DAI seeks a Chief of Party (COP) for an anticipated five-year, USAID-funded Human and Institutional Capacity Development (HICD) program in Rwanda, which intends to strengthen institutional and human capacity in targeted government institutions and civil society organizations.  The program will increase performance of government institutions and civil society organizations in a sustainable manner which improves Rwanda’s overall development outcomes.  The program is expected to begin in the first part of 2012.
Responsibilities:
The COP will be responsible for overall project management, including field team mobilization and leadership; development and implementation of work plans, operational budgets and performance monitoring plans; coordination with the USAID mission, government officials, other donors and partner organizations, and ensuring achievement of project results and objectives. The COP will supervise key project staff and ensure compliance with DAI policies and USAID rules and regulations. The position will be based in Kigali.



Qualifications


  • At least five (5) years experience as Chief of Party or Team Leader for HICD or capacity development programs.  At least fifteen (15) years of HICD, integrated capacity development programming and/or training experience is essential. 
  • Graduate degree in development-related field.
  • Previous experience in managing complex, donor-funded programs with multiple counterparts in developing countries, particularly in post conflict environments.
  • Proven track record of providing technical assistance to government officials at the national level.  Demonstrated experience working with senior host-country counterparts.
  • HICD, ISPI (International Society for Performance Improvement) or Performance Technologist Certification is required.
  • Excellent analytical skills.
  • Prior experience in Africa, particularly Francophone, is preferred but not required.
  • Excellent written and oral English communication skills.  Fluency in French is preferred.
