The US-China Education Trust (www.uscet.org), is a Washington, DC-based non-profit organization whose mission is to promote US-China relations through education and exchange for China’s next generation leaders. This position is the lead manager for grants and programs for USCET and plays a central role in the organization’s development, administration, and evaluation of its programming.
USCET’s programming focuses on strengthening American Studies and Media Education in China, as well as education and exchange programs. USCET activities are held in China and the United States, working with Chinese universities that comprise its 57-member American Studies Network and its 37-member Media Education Consortium, as well as Chinese and American institutions, and policymakers in China and the United States. USCET also has a range of scholarship programs for American and Chinese students.  With a well-established reputation in China and the US, USCET is entering a new phase of growth and development.
The Program Manager will work under the guidance of the president/founder of USCET and USCET’s executive director.  The Program Manager will receive support from the administrative assistant in the USCET Washington, DC office and will work closely with USCET’s part-time Program Associate in China.  Primary responsibilities of USCET’s Program Manager are as follows:
Program Management/Implementation
  • Manage all USCET grants, programs, fellowships, and exchanges under the direction of the executive director.
  • Working closely with USCET’s program associate in China, support implementation of programs in China.
  • Implement US-based programs.
  • Assist in maintaining communications related to all program activities with USCET’s partners in the US and China.
  • Lead USCET program evaluation, working with partners and vendors to conduct evaluations.
Grant Management
  • Take lead in managing grant funds and program budgets, direct allocation of expenditures, and ensure compliance with all terms of grants, working with USCET comptroller.
  • Undertake timely preparation of grant progress reports, including financial reporting, for USCET donors.
Development/Outreach
  • Work in support of USCET’s president and executive director’s efforts to develop new programs by researching new grant and program opportunities and preparing drafts of new proposals, as appropriate.
  • Track relevant news and events in China, particularly related to American Studies and the media.
  • Support the implementation of USCET’s outreach strategy through assisting in maintenance of USCET’s website, preparation of USCET news updates, etc.
  • Work with USCET’s president to organize and design USCET events.
General Management
  • Work with Executive Director to support development and management of organizational budget and financial affairs.
  • Manage USCET’s recruitment of high-quality interns, developing and administering processes to ensure adequate intern staffing year-round.



Qualifications



Candidates should possess the following capabilities, skills and experience:
  • Self-motivated, organized, detail-oriented, able to work independently.
  • Excellent writing and critical thinking skills.
  • Experience in grants management, particularly understanding of US government grants and grant accountability preferred.
  • Project and budget management experience.
  • Native fluency in English; working knowledge of Mandarin Chinese required.
  • Experience working/studying in China and general knowledge about China preferred.
  • Proficiency with Microsoft Office Suite, Quickbooks, and willingness to learn additional software packages as needed.
  • Minimum of a Bachelor’s degree (Master’s preferred) with at least three years relevant professional experience.
  • Permanent authorization to work full-time in the US required.

Solidarity Center

 The Solidarity Center, founded in 1997 by the AFL-CIO to tackle the enormous challenges workers face in the global economy, now works with union and community group partners in more than 60 countries through a network of 26 field offices.  This not-for-profit organization offers education, training, research, legal support, and organizing assistance to help build strong and effective trade unions and other workers’ organizations and more just and equitable societies.  Its programs promote democratic rights and respect for workers; raise public awareness about abuses of the world’s most vulnerable workers; and, above all, help the world’s workers secure a voice in their societies and the global economy.
 The Center seeks a country program director to lead the work of advancing the Center’s mission in Brazil.  The country program director reports directly to the Center’s regional program director for the Americas, and works in close partnership with AFL-CIO affiliates, the Sao Paulo-based ITUC- Trade Union Confederation of the Americas.  The Washington, D.C.-based Center has a staff of 245 and an annual budget of $30 million. The position requires residency in Sao Paulo and frequent travel within Brazil as well as occasional travel to other Latin American countries.
Responsibilities

  • With the Americas regional staff, develop and implement program priorities for work in the Brazil and sectoral trade union programs in the Latin American region, consistent with the strategic vision of the Solidarity Center’s global and regional work; revisit those priorities as needed to reflect changing national regional realities.
  • Lead and oversee the department’s local staff and consultants in Brazil, and manage local office operations

  • Serve as the representative of the US labor movement in Brazil
  • Represent the interests and issues of the Brazilian labor movements, their labor issues, and their global importance within the Center, the AFL-CIO, and the U.S. labor movement broadly as well as to U.S. government programs in the region, other NGOs, and the academic community.  Build bridges to and coalitions and collaborative efforts with allies in Brazil working to advance worker rights.  
  • Assure the high quality and effectiveness of the Center’s work in the Brazil through monitoring, evaluation, and reporting of program work





Qualifications


  • Knowledge of the region, and experience in the U.S. and/or international labor movement and/or the human rights movement.  Understanding of the political economy of Brazil and its place in the global economy is critical, as is an understanding of the U.S. labor movement.
  • Trade union experience, particularly organizing and campaigning experience
  • Experience in leading grassroots campaigns, including union or community organizing, and conducting popular education with a range of audiences.
  • The ability to communicate ideas and information effectively to U.S. and international: Spanish fluency is required, Portuguese is highly desirable.
  • Proven ability to work successfully in complex political environments and collaboratively as part of a dynamic team.
  • Grant management skills including proposal writing, program monitoring, budget tracking, and regular reporting.
  • B.A. degree in a relevant field
 Personal Qualities:
 The successful candidate will bring a sense of passion about the region and its politics, a strong social justice orientation, and a clear understanding of gender equity as a critical component of workers’ rights.  He or she will have good judgment in U.S. and international political environments and the confidence, tenacity, energy, patience, and drive to work with others in this multilayered international organization to advance the cause of workers around the world.
 The duration of this position, as with all positions at the Solidarity Center, is contingent upon continued grant funding.
