Description


The Supervising Senior Editor is the editorial leader of NPR’s Foreign Desk supervising the content, integrity and quality of coverage from 17 overseas bureaus and Washington, DC. The SSE is also a key leader in informing and executing the overall strategy for foreign news in conjunction with the News Desk and Digital News. He/she works closely with senior NPR management on important issues, including newsroom convergence and sponsorship/development. The Supervising Senior Editor also administers the Foreign Desk in strict adherence to union contracts and NPR standards.


Essential Duties Include:


A.  Responsible for overall supervision of foreign coverage.
  • Sets the editorial direction of foreign coverage as one of the signature elements of NPR News.
  • Works closely with the Managing Editor, News, and uses applicable resources to institute and maintain safety protocols for field-based staff, and to ensure regular training for staff working in hostile environments.
  •  Supervises the editorial product and the staff that produces it.
  • Works closely with the Managing Editors, News and Digital News, to ensure broadcast and digital news share information and resources in efficient and timely ways.
  •  Maintains close relationships with show Executive Producers and Desk Supervising Senior Editors to ensure coordinated coverage and staffing.
  • Ensures that all material aired meets NPR standards and practices, including standards of fairness, objectivity and balance.
  • Ensures high-quality reportage, writing, consistent style and production excellence in foreign coverage.
  • Works closely with Director, News Operations, and Director, Engineering. Must be diligent in keeping abreast of new technology and products so that NPR can adopt new work practices to improve coverage.
  • Supervises systems for smooth pass-offs from shift to shift around the clock.

B.  Supervises Foreign Desk staff.
  •  Directs chain of responsibility with Deputy Supervising Senior Editor to distribute duties and establish accountability for all phases of the operation.
  • Maintains work schedules for unit members in compliance with union contracts and with back-up contingencies for leave, illness and other absences.
  • Provides verbal and written critiques to staff.
  • Monitors Foreign Desk coverage in a consistent manner.
  • Regularly have critical discussions about foreign coverage with the staff and with the Managing Editor, News.
  • Evaluates Foreign Desk staff performance and ensures each staff member receives an annual performance review.
  • Develops and administers writing and editing tests for potential on-air staff members.
  • Makes hiring and salary recommendations for Foreign Desk staff, and negotiates contracts, in conjunction with Office of the General Counsel, for overseas staff.

C.  Develops and maintains relationships with news sources and other news organizations.
  • Directs editors and correspondents to develop and maintain a list of freelance news and/or contract reporters in areas uncovered by NPR staff and/or as back-up to existing staff.
  • Works with Managing Editor, News, and Director, News Operations, to maintain relationships with counterparts at other news organizations to develop cooperative agreements (e.g. housing/bureaus) on coverage and breaking news events.

D.  Plans and monitors the Foreign Desk annual budgets and spending.


E.  Fills in for staff as needed.


F.  Performs other administrative tasks as assigned.



Qualifications


Education:    Bachelor's degree or equivalent combination of education and experience.
 
Required Skills: 
  • At least 12 years of journalism editorial experience, including working overseas.
  • A minimum of seven years experience in a senior editorial and supervisory position in an international news organization.
  • Strong leadership skills: the ability to set a new course for the Foreign Desk and to guide the staff through it.
  • Demonstrated strong management and supervisory skills, including the ability to coach, empower and listen.
  • Proven ability to work collaboratively with other news leaders, as well as other divisions in the development of new products and new ways to reach the NPR community.
  • A creative mind and a keen understanding of the NPR sensibility and mission of public radio.
  • Willingness to learn new skills and lead the staff in constant learning and innovation.
  • Experience maintaining high journalistic standards under deadline pressure, including standards of objectivity, balance and fairness.
  • Significant skills in planning and scheduling in a union environment.
  • Ability to handle multiple and complex projects simultaneously under stringent timeframes and changing priorities and conditions.
  • Ability and willingness to work varied shifts.
Preferred Skills:
  • Radio experience in editing and production.

Position Description
The Business Development / Proposal Manager will work with an integrated, global team (US, The Netherlands and Regional Program Offices) to secure program funding from a variety of sources, with a special emphasis on USAID. Further, the position will play an active role in guiding the future growth and direction of SNV-USA’s Business Development (BD) Team.
The position will report to SNV-USA’s Director. S/he will manage the proposal development process from inception through successful submission, and be an active participant of SNV-USA’s Business Development (BD) Team as it builds strategic partnerships that promote SNV’s visibility and mission.
Key Responsibilities
Gain in-depth understanding of SNV- Netherlands Development Organization: its mission and policies, culture, values, history, key stakeholders, programs, finances, and how sources of funding can be integrated to generate revenue and increase visibility;
Develop a solid understanding of SNV’s approach in agriculture, renewable energy, and WASH sectors;
Research and identify viable, SNV program relevant USAID funding opportunities and other proposal-related correspondence in order to secure formal proposal submission invitations;
Work closely with SNV-USA’s Director and the BD Team to nurture and develop existing and new relationships with prospective partner organizations with special emphasis on USAID government contracting entities;
Oversee proposal development process for large, complex bids by working closely with program and operations staff and with external partner organizations. This includes partner negotiation, pre-proposal and proposal planning, and facilitation of meetings in collaboration with a proposal development team as appropriate;
Track USG and USAID contracting and procurement developments to understand trends  as well as specific initiatives in agriculture, renewable energy and WASH, and understand their implications for SNV;
Stay abreast of US public policy and foreign assistance trends, ensuring that the BD Team is informed of changes and developments that might impact the organization; and,
Attend USG and USAID meetings to monitor strategic and programmatic developments and maintain communications with USG staff as appropriate;
Represent SNV-USA in meetings with partner organizations during technical/sector discussions, bid development and negotiations;
Identify, coordinate, and ensure the timely completion of all activities needed for successful proposal generation and maintain the proposal tracking system;
Assist in the preparation of program budgets and forecasts related to all proposal and grant activities, including assessments of projected goal achievement;
Draft sections of technical proposals such as the management plan, capability and staffing sections and other areas as appropriate; contribute to the technical approach sections of proposals as required;
Write, synthesize and edit proposals and oversee the submission of the completed packages, including all necessary attachments, and other favorable deliverables;
Provide regular briefings to SNV staff regarding development opportunities and bid status, keeping them fully aware of all opportunities and proposals;
Provide guidance and training as necessary to BD Team staff in proposal research, development, strategies and processes.



Qualifications


A minimum of 5 years grant and proposal writing experience with at least 3-4 years’ experience in proposal development for USG agencies, especially USAID;
Strong familiarity with US Government procurement and contracting policies;
Demonstrated track record of leading the cultivation, solicitation and stewardship of various types of donors including foundation, government, and bilateral/multilateral institutions;
Experience in developing program budgets with field, program and technical personnel;
Experience managing donor-funded projects in agriculture, renewable energy, or WASH; expertise in at least one of SNV’s focus sectors is preferred;
Experience living and working in a developing country in a project management, business development or fundraising capacity, preferably on issues related to agriculture, renewable energy or WASH;
Exceptional editing/proof-reading skills to ensure production of documents that are clear, concise, responsive, and grammatically correct;
High level of proficiency with Microsoft Office. Knowledge of Sharepoint, Salesforce and presentation graphics, a plus;
Bachelor’s degree in related field. Master’s preferred;
Available for occasional international travel;
Foreign language skills in French and/or Spanish a plus.

Project Description:
Since September 2003, IFES has assisted, advised, and supported Iraq’s electoral and legislative authorities in the preparation, organization, and administration of elections and referenda. With the Elections Support Project, IFES will continue to provide assistance to the Independent High Electoral Commission (IHEC) through strengthening its strategic planning monitoring and evaluation capacity, as well as its internal management processes and systems, and through improving IHEC’s capacity to manage external affairs with key electoral stakeholders.

Job Responsibilities:
• Serve as IFES’ senior election technical advisor to the IHEC.
• Oversee the design, implementation, evaluation, and day-to-day management of the Iraq project(s).
• Responsible for Iraq project(s) fiscal management.
• Establish and maintain working relationships with the IHEC, the UN, international NGOs, the donor community and various technical advisors to the IHEC to ensure successful implementation of the project and avoid duplication of efforts.
• Establish strong working relationships with the field staff to facilitate the completion of program tasks in a timely manner and within the allocated budget.
• Provide general supervision of local and international field staff, including performance appraisals, staff development and other management issues.
• In coordination with IFES/HQ and the Deputy Chief of Party, assist in the identification, recruitment, and hiring of local and international technical consultants.
• Provide oversight and management of technical consultants.
• Supervise the drafting and timely submission of detailed quarterly reports to HQ, donors, and other stakeholders and ensure that they meet USAID and IFES reporting requirements.
• Contribute to reports submitted to IFES HQ, providing updates on program activities, progress, and challenges; outreach activities; relevant events in Iraq; support required from IFES/HQ; and activities planned for the coming period.
• Assist in program development for IFES in Iraq by identifying additional technical needs in Iraq, contributing to the development of project proposals and reaching out to the international donor community in an effort to diversify IFES funding sources.
• Manage IFES’ security plan in coordination with the security and life-support contractor; oversee the day-to-day implementation of the security and life-support subcontract in the field.

Qualifications


• M.A. in international politics, development, or related field;
• Minimum of 10 years experience with election administration and international program management;
• Proven track record with democracy and governance programming in developing countries;
• Senior experience in election planning and operations in a conflict-based environment;

Center Background: Founded in 1992 and headquartered in New York City, Center for Reproductive Rights is a non-profit organization that promotes women’s equality worldwide by securing reproductive rights in constitutional and international human rights law.  The Center uses the law to advance reproductive freedom as a fundamental human right that all governments are legally obligated to protect, respect, and fulfill.  The Center is unparalleled as a reproductive rights advocacy organization and in its expertise on U.S. constitutional law, comparative law, and international human rights law.
The Center works across the globe on issues including access to life-saving obstetrics care, contraception, abortion services, and comprehensive sexuality information, as well as the prevention of forced sterilization and FGM.  It has brought groundbreaking cases before national courts, U.N. committees, and regional human rights bodies, and has built the legal capacity of women's rights advocates in over 45 countries. In recent years, the Center has aggressively expanded its international program and built on its established reputation as first-rate litigators to take the human rights framework into its work in the U.S.  In 2008, the Center established the Law School Initiative to promote legal scholarship and teaching on reproductive health and human rights, an emerging body of transnational law, to shape the thinking of the next generation of lawyers, judges, and policymakers.
The Center is led by President Nancy Northup, who joined the Center in 2003 with a rich mix of experience as a constitutional litigator, federal prosecutor, and women’s rights advocate.  Under Ms. Northup’s leadership, the Center expanded its international work, including the launch of an international litigation campaign that has included the first abortion case decided by the U.N. Human Rights Committee and the first case to frame preventable maternal deaths as a human rights violation.
The Center is governed by a 21-person board of directors and employs a diverse staff of 70 professionals from Chile, Colombia, Croatia, Korea, Mexico, Nepal, Nigeria, the Philippines, Slovakia, and the U.S. In addition to a headquarters in New York City, the Center has offices in Washington D.C., Nairobi, Bogotá and in 2011 will open an office in Asia. Responsibilities: The Center is seeking a talented, creative and strategic Regional Manager for Asia to oversee and develop the work of its new Regional Office in Asia.  The Regional Manager for Asia will work under the supervision of the Regional Director for Asia who is based in the New York Office and help establish and eventually manage the Regional Office in all areas of program work as defined in the Center’s strategic plan.  This position will be based overseas.
The Regional Office will be established in Kathmandu, Nepal.  It will operate in focus countries identified by the Center and will engage in advocacy with regional human rights bodies, regional NGOs and UN Treaty Monitoring Bodies.  Travel to New York will be required once a year and in the region as needed for research, advocacy and participation in meetings.  The initial orientation will be based in New York.
Specific responsibilities include, but are not limited to the following:
Program responsibilities
Litigation and Advocacy:
  • Identify opportunities for litigation in collaboration with partner organizations. 
  • Develop the factual record and pleadings, research and write legal memoranda, amicus curiae, and case briefs on comparative and international human rights law.
  • Participate in the design and implementation of advocacy strategies to support litigation.
Technical Assistance for Law Reform and Capacity Building:
  • Identify opportunities for contributing to law reform initiatives and draft bills that relate to strategic priorities.
  • Develop capacity-building strategies to promote the use of reproductive rights litigation and advocacy in the region.
Research and Advocacy:
  • Conduct general legal and policy research on reproductive rights in the region and identify and analyze key trends, including opposition to abortion rights.
  • Monitor compliance with international obligations relating to reproductive rights and jurisprudential developments. 
  • Participate in fact-finding missions to document and expose human rights violations.
  • Contribute to formal submissions for UN human rights bodies and draft submissions for national and regional human rights bodies.
  • Contribute to the development of advocacy material and other Center publications.
Management responsibilities
Office Management, Staff supervision and inter-office liaising:
  • Manage and oversee all aspects of opening the office.
  • Oversee all financial management, coordinating with headquarters for the regional office
  • Manage all consultant relationships including but not limited to legal support, payroll and visa processing.
  • Recruit, train and supervise an Office Manager.
  • Recruit, supervise and mentor interns to support the program.
  • Regularly liaise with concerned staff at the New York Office.
External relations and fundraising:
  • Develop and maintain relationships with local and regional NGOs. 
  • Identify potential donors and actively engage in fundraising for the Regional Program.
  • Liaise with international funders based in-country and represent the Center in various networks and coalitions
  • Cultivate  pro bono partnerships and develop projects with law firms, law associations, and law schools in the region to leverage our work.
  • Represent the Center externally on matters related to reproductive rights in the region through public speaking and interaction with the media.



Qualifications


The ideal candidate will be a creative and strategic thinker and have good judgment and excellent analytical capabilities; strong writing skills; the ability to work quickly and effectively under pressure; the capacity to take initiative, prioritize, and pay close attention to detail while juggling multiple tasks; strong communications skills; the ability to supervise, train and mentor junior staff; the ability to work effectively as part of a team and in partnership with peer organizations; and be pro-active and ready to take leadership when needed.
Applicants must haveA law degree and at least five years of experience working internationally and/or nationally to develop and promote human rights strategies in the area of women’s rights; substantial knowledge of international law and mechanisms; experience in litigation, advocacy, program management, strategic planning and staff supervision; developing and managing program staff and operations in an international office environment and excellent research, writing, and public speaking skills in English. A minimum commitment of two years is required.
