SENIOR DELEGATE, LIVELIHOODS & ECONOMIC RECOVERYPORT AU PRINCE, HAITI
In response to the January 12 earthquake in Haiti, the American Red Cross seeks an experienced Livelihoods & Economic Recovery Delegate to develop and carry out the objectives of the American Red Cross Livelihoods and Economic Recovery Program in Haiti. This is a full time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied position. ARC is in the process of implementing an integrated neighborhood recovery program in Haiti. The focus of the program is on household recovery. Economic recovery will be a cross cutting theme in this approach. The American Red Cross is taking a progressive approach to household and market recovery programming that aims to open a wide range of choices for disaster-affected populations, fostering flexibility for independent decision-making at the household level. This approach through income generating activities, cash based programming, support to small and medium enterprises, vocational training and micro-credit reflects an innovative evolution to humanitarian assistance, which melds relief to longer-term recovery. Purpose of the Position: The Livelihoods & Economic Recovery Delegate will oversee the program and technical aspects of the livelihoods and economic recovery program in Haiti. They will work with ARC livelihoods team, ARC sector leads and Haitian Red Cross, to identify vulnerable populations, ensure short term needs are met, develop and manage the on-going plan for the long-term recovery effort. The Livelihoods & Economic Recovery Delegate will be expected to use a high degree of initiative and contribute to achieving objectives within Haiti, and specifically take the overall coordination and leadership on objectives related to the livelihoods program. This delegate will also be responsible for ARC's programming through the understanding of household needs and economic coping strategies, including how households respond when their sources of income have been disrupted and the increase in roles and responsibilities for women after a crisis, by conducting participatory assessments with the target communities. Support local capacity, markets and socioeconomic structures to ensure long-term recovery. This can be done by channeling support and resources through local businesses in the formal and informal sectors, using local procurement, distributing agricultural inputs through local traders (e.g., market- fairs) and working with local nongovernmental partners, including women partners and businesses. Identify specific protection risks, including sexual abuse, exploitation and exclusion of women, people with disabilities and youth. Ensure program design mitigates these risks. General Responsibilities: Manage and lead the livelihood teams based in Haiti. Coordinate with other sector leads in assessment, planning, and implementation of ARC economic recovery program. As senior delegate lead in assessments, design, plan, implementation and monitoring interventions that promote sustainable livelihoods. Participate in livelihood forums in country to minimize duplication and maximize coordination. Support and work with the national society to building the national society's capacity in economic recovery/ livelihood. As the lead for ARC also support the dissemination of the livelihoods program to the media and the general public. Identify community and government resources and seek to integrate the livelihoods program with existing structures and capacities. Provide guidance and assistance in compiling program reports and feedback to the national society and national headquarters of the American Red Cross. Represent and coordinate the ARC livelihoods program with government, local authorities, Early Recovery Cluster, Livelihoods Working Group and the Movement Livelihoods Technical Committee and collaborate with them where appropriate to ensure that there is no duplication of efforts. Specific Responsibilities: Program Strategy, Planning and Coordination: Participate with the other sector leads in developing the country strategy and associated program implementation plans/ budgets. Assist in communicating mission, purpose, strategic goals and program objectives among project staff to create mutual understanding and ownership. Ensure that the livelihoods program is implemented in line with program plans and that plans are adjusted to suite the changing program environment when necessary. Responsible for the monitoring and evaluation of all livelihood programs to ensure efficiency, appropriateness, transparency, quality, and sustainability. Represent the livelihoods program to government and local authorities and collaborate with them where appropriate. Coordinate efforts with the Early Recovery Cluster, Livelihoods Working Group and the Movement Livelihoods Technical Committee to ensure that there is no duplication of efforts. Livelihoods Program Management: Lead the design, implementation, and analysis of household surveys that identify household coping and recovery strategies that people are using to ensure the appropriate livelihood strategy is implemented by ARC economic recovery programs. Conduct careful market analysis to ensure that programs don't cause localized market distortions or undermine future livelihoods. Ensure that systems and methodologies for beneficiary accountability are in place including program monitoring tools and formats, and a robust complaints response mechanism. Lead and support baseline surveys monitoring and project evaluations and the analysis of results to assess project impact and effective use of resources. Support the creating of marketing linkages to help small and medium producers to get markets for their products and services. Oversee beneficiary selection and ensure community involvement in selecting projects for relevance, buy-in, transparency and fair access. Determine cash transfer mechanisms that ensure safety of laborers, particularly women, who are at risk of gender-based violence over control of income earned. Identify as required financial products tailored for formal and informal businesses and households to support sustainability of livelihood and avoid the possibility of further debt. Team Management: Assist ARC livelihoods team to recruit staff so that they are able to implement each and every aspect of the project and provide ongoing supervision and training to them. Provide leadership and support to the livelihoods team to ensure effective management and timely implementation of work plans. Providing supervision, guidance and mentoring to the team. Ensure that project teams understand their individual and collective responsibilities for safety and well- being. Ensure that training in security measures is regularly undertaken to maintain as safe and secure a working environment as possible, in conjunction with the designated Security and HR personnel. Conduct regular performance reviews and appraisals, and encourage the personal development of each individual. Promote the conditions for effective teamwork and commitment to the American Red Cross mission, values and operating principles. Oversee staff planning, recruitment, induction and orientation processes for project staff. Administration and Financial Management: Coordinate with Logistics staff to ensure an adequate level of logistics and administrative support to program staff. Work closely with the Logistics Delegate in defining project transport requirements and ensuring that staff have adequate resources to do their work. Advise the Logistics Delegate on project material and equipment requirements and agree on appropriate specifications, ensuring that such items are requested in good time and with the required information and according to standard procedures. Manage detailed program budget in fulfillment of specified livelihoods activities, outputs and objectives. Monitor program expenditure and analyze program financial reports, understanding variances and taking corrective actions in consultation with the Finance Delegate. Ensure project monthly cash flow forecasts are prepared and forwarded to the Finance Delegate. QUALIFICATIONS: Bachelor's degree in economics, development studies, social sciences or related field required, Master's degree preferred. Minimum of seven years relevant experience required and one year of supervisory experience. Experience in economic recovery/ livelihoods programming and cash based interventions is required. At least three years of overseas experience working in a developing country required. Experience of designing emergency relief/ recovery food security & livelihoods and economic recovery programmers. Experience implementing such programs in urban settings strongly preferred. Good understanding of emergency and development issues and associated good practice, including minimum standards for disaster response (e.g., Sphere, SEEP). Sound knowledge of participatory methodologies required. Excellent communication and interpersonal skills and the ability to prioritize, meet deadlines, and achieve results through collaboration are preferred. Strong analytical skills, including experience leading economic & livelihood assessments in an emergency relief/ recovery context. Must be flexible and adaptive to change and computer proficient, especially in MS Office. Languages: Fluency in both written and spoken English is required.
