Le Centre International pour la Justice Transitionnelle (ICTJ), est une organisation internationale à but non lucratif spécialisée dans le domaine de la justice transitionnelle. ICTJ travaille dans le but d’aider les communautés (sociétés) en transition á faire face au lourd héritage de violations massives des droits de l’homme  et restaurer la confiance des citoyens dans les institutions de l’Etat en tant que protecteur des droits de l’ homme.
ICTJ recrute un consultant pour une durée de trois mois, à raison de trois jours de travail par semaine, au poste de coordonnateur de son site web en français.
Le coordonnateur sera en charge de la maintenance et de la mise à jour du site web et sera basé au bureau ICTJ de Kinshasa, en République démocratique du Congo.

RESPONSABILITÉS
  1. Sous la direction du chef de mission, programme RDC et stratège en ligne, coordonner le contenu du site français de l'ICTJ. Il s'agira notamment de:
  1. Développer et  maintenir un calendrier pour le contenu du nouveau site.
  2. Fournir, écrire, éditer et mettre le nouveau contenu en ligne - y compris les caractéristiques, événements et tout autre matériel non-statique.
  3. Planification et Edition de mise à jour des pages statiques.
  4. Création et gestion d'un « news feed » automatisés.
 
  1. Gérer la production de ressources numériques françaises avec les fournisseurs externes, vérifier la qualité du contenu et  travailler en collaboration avec des traducteurs et des éditeurs en cas de besoin.
  2. Surveiller et faire rapport sur les web analytiques français et faire la mise en place des rapports automatisés.
  3. Développer et renforcer les liens avec la communauté en ligne des droits de l’homme  dans les régions francophones. Cela peut inclure:
  1. Développer des stratégies pour les sites et medias sociaux français, notamment Facebook, Twitter,YouTube et Flickr.
  2. Développer et renforcer des articles liés á la justice transitionnelle sur Wikipedia.
  3. Développer l'utilisation d’autre plateforme quand l’opportunité se présente.
     
  1. Aider des projets spéciaux tels que les initiatives multimédia, campagnes, formations et autres activités.
     
  2. Effectuer d'autres tâches selon les besoins et tels que demandés.

 



Qualifications


QUALIFICATIONS
Education: Minimum - Graduat en Communications, journalisme, relations internationales, politiques publiques, ou autre domaine pertinent.
Expérience: Minimum de 1-2 ans d'expérience professionnelle en communication, de préférence en  droits humains, droit international, ou un domaine connexe.
Compétences connexes et connaissances:
1. Doit avoir comme langue maternelle le français, et avoir d'excellentes compétences orales et écrites  en français et en anglais.
2. Doit avoir une bonne compréhension du contenu en ligne, de la  communication et du plaidoyer numérique(en ligne).
3. Exprimer un intérêt prononcé en rapport avec les affaires internationales, en particulier en matière de droits humains.
4. Doit avoir des techniques de  recherche solide et des compétences analytiques ainsi que la capacité à résoudre des problèmes et exercer un bon jugement.
5. Expérience avérée de la gestion de projet et le  respecter des délais stricts.
6. Doit avoir de solides compétences interpersonnelles et être capable de travailler efficacement sous pression.
7. Compétent en informatique, savoir utiliser les ordinateurs, y compris les applications MS Office. Connaissance dans la conception de logiciels Drupal et HTML.

The International Center for Transitional Justice (ICTJ) is an international non-profit organization specializing in the field of transitional justice. ICTJ works to help societies in transition address legacies of massive human rights violations and build civic trust in state institutions as protectors of human rights.
 ICTJ seeks a Part Time French Website Coordinator to maintain ICTJ’s French website and to ensure that the site remains current and relevant. This is a three month consulting position for three days a week, and will be based at ICTJ’s office in Kinshasa, The Democratic Republic of Congo.

RESPONSIBILITIES:
  1. Under the direction of the Head of Office, DRC Program and Online Strategist, coordinate content on ICTJ’S French website. This will include:
A. Developing and maintaining a calendar for new site content.
B. Sourcing, writing, editing and posting new content – including features, events and other non-static material.
C. Scheduling and editing static page updates.
D. Creating and managing an automated news feed.
  1. Manage production of French digital resources with external vendors, checking quality and working with translators and editors when required.
  2. Monitor and report on French web analytics and set up automated reports.
  3. Develop and strengthen linkages with online human rights community in French-speaking regions. This may include:
A. Developing strategies for French social media channels, include Facebook, Twitter,YouTube and Flickr.
B.Expanding and reinforcing transitional justice related articles on Wikipedia.
C. Other platform utilization as opportunities arises.
  1. Assist on special projects such as multimedia initiatives, campaigns, trainings and other activities.
  2. Perform other duties as necessary and as requested. 



Qualifications


QUALIFICATIONS:      
Education: Minimum of a Bachelor’s Degree in Communications, Journalism, International Relations, Public Policy, or other relevant field preferred.
Experience: Minimum of 1-2 years relevant professional communications work experience, preferably in human rights, international law, or a related field.
Related Skills or Knowledge: 
  1. Must be a native French speaker, and have excellent oral and written communication skills in French and English.
  2. Must have an understanding of online content, communications and digital advocacy.
  3. Strong interest in international affairs, particularly in human rights.
  4. Must have strong research and analytical skills as well as the ability to solve problems and exercise good judgment.
  5. Proven track record of project management and adherence to strict deadlines.
  6. Must have strong interpersonal skills and be able to work effectively under pressure.
  7. Proficient with the use of computers, including MS Office Applications, knowledge of design software Drupal and HTML.

The International Center for Transitional Justice (ICTJ) is an international non-profit organization specializing in the field of transitional justice. PRIMARY FUNCTION/PURPOSE:
Provide technical expertise and policy advice on investigation and prosecution of international crimes in a range of countries, manage a team of technical experts and in-country staff who work in this area, and guide ICTJ’s approach to and development of criminal justice work as part of a senior leadership team. . Main programs include domestic prosecutions in Argentina, Afghanistan, Bangladesh, Colombia, the DRC, Egypt, Haiti, Kenya, Libya, Tunisia and Uganda. Interlocutors include legal actors on the national and international levels, governments, ICC officials, the media, other NGOs, victim organizations, and the United Nations.

RESPONSIBILITIES:  
PROGRAM
  1. Present a conceptualization of programs that seek to strengthen domestic justice systems by providing comparative knowledge, analysis, policy advice, technical assistance, interventions, training courses, and capacity building to relevant civil society groups and partners.
  2. Provide advice on:
    1. applicable international standards for hybrid and domestic justice institutions
    2. approaches to ensure that investigations and prosecutions are sensitive to the rights of victims.
    3. the relationship between criminal justice and other transitional justice approaches such as truth-seeking, reparations and institutional reforms.
  3. Provide clear technical assistance and expertise to improve local capacity to effectively carry out investigations and prosecutions. Work directly in the field with investigators, prosecutors and other legal officials.
  4. Assist with addressing the practical and technical challenges of national prosecutions in post repression and post-conflict settings.
  5. Conceive, coordinate and supervise comparative research and analysis on domestic or international criminal justice mechanisms by other members of the Criminal Justice team.
  6. Create opportunities with in-country programs to strengthen domestic justice systems in prosecution of international crimes, in close liaison with in-country teams.
  7. Regularly produce manuals, reports, briefing papers, website updates, advocacy documents, assessments of domestic justice systems or specific trials, and other outputs, that would report and make available information on the state of criminal justice and prosecution to a much broader domestic and international audience.
  8. File amicus curiae or pursue strategic litigation opportunities.

OUTREACH
  1. Provide commentary on legislation, rules of procedure, and other statutory frameworks.
  2. Conduct media work on main criminal justice themes, including interviews and op-eds.
  3. Develop and sustain partnerships, and effective communication for fundraising with local civil society, government institutions, peer international NGOs with strategic aims similar to ICTJ’s, donor countries and foundations; and international partners (UN, AU, ICC,EU, foreign states with representation in the country, etc.) with a view of strengthening local and international advocacy on criminal justice.
  4. Work and liaise with international and domestic justice professionals.
  5. Participate in internal staff meetings, country meetings and other unit activities.

MANAGEMENT
  1. Manage the assessment, development and implementation of a comprehensive and integrated Criminal Justice program, as per ICTJ’s current strategic plan and other projects that emerge through our ongoing engagement in various countries.
  2. Create a strategic and operational work plan each fiscal year for the Criminal Justice program; conduct regular planning and monitoring exercises to ensure their effective implementation.
  3. Oversee administrative aspects of the Criminal Justice program, including budget management, financial reporting, donor relations and supervise all staff and consultants.
  4. Other duties as assigned.






 



Qualifications


POSITION REQUIREMENTS:
Education:  A degree in law is required. A post-graduate degree in law is highly desirable.
Experience: Ten years or more of relevant experience in national and international prosecutions. Experience in international law, including substantial experience with an international court or tribunal highly desirable. A good knowledge of transitional justice and international human rights law is highly desirable.
Related Skills or Knowledge:  A clear understanding of the practical and technical challenges of national prosecutions in post repression and post-conflict settings; experience managing relevant projects. Ability to understand political and technical barriers to domestic investigations and provide effective investigation techniques. Considerable experience working in the field in relevant circumstances either as part of a court set-up (investigator, prosecutor, other legal official); or otherwise providing technical assistance in a related circumstance highly desirable. Ability to liaise effectively with civil society and victim organizations. Must be familiar with relevant legal issues, public policy and international affairs and have a demonstrated commitment to the field. Desirable but not essential, experience in an international or internationalized tribunal. Project and program management experience is required, along with strong analytical and research skills. Willingness to engage in substantial international travel. Excellent oral and written communication skills in English are required, including public speaking experience. Knowledge of other relevant languages is highly desirable. Proficient with the use of computers, including MS Office Applications.
