Position Summary
The Intern will have the opportunity to gain experience in program administration, USAID financial rules and regulations, developing grant proposals, and Freedom House methodology. He/she will demonstrate through presentation of her/his educational and professional record and life experience that he/she has an academic background in African issues, experience on the continent, language skills applicable to our program needs, knowledge of human rights, dedication to democratic principles, and career aspirations related to the region.
 
 
Some Duties and Responsibilities
  • Assist in background research needed for proposals and program activities
  • Provide administrative and logistical support for day-to-day functioning of Africa programs
  • Assist with database maintenance
  • Attend Africa related events and other external meetings as necessary and provide readout to team members
  • Assist with other related projects as needed



Qualifications


Minimum Qualifications
  • Bachelor’s degree or current college or graduate student
  • Strong ability to communicate effectively in English, both verbally and in writing
  • Ability to communicate effectively in a second relevant language is preferred
  • Knowledge of or interest in human rights and democracy issues in the Africa region
  • Proficiency with MS Office Suite
  • Knowledge of human rights, democracy and international development concepts preferred
  • Knowledge of basic accounting principles and grant-related compliance requirements preferred
  • Experience living, volunteering, working, or studying in the region preferred

Description


The Africa Advocacy Director is the chief advocacy strategist for HRW’s work in the sub-Saharan Africa region.  He or she is responsible for ensuring the highest standards of quality and effectiveness for HRW’s diverse advocacy efforts and works both with Africa Division staff as well as the Global advocacy team of core advocates in the organization to design and implement strategies to promote and protect human rights in Africa.  The Advocacy Director helps to conceptualize, design and implement strategies for transforming HRW's investigations and reports into concrete improvements in human rights policies and practices by enlisting the support of all possible allies including governments, international and regional institutions with particular emphasis on the African Union and sub-regional bodies, private and non-state actors, colleague organizations, media, and the general public.  He or she also helps to shape HRW’s research agenda by identifying opportunities for impact.  In addition, the Advocacy Director is a key organizational spokesperson, among those who represent the Africa Division before government officials, international agencies, media and the public.  The Advocacy Director is a member of HRW’s Africa Division staff and will preferably be based in the Nairobi office with frequent travels both in the region and outside of the region.
More specific essential responsibilities include:
  1. Serve as one of the key spokesperson and advocate for Human Rights Watch on Africa;
  2. Work closely with researchers in the Africa division from the selection of research projects to the design and implementation level to ensure that an effective advocacy strategy is part of the research project as well as develop and implement advocacy strategies on the full range of issues addressed by HRW in Africa;
  3. Present research findings on human rights violations in Africa and recommendations for advocacy targets including government offices, international/regional institutions, media and general public;
  4. Establish and maintain regular contacts and effective working relationship with relevant government officials from around the world, relevant staff of international/regional institutions, (particularly with AU, its organs and sub-regional organizations), members of the media, and other important actors;
  5. Keep abreast of policy developments, gathering relevant information and provide a timely synthesis and analysis on policy developments as well as advise on emerging advocacy opportunities on the continent and elsewhere;
  6. Prepare advocacy materials such as press releases, op-eds, campaign materials and other relevant advocacy documentations;
  7. Work closely with international, national and local civil society organizations and activists including human rights organizations through formal and informal coalitions and partnerships;
  8. Ensure organization-wide coordination to develop advocacy strategies and activities;
  9. Perform other duties as required.



Qualifications


Education:  An advanced (graduate) degree in international relations, journalism, law, or social science is required.
Experience:  Minimum 7 years of direct experience in nongovernmental organizations, intergovernmental organizations, or governments working to influence policy on human rights in Africa.
Required Skills and Knowledge: 
  1. Senior level advocacy experience and knowledge of policymaking in Africa.
  2. Extensive knowledge of sub-Saharan Africa and its human rights issues.
  3. Experience designing and implementing successful advocacy initiatives.
  4. Ability to defend and explain complex issues and positions to governmental and intergovernmental bodies as well as to media and staff.
  5. A track record of dealing with the media, including experience with media interviews as well as cultivating and maintaining relationships with key journalists.
  6. Demonstrated ability to think creatively, strategically, and quickly.
  7. Excellent oral and written communication skills in English and proficiency in French is strongly desirable; proficiency in another language is an added value.
  8. Demonstrated commitment to human rights and/or international issues and the capacity to master and represent the mission and programs of HRW.
  9. Strong interpersonal skills in order to work collaboratively within HRW as well as with local partners, government officials, and external partners.
  10. Capacity to appropriately plan and prioritize and to manage multiple, sometimes competing, demands efficiently in a challenging, fast-paced, pressured environment.

The Project Officer will support ongoing activities and programs in the Eurasia region. Specifically, working on initiatives to advance democracy and human rights across Eurasia, a region that remains one of the world’s most repressive. Qualifications

  • Bachelor’s degree in political science, international relations, human rights, law, or related field, Master’s degree preferred
  • Minimum 4 – 6 years of experience in program management including reporting ability and knowledge of funder account requirements

SUMMARY
All Native Incorporated is seeking applicants in the position of Project Officer to support our contract with The Middle East Partnership Initiative at the Department of State.  The Project Officer works in in the Policy and Programming Division (PP), Office of the Middle East Partnership Initiative (PI), Bureau of Near Eastern Affairs (NEA) and is responsible for the development, implementation, budgeting and management of high-level USG foreign policy initiatives and projects that contribute to political, education, and economic reform, and the empowerment of women and at-risk youth in the Middle East and North Africa.  The Project Officer works as a member of a synergistic team responsible for bilateral and multilateral efforts to promote these objectives.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Serves as an action officer on projects and initiatives that support USG reform policies with a primary focus on the areas of economic reform and entrepreneurship within the assigned area of responsibility
  • Identifies, initiates and develops strategies to implement all assigned projects to ensure that they achieve established objectives
  • Works with Bureau, Department, interagency officers and NGO contacts
  • Utilizes expertise to analyze, on a qualitative and/or quantitative basis, the effectiveness of project-related operations in meeting established Bureau, office, and USG foreign policy goals and objectives, recommending changes or follow-up, as appropriate
  • Proactively ensures that information included in the MEPI Database is accurate and up-to-date, by inputting, uploading and revising programmatic data related to ongoing and inactive awards
  • Performs assigned Project Officer duties, including reviewing and taking action on implementer quarterly performance reports (QPR) within 30 days of their submission
  • Evaluate award burn rates; reviewing indicator data and work plan progress
  • Recommend action if performance issues are flagged, and ensure that project descriptions are accurate and current on at least a quarterly basis
  • Analyzes information and project performance data and proposals, prepares reports, drafts project proposals, memos, and other documents for senior officers
  • Manages and oversees other office-managed projects and initiatives, as required
  • Anticipates, identifies and analyzes opportunities for and constraints on the advancement of bilateral and multilateral foreign policy objectives addressed through a full range of strategies/objectives
  • Drafts papers and briefing memoranda for senior officials on policy and/or projects
  • Prepares senior Department officials for bilateral and multilateral meetings involving MEPI and other USG programs
  • Monitors educational, economic, political, social, media, and cultural trends and developments in the Middle East and North Africa
  • Assists in developing projects and strategies to meet U.S. foreign policy goals and objectives
  • Initiates and evaluates research, identifying data which might directly impact policy and project objectives.
  • Serves as a key interlocutor and communicates with a full range of stakeholders, including posts, other NEA and Department bureaus/offices, government agencies, non-governmental organizations (NGOs), foreign publics and media, and, as appropriate, Congressional or legislative committees and staffs
  • Initiates, formulates, and conducts project negotiations with stakeholders.

 




Qualifications


SKILLS, QUALIFICATIONS AND EDUCATION

  • Master’s degree in international affairs, Middle East studies, political science, public administration, or other relevant fields preferred. Bachelor’s degree required.
  • Arabic language skills are a plus, but not required.
  • Flexible team-player with a client-focused orientation, attention to detail, and the ability to exercise sound judgment in a politically sensitive environment.
  • Strong communication skills- verbal, written and ability to negotiate
  • Strong knowledge of USG foreign & reform policies
  • Strong knowledge of Microsoft Office programs and applications to include database management
  • Ability to research and analyze data
