The Population Council is seeking a highly experienced health or social scientist to serve as Country Director for our office in Lusaka, Zambia. This position will provide substantive leadership, professional representation, and skillful management of the Council's mission, resources, relationships and activities in Zambia. The Country Director will be responsible for oversight of the implementation and monitoring of all Population Council activities in the country, as well as for managing the administration and operations of the Council's office, including financial and staff management. The Zambia program has grown rapidly over the past several years, with an annual operating budget of more than $3 million and 22 staff. The current portfolio includes a large and diverse set of HIV prevention intervention and operations research activities, as well as technical assistance, research, and advocacy activities to address sexual and gender- based violence. In addition, the office supports a small but rapidly growing portfolio of research, programming, and capacity building to develop effective health, social, and economic asset-building programs for adolescent girls. The successful candidate will oversee and support initiation, development, implementation, and monitoring of activities under all three of the Council's programs: HIV and AIDS; Reproductive Health; and Poverty, Gender, and Youth. Because the principal programmatic work in Zambia is currently in HIV and AIDS, he/she will also directly engage in implementation of ongoing HIV and AIDS projects. In addition, the Country Director will undertake fundraising to build and diversify the Zambia office portfolio. RESPONSIBILITIES: Cultivate and maintain relationships with key stakeholders in the Population Council's mission and activities in Zambia by representing the Council to donors, development partners, policy makers, NGOs, private sector institutions, universities, and government institutions such as the Ministry of Health, National AIDS Control Committee, Gender and Development Division, Ministry of Home Affairs, and Ministry of Social Services. Develop and manage the Population Council's country office in Lusaka by advancing an overall country strategy to address needs and priorities of the country within the context of the Council's three program areas. Provide intellectual leadership to all and management of selected HIV and AIDS activities, including operations research and program evaluation activities spanning most-at-risk populations, male circumcision, adolescent girls and vulnerable children, and community compacts (mobilization) to prevent HIV. Ensure quality, ethics, program relevance, and responsiveness to country needs in the design and implementation of programmatic research and other activities in Zambia. Develop and implement communication and dissemination plans to reach audiences of policy- makers, decision-makers, program managers, researchers, the media, and other stakeholders, including publication in Council and peer-reviewed publications. Raise funds from a diversity of sources (US Government, other bilaterals, multilaterals, and private foundations) for Population Council activities in Zambia in all three Council program areas. Supervise the financial and administrative management of the Council office in Zambia to comply with local laws, budgetary allocations, donor requirements, and Council policies and procedures. Supervise the development and monitoring of the program plan and budget for Zambia. Provide ongoing budget oversight and management in coordination with program financial managers and the International Support unit. Ensure the integration of program efforts on important and relevant issues by collaborating with program colleagues and other Council staff. Provide guidance, supervision, capacity building, and leadership to Council staff and consultants in Zambia. Oversee recruitment and hiring, and performance management. QUALIFICATIONS: Doctoral degree in social science, medicine, public health, or related field, with relevant training and expertise and at least six years of relevant postdoctoral experience in a progressively senior capacity in successful management and implementation of HIV and AIDS research projects in low-resource settings. Strong technical knowledge of HIV and AIDS prevention research and structural approaches to addressing HIV and AIDS required; epidemiological expertise preferred. Experience in research and programs addressing vulnerabilities of adolescent girls and in sexual and reproductive health arena preferred. A satisfactory combination of experience and educational background will be considered. Proven ability to manage and administer a country-level program on HIV and AIDS; reproductive health; or poverty, gender, and youth. This qualification requires experience in recruiting, monitoring, evaluating, building capacity of, and supervising local staff; managing project resources; fundraising and donor reporting; as well as the ability to work well with all levels of national and international staff within a complex organization. Specific experience with the management of USAID/CDC/PEPFAR programs strongly preferred. Demonstrated ability to design, implement, analyze, publish, and disseminate research in developing countries. JSI is seeking a Program Officer, Latin America in Arlington. The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President's Emergency Plan for AIDS Relief. SCMS strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, we assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. Overall responsibilities: The Program Officer (PO) is a member of the Field Program Support Team at the SCMS Program Management Office (PMO) based in Arlington, Virginia. He/she is primarily responsible for providing operational back-stopping support to assigned field offices. The PO serves as a key liaison between the assigned field offices and the PMO on all operational matters: planning, budgeting, financial management, monitoring and evaluation, technical assistance, knowledge management, reporting, and contract management. The PO supports the Regional Program Manager at the PMO, and the Resident Logistics Advisor in the field offices in implementing the aforementioned functions according to SCMS processes and standard operating procedures. As a member of the business development team, the Program Development Specialist will participate in business development strategy that will include selecting priority countries and positioning HOPE for particular bids. This will also include conducting life cycle analysis of current bilateral and central projects, in collaboration with the field offices and Global Health. 2. Catholic Relief Services (CRS) is the overseas relief and development arm of the United States Conference of Catholic Bishops. It was founded in 1943 and works in over 100 countries globally. CRS was invited to establish a presence by the Nigerian Conference of Catholic Bishops in 2000 and has been one of the strongest PEPFAR partners in the country implementing HIV/AIDS projects since 2004 with an annual budget of approximately $35 million. CRS HIV/AIDS projects include three PEPFAR projects funded through USAID and CDC: Scaling Up the Nigerian Faith-based Response to HIV and AIDS (SUN), Seven Dioceses Community-based Care and Support (7D Project) and AIDSRelief. The 7D and SUN projects are community-based projects that focus on providing care and support to orphans and children made vulnerable by HIV and AIDS and home-based care services to adults living with HIV. The AIDSRelief project supports access to comprehensive antiretroviral treatment in 33 secondary health facilities and 39 primary health care facilities. These projects are implemented by the Catholic Church and local NGOs in 20 states. CRS prioritizes capacity building for local partners as a means of ensuring sustainability of interventions across sectors. CRS has a strong regional team including three Regional Technical Advisors focused on HIV/AIDS and Monitoring and Evaluation who provide technical support to CRS Nigeria programs. Catholic Relief Services is seeking a qualified candidate for Chief of Party-II (COP II) for an upcoming $45million+ USAID funded orphans and vulnerable children's (OVC) umbrella grant project in Nigeria. Recruitment is contingent upon successful award of the project. The COP II interfaces directly with USAID and will manage sub-recipients of the award. Specific Responsibilities: A. Program Quality: Ensure that the program delivers quality core services to orphans and vulnerable children (OVC) and program activities are well coordinated with those of other OVC implementing partners. With key program staff and stakeholders, ensure program's strategic objectives and results are fully accomplished and meet expected technical quality standards. Ensure that the vision and plans for the program are innovative and are in line with CRS agency and country program strategies as well as those of PEPFAR and Government of Nigeria. Oversee periodic technical reviews and implement evidence-based changes in program direction and focus. In collaboration with program staff, provide guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated. Oversee program's monitoring and evaluation system, using data analysis as the basis for measuring performance. Ensure that M&E learning is incorporated into evolving program plans. Ensure timely preparation and submission of high quality narrative reports to donors. Ensure integration of program interventions with other CRS programs or through linkages with other service providers. With program staff, ensure the delivery of quality training, technical assistance and administrative and financial support to all partner agencies, including the selection and coordination of consultants. B. Management and Administration: Manage program budgets, including tracking of financial and material resources. Ensure accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis. Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations. Approve program expenditures, budget adjustments, and cost modification requests to donors. C. Representation and Advocacy: In collaboration with CRS country representative, act as primary program contact to donor and other local and international stakeholders, responsible for addressing all program matters. In collaboration with CRS country representative, strengthen linkages with existing and potential partner agencies. In collaboration with CRS country representative, oversee program communication strategies, including compliance with donor's branding and marketing requirements as well as CRS marketing and communication procedures. D. Human Resource Management: Lead, manage and supervise a team of CRS and consortium staff to meet program objectives. Conduct periodic reviews of staff performance in keeping with CRS' performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork. Manage recruitment portfolio for the program, in collaboration with Human Resources and CRS country program management, to ensure optimum service delivery through recruitment of competent and qualified staff. Significant years of demonstrated health project implementation experience and management of large, complex projects and long-term efforts with extensive knowledge of and successful experience with USAID and other donors interested in development. Demonstrated success as a strong technical manager and strategist and proven leader in building partnerships and in impacting changes across functions, multiple locations, and divisions, both in the US and in the international arena. Demonstrated success in leading and managing teams with diverse backgrounds working in multiple locations and countries to achieve and sustain excellence.
