The International Center for Transitional Justice (ICTJ) is an international non-profit organization specializing in the field of transitional justice. ICTJ works to help societies in transition address legacies of massive human rights violations and build civic trust in state institutions as protectors of human rights.
 
PRIMARY FUNCTION/PURPOSE:
The ICTJ seeks a Brussels-based EU Affairs Manager for a six month maternity leave replacement. The EU Affairs Manager will handle fundraising, grants management, and advocacy with the EU, and assist with other selected European organizations and governments. The EU Affairs Manager will report directly to the Director of Development.

RESPONSIBILITIES:  
  1. Interact with EU institutions to ensure that transitional justice goals are included in relevant EU policies and actions.
  2. Identify opportunities for the financial support of the European Commission and other selected European institutions and governments, and advocate for the ICTJ to receive such support as feasible.
  3. Support colleagues in writing proposals with budgets and reports for the EU and other donors, as needed.
  4. Work with program staff based throughout the world to gather or edit the substantive information in proposals and reports.
  5. Coordinate implementation of EU-funded projects in accordance with pertinent procedures.
  6. Ensure efficient communication internally and externally related to such projects.
  7. Oversee efficient EU grant administration.
  8. Actively participate in relevant EU-focused NGO partnerships and networks (EPLO, HRDN, etc.).
  9. Work with other ICTJ staff on cultivation events and other activities as needed.
  10. Participate in the overall production of ICTJ proposals and reports and the undertaking of other tasks as needed. 



Qualifications


Education:  Bachelor’s degree required; post-graduate degree is highly desirable.
Experience: At least 3 years of relevant work experience at a professional level. Experience in EU affairs and EU programming and funding, particularly of the European Instrument on Democracy and Human Rights.
Related Skills or Knowledge: 
  1. Experience raising funds for human rights and/or international programs preferred.
  2. Ability to work effectively with internal and external constituencies, including individuals of influence and affluence.
  3. Excellent written and oral communications skills in English and French required, one of which should be to mother-tongue standard. Must be able to explain complex issues and be able to communicate effectively with people from other cultures.
  4. Experience with proposal writing and budget planning is a necessity.
  5. Experience in grants administration, especially EU grants.
  6. Close attention to detail and ability to meet deadlines.
  7. Ability to prioritize work and manage multiple tasks.
  8. Proficient with the use of computers, including MS Office Applications, and donor databases is highly desirable.
  9. Willingness to travel occasionally.

dTS is a strategic management consulting firm leading initiatives in social and economic development with a view to promoting equality and accountability. Since 2002, we have provided our services in 60 countries around the world for the United States Agency for International Development (USAID), the Department of State, the Millennium Challenge Corporation, the United States Trade and Development Agency, and the World Bank.
dTS is currently seeking a Senior Finance and Administration Manager (Sr. F&A Mgr) to support the USAID-funded Global Health Technical Assistance (GH Tech) project, based in Washington, DC.
Project Scope of Work:
The GH Tech provides USAID with flexible, independent technical and managerial support for the design, monitoring and evaluation of health, population and HIV/AIDS activities. Contract activities support USAID’s health programs through technical assistance and program support through recruitment and management of consultants who provide short- and long-term services in developing countries or at USAID in Washington, D.C.
Responsibilties:
The GH Tech Project Financial Manager will assist the Sr. F&A Mgr to review invoices and travel expense reports.  S/he will also perform the first level accounting oversight functions at project level to ensure accuracy and compliance with USAID regulations for all expenses from vendors, consultants and for travel that will be charged to USAID before they go to the project accounts, and will communicate with consultants and vendors for any expense adjustments. S/he will assist with review of costs for Technical Directive cost estimates/budgets, Purchase Order Agreements, consulting agreements and travel advance requests working closely with the Program Managers and others, with final input and sign-off by the Sr. F&A Manager and/or Project Director/Deputy Directors. S/he will assist with review of GH Tech Project billing for compliance with USAID regulations.
As a member of the GH Tech finance team, s/he will participate in project discussions and planning as appropriate, and will also assist with other financial, contractual and administrative support functions of the unit, including the following:
·         Reviews invoices and travel expense reports for compliance with consulting agreements and maintains details of reports in Excel Worksheet Tracking Register and enters direct labor hours into the LOE tracking system.  
·         Assists the Sr. F&A Manager in ensuring compliance with Project Regulations, Generally Accepted Accounting Practices, FAR/USAIDAR
·         Assists the Sr. F&A Mgr in liaison to project vendors and for logistics.
·         If requested, works closely with the Sr. F&A Mgr and Project Director in preparation and analysis of reports and responses to USAID inquiries for information on financial and other non-technical aspects of the project.
·         Works closely with the Sr. F&A Mgr or Project Director in preparation of Task Order/Technical Directive cost estimates, modifications and/or amendments to be submitted to USAID/W Office of Procurement or Missions.
·         Assists in preparing requests for travel advances to be submitted to the accounting department(s) to process for consultant travel needs.
·         Assists the Program Managers with preparation of consultant agreements and modifications as required.  
·         Works with Sr. F&A Mgr and PMs as liaison to GH Tech partners in the preparation of purchase order agreement and modifications, consultant agreements and modifications, requests for travel advances, etc. for consultant logistics and travel needs, and follow up payment schedule with dTS and GH Tech partners to ensure that vendors and consultants are paid within the agreed timeframe.
·         Assists Sr. F&A Mgr., if requested, in real time tracking of all funds obligated and all funds expended or accrued for TAGs (USAID fund sources), TDs and TOs. Prepares Task Order/Technical Directive cost estimates/budgets in coordination with program staff. 
·         Provides instruction/guidance to consultants or vendors in filling out financial forms as needed.  
·         Keeps the Sr. F&A Mgr. apprised of any issues of policy and/or procedure that need to be examined or changed as the flow of work in the project increases.  This will help ensure efficient and smooth compliance with all regulations.
·         Performs other related duties assigned by the Sr. F&A Mgr.
·         Scanning, filing, basic office organizational tasks.



Qualifications



·         Three years experience in accounting/finance is required; one year experience of USAID project compliance and financial management preferred;
·         Bachelor Degree in Accounting/Finance or work equivalent, required;  Masters Degree, preferred;
·         Understands how and can demonstrate the ability, to reconcile various independently maintained sub-ledgers to summarized reports.  
·         Knowledge or Experience working with Foreign Currency Transactions and the ability to analyze Invoices and/or Taxes/VAT and other expenses.
·         Demonstrated ability to perform first line accounting oversight at the project level for compliance with Federal Acquisition Regulations;
·         Well-organized, attentive to detail, and able to handle multiple tasks simultaneously; and
·         Works well independently and in teams; pro-active in anticipating work requirements and problem solving.

JOB TITLE:                    SENIOR PROGRAM OFFICER – Middle East and North Africa 
CLASSIFICATION:          PROFESSIONAL IV

This position is based in Washington, DC

The following experience/skills are required:

  • Excellent writing and communications skills in English;
  • Fluency in Arabic;
  • Knowledge of trade union organizations in the Middle East and North Africa, history of the region, and current knowledge of social, political and economic landscape;
  • Demonstrated ability to design programs, write proposals, create budgets, and obtain funding;
  • Demonstrated ability to implement organizational policies, support field operations and ensure compliance with financial management procedures;
  • Detailed knowledge of donor regulations and procedures related to the funding and management of grants; and,
  • Ability to manage multiple projects at the same time and to assist the MENA team during RPD travel or absence.

The following experience/skills are highly desirable:

  • Proficiency in French;
  • Detailed knowledge of and experience working with partner organizations in the region;

Summary of Position: This is the most senior bargaining unit program position.  The Senior Program Officer is responsible for day-to-day support and counsel to field offices and programs.  S/he is thoroughly conversant with all aspects of regional program activities and current events relevant to the on-going political, economic, social and trade union developments in the region.  S/he is the main contact between the Washington office and the field.   S/he has working knowledge of and experience in USG regulations and procedures related to the funding and management of grants.

The Senior Program Officer writes persuasive proposals, describes complex activities and develops budgets for those activities.  S/he participates in the development and implementation of trade union development programs.  S/he produces well-written program reports and evaluations.  S/he monitors programs to meet budget targets and programmatic results.  S/he prepares and exchanges information and coordinates activities with other sections of the Center, as required.  S/he provides advice and guidance to Field Representatives for the development and implementation of programs, the drafting and submission of concept papers and project proposals to donor organizations, and the effective management of field offices and programs.  S/he draws on his/her experience to initiate program proposals and seek funding.
The Senior Program Officer assists and advises the Coordinator on details of programs in assigned country(ies) of responsibility.   S/he works closely with AFL-CIO affiliates to coordinate their participation in the development and implementation of Solidarity Center programs, at the request of the Coordinator and within approved communications guidelines.  S/he assists with and, when necessary, provides logistical support for international visitors and participants in Washington-based programs conducted by the Solidarity Center, AFL-CIO, affiliates, GUFs and/or other related organizations.  S/he represents the Center at various meetings and conferences in the U.S. and abroad.  S/he coordinates with Washington-based NGOs, and U.S. Government agencies. S/he has the experience and presence necessary to represent accurately and effectively in public fora and in private meetings with donor organizations, partner organizations, and national and international public and private organizations, the policies and programs of the Center and the AFL-CIO.  S/he travels to the region and is able to fill in for Field Representatives on a temporary or indefinite basis.

The Senior Program Officer directs the work of other staff in the program/regional office, and assumes the responsibilities of the Coordinator in his/her absence, with the exception of hiring, firing, promotion or discipline.



Qualifications


Basic Qualifications: A Senior Program Officer must have the ability to work independently and without supervision and must have extensive knowledge of international relations and trade union and socio-economic and political developments in the U.S. and abroad.  Previous trade union experience, and/or experience in the Center as a Program Officer III are required.  S/he must be capable of managing multiple assignments simultaneously and of making substantive decisions that have major effects on costs and completion of projects.  S/he must have, at a minimum, a bachelor’s degree in political science, international relations, labor relations or related fields and/or ten years equivalent work experience.  Good communications and writing skills are a must.  Computer literacy for word processing and simple spreadsheets is required.  S/he must have the ability to work and interact easily with a wide variety of people.  Persons considered for this position must agree to accept temporary or indefinite assignments as a field representative, based on the needs of the Center.  Fluency in a foreign language is a plus and may be a requirement for some Program Officer positions.

Specific Duties:

  • Provide specified field offices with programmatic financial and administrative support;

  • Write/edit proposals, reports, letters, and other correspondence;

  • Conduct issue research for use by Center headquarters and field offices;

  • Assist field offices to arrange study tours in the U.S. for visitors from the region, and conduct meetings with a wide variety of visitors from the region involved in efforts to promote labor rights and standards and democracy;

  • Coordinate activities with the Center’s other program and functional offices;

  • Assist, as required, in the work of the Center’s other program and functional offices;

  • Develop coalition-building contacts with U.S. labor, government and non-governmental organizations in the Washington area;

  • Provide guidance to field offices on AFL-CIO and Center policies and priorities and serve as a liaison between the Center and AFL-CIO affiliates, GUFs, ITUC, its regional organizations and the ILO;

  • Assist and advise field offices in program development and proposal writing;

  • Recruit outside program consultants and other technical staff in accordance with field needs;

  • Provide technical assistance and support to conduct program evaluations of field projects and recruiting evaluators;

  • Share information on country conditions and labor issues as requested by Washington-based U.S. government offices and Congress;

  • Travel on a TDY basis to conduct and/or oversee program development and/or implementation in countries without a Center field office;

Position:         Regional Director for Iraq and Other Middle East Programs 
Location:        Beirut, Lebanon

The Financial Services Volunteer Corps (FSVC – www.fsvc.org ) is a not-for-profit, private-public partnership whose mission is to help build sound banking and financial systems in transitioning and developing countries.  A key premise of FSVC’s work is that sound financial infrastructure, together with the rule of law, is necessary to create jobs, mobilize domestic savings, attract foreign investment, deepen international trade linkages, and create conditions that promote lasting economic opportunity.

FSVC’s core work concentrates on developing central bank capabilities, strengthening commercial banking systems, and building capital markets.  To achieve this mission, FSVC structures practical, results-oriented technical assistance missions staffed by financial sector practitioners who serve as unpaid volunteers.  By recruiting currently employed professionals at the peak of their careers to serve as volunteers, FSVC is able to provide technical assistance that is objective, independent, and state-of-the-art.  FSVC is headquartered in New York currently has field offices in Albania, Egypt, Lebanon, Malawi, Tunisia, Kenya and Russia.

FSVC has had an active program of technical assistance with the Central Bank of Iraq (CBI) since June 2008.  To date FSVC has run 40+ projects that have involved a large number of staff at the CBI.  Projects have ranged from high-level monetary policy discussions to trainings for staff on issues related to the building of banking supervision capacity and human resources development.  Projects have taken place in Baghdad as well as off-site locations including Beirut, Amman, Istanbul and New York.

Reporting to the President and CEO, the Regional Director will:

  • Manage all aspects of assigned program implementation from project design through execution and post-project follow-up, in the areas of central banking and bank supervision for FSVC’s program of technical assistance to the Central Bank of Iraq.
  • Supervise FSVC’s Beirut office, including the Program Officer stationed there, and identify opportunities to develop FSVC’s presence in the burgeoning entrepreneurship sector in Lebanon, Turkey, Jordan and other countries in the region.
  • Already have a developed network of contacts in the finance and development sectors in Lebanon and the broader Middle East.
  • Be able to travel to Iraq on a monthly basis (and other locations throughout the region) for project implementation, building relationships with the CBI and other key counterparts.
  • Complete required program reporting, e.g., quarterly reports to donors, monthly office ledgers, etc.
  • Liaise closely with FSVC staff to support program development and project management.
  • Contribute to proposal writing and other business development activities as needed in the above-mentioned areas, as well as in the areas of commercial banking and capital markets. 
  • Qualifications and performance may lead to broader leadership role in region.




 



Qualifications


Preferred Qualifications
  • Master’s degree in finance/economics or international relations (preferably with a strong emphasis on finance/economics).
  • Eight + years of experience in finance, bank supervision, or international development work (again the development component should have an emphasis on finance or economics)
  • A clear understanding of current central banking and regulatory environments.
  • Fluency in English, and familiarity with Arabic would be a plus.
  • Ability to write clearly and concisely in English.
