The USCG is announcing a challenging Senior Executive Service career opportunity to serve as Director, Incident Management & Preparedness Policy responsible for establishing, developing and implementing policies, strategies and goals to meet U. S. Coast Guard’s incident response mission.  The Director, Incident Management & Preparedness Policy:

  • Establishes agency-wide policy, goals, objectives and procedures to implement the U. S. Coast Guard incident management activities.  Initiates and provides agency direction, strategy, and guidance on the Coast Guard initiatives required to meet Congressional mandate and intent to effect a successful program.
  • Provides strategic programmatic oversight for the “Maritime Response” Future Year Homeland Security Program, responsible for establishing, developing, and implementing all hazards incident management goals, strategies, policies, regulations, standards and doctrine to meet Coast Guard responsibilities and to achieve program outcomes. 
  • Provides strategic programmatic oversight for the Offices of Search and Rescue Policy, Crisis and Contingency Planning and Exercise Policy, the Environmental Response Policy and National Response Center.
  • Provides strategic programmatic oversight of the Maritime Environmental Response (MER) for oil and hazardous substance response and implements the national MER strategy.
  • Coordinates Coast Guard participation in the National Exercise Program (NEP), including inter-departmental, and inter-agency and DOD sponsored exercises.      

The selectee must attain a Top Secret clearance, and undergo pre/post-appointment random drug testing.  U.S. Citizenship required.

Responsibilities:

Qualifications

dTS is seeking a Mid-level Monitoring & Evaluation Advisor to collaborate with the M&E Unit based in Arlington, VA. The advisor should be well informed on M&E methods and should be able to analyze performance information to improve decision-making, and provide technical assistance for efforts that support development assistance programs. This will include developing strategic plans, program objectives, results and logical frameworks, and performance management plans. It may also include assistance in selecting and formulating performance indicators, creating data collection plans, and conducting data quality assessments. 



Qualifications


  • Advanced degree in a Social Science, International Development or related field.
  • Minimum of 7 years of experience in international development operations.
  • Minimum of 5 years of experience in designing and implementing M&E results frameworks; developing PMPs, PM systems, work plans and indicators; monitoring on-going programs for large donor organizations. Experience with USAID projects is required.
  • Demonstrated experience leading strategic planning and performance management processes.
  • Fluency in Spanish is required.
  • Overseas experience is strongly preferred.
  • Detail oriented and organized.
  • Strong communicator, both verbally and in writing.

DAI seeks a Chief of Party (COP) for an anticipated five-year, USAID-funded Human and Institutional Capacity Development (HICD) program in Rwanda, which intends to strengthen institutional and human capacity in targeted government institutions and civil society organizations.  The program will increase performance of government institutions and civil society organizations in a sustainable manner which improves Rwanda’s overall development outcomes.  The program is expected to begin in the first part of 2012.
Responsibilities:
The COP will be responsible for overall project management, including field team mobilization and leadership; development and implementation of work plans, operational budgets and performance monitoring plans; coordination with the USAID mission, government officials, other donors and partner organizations, and ensuring achievement of project results and objectives. The COP will supervise key project staff and ensure compliance with DAI policies and USAID rules and regulations. The position will be based in Kigali.



Qualifications


  • At least five (5) years experience as Chief of Party or Team Leader for HICD or capacity development programs.  At least fifteen (15) years of HICD, integrated capacity development programming and/or training experience is essential. 
  • Graduate degree in development-related field.
  • Previous experience in managing complex, donor-funded programs with multiple counterparts in developing countries, particularly in post conflict environments.
  • Proven track record of providing technical assistance to government officials at the national level.  Demonstrated experience working with senior host-country counterparts.
  • HICD, ISPI (International Society for Performance Improvement) or Performance Technologist Certification is required.
  • Excellent analytical skills.
  • Prior experience in Africa, particularly Francophone, is preferred but not required.
  • Excellent written and oral English communication skills.  Fluency in French is preferred.
