degree in law or international development or related field required;
• Minimum of three (3) years of field-based management experience managing complex, multi-partner programs, especially in post-conflict environments;
• Experience managing large scale USG funded project(s);
• Experience in access to justice, rule of law and/or justice sector interventions in transitional societies;
• Demonstrated knowledge of and familiarity with USG policies, rules, regulations, and procedures;
• Demonstrated skills in strategic and program planning;
• Demonstrated skills in negotiating with partners at a strategic and contractual level and proven skills in diplomacy;
• Proven experience building capacity of local NGOs and government bodies;
• Fluent English language skills, both written and spoken;

          Principal roles

1.    Building a diverse, flexible and innovative network in key East and West African states to campaign for the protection of civilians in armed conflict – you will position Crisis Action as the hub of campaigning on issues of armed conflict. You will achieve this by proactively recruiting diverse partners and by delivering high impact advocacy and campaigns. You will liaise with senior representatives from a wide range of potential partners and demonstrate to them the added value of working in coalition.

2.    Political Analysis - Focusing on actual or potential conflicts of most concern to our partners, you will ensure that Crisis Action supplements their understanding of potential solutions by analyzing the policy positions of key governments within the African Union, particularly the Peace and Security Council, and key AU officials. You will ensure that Crisis Action builds up in-depth and sophisticated understanding of the key governments’ position towards relevant conflicts, the results of which will be top quality advice to partners on advocacy demands, strategy and suggestions for action.
 
3. Relationship building A key part of your role will be to build relationships with key government and AU officials, media and civil society leaders. You will prove yourself to be a highly-professional, reliable and strategic interlocutor between these different stakeholders.
 
4. Advocacy and Media - A major area of your work will be working with our partner organizations to drive forward and develop advocacy and media work that mobilize the resources and influence of civil society to the greatest possible effect. This process will involve advising on strategy, proposing initiatives, drafting advocacy products and then implementing diverse advocacy activities. These could include media work, liaising with senior officials, preparing reports and briefings and identifying and building relationships with potential allies inside and outside government.

5.    Supporting our global work – With offices in Cairo, London, Brussels, Berlin, Paris and New York – Crisis Action will support the work of our partners campaigning for the protection of civilians on the international stage and increase the impact of joint work exponentially. You will be a core part of this team, jointly strategizing around regional and international policy and how to change it. You will also help us reach out to potential partners in countries where we don’t have a presence and seek to engage and support them.

FHI 360 is implementing the Fostering Agriculture Competitiveness Employing Information Communication Technologies project (FACET). The program is coordinated by USAID/EGAT/I&E/ICT and funded by USAID/AFR/SD/EGEA - the team that oversees the design and implementation of USAID’s Global Hunger and Food Security Initiative (now named FTF Feed The Future) for sub-Saharan Africa. FACET is designed to support USAID Africa Bureau Missions and works with implementing partners, national and local governments, and the private sector to provide technical assistance to better enhance the competitiveness and trade in the agriculture sector across Sub-Saharan Africa. The position is based in Washington, DC.
To achieve its objectives, FACET has two components:
1) Knowledge sharing across Missions regarding sustainable and scalable approaches to using ICT to increase the success of FTF activities; and
2) Short term technical assistance to projects to improve agriculture through the use of ICT.
The Senior ICT and Agriculture Specialist will both lead the project as well and ensure the technical quality of project materials and provide technical assistance to USAID on an as needed basis.
  • Oversee the project and provide technical assistance, including field-based assistance, across the agriculture sector using ICT tools. Field-based assistance may vary from short-term to ongoing assignments.
  • Evaluate and assist USAID thinking through the deployment of agriculturally appropriate technology based solutions .
  •  Conduct a demand survey of USAID/AFR missions in SSA in order to gauge a systematic sense of the ICT application demands of missions and their agriculture-related projects.
  • Write as well as oversee the production of quality thought pieces (including briefing papers, presentations and other forms of knowledge sharing) for USAID Missions and implementing partners on agriculture and ICT best practices.
  • Enlist the support of other donors (e.g., foreign governments, private sector, etc.) and create multi-sector alliances focused on USAID/AFR FTF countries.
  • Provide overall programmatic support to FACET and its team.

Qualifications


Advanced degree in Agricultural or Development Economics or Business Administration or Economic Development or Project Management or equivalent;
Minimum 5 years experience working on agribusiness development programs, especially USAID-funded project/programs;

WCF seeks qualified candidates for the position of Chief of Party on a 5-year West Africa Cocoa Development program to be posted in Accra, Ghana.  The program is a jointly funded collaboration between WCF’s industry members and USAID, funded equally by each party, with a similar match from the Dutch Government.   It  will focus on cocoa value chain development, farm finance, farmer training, applied farm research, and government economic policy re cocoa and agriculture.  It will cover the four countries of Cameroon, Nigeria, Ghana and Cote d’Ivoire.  The initiative incorporates host government institutions, civil society organizations and cocoa industry actors at multiple levels.   Grant-making to local organizations as implementing partners will be a key mechanism for program delivery as will be the establishment of multi-stakeholder public/private platforms to consider priority investments in each country.  This is a senior level position with a start date to be mutually determined.  Salary and benefit package is competitive.



Qualifications


Mandatory qualifications include at least 15 years experience in agriculture development, with at least 10 of those in West Africa, previous management of large international development program(s), a strong background in agriculture and/or economic policy development, as well as a record of representation and negotiation at senior levels of host governments.  Preferred candidates will have a demonstrated fluency in French, knowledge of grant management programs, and previous experience in the private sector
