IBTCI (International Business & Technical Consultants, Inc.) is seeking a Somali-speaking Deputy Chief of Party (DCoP) of our five-year USAID Monitoring & Evaluation Program for Somalia (MEPS). This position is based in Nairobi; however, intermittent travel to Somalia (primarily to Hargeisa) is required. The DCoP's primary responsibilities involve the direct supervision of all Finance, Administration, Security and Human Resources related issues.
Our project has three major goals:
1.) To provide USAID/Somalia with field-based information as to the status and progress of activities being undertaken by USAID's implementing partners (IPs); 2.) To develop and maintain an electronic clearinghouse that collects quantitative and qualitative information from USAID's IPs and other sources and makes it possible for USAID staff to develop standard and custom reports in a "user-friendly" way that will help them manage and plan activities more effectively; and 3.) To conduct evaluations, assessments, etc.
Deputy Chief of Party Responsibilities:
The DCoP will be responsible for all MEPS operations including, among other responsibilities, the project's finances and administration, human resources, logistics, procurement, property management and security. This entails the ability to manage the project's finances and operations in compliance with USAID regulations, including the tracking and projecting expenses, semi-monthly analyses of cash needs, payment of expenses (including payroll), bank relations, and overall compliance with all IBTCI and USAID requirements.  The DCoP will also be in charge of ensuring the smooth deployment of field-based MEPS activities, including the oversight of all security-related issues.
Responsibilities will also include the management of an ongoing contract-based work-relationship (budget negotiations, tracking and payment of deliverables, etc.) with Third Party Monitors (organizations contracted to carry out the monitoring and verification of USAID's activities in different parts of Somalia).
Reporting to the DCoP are the Finance and Administration Manager and the Project Assistant plus the driver and cleaner.



Qualifications


  • Minimum of five years of experience working in a management position on donor-funded projects (USAID-assisted strongly preferred) in a role related to finance and administration.
  • Experience in management and implementation of a project in Somalia or other security-challenged environments.
  • Strong "hands-on" knowledge of USAID policies, procedures, and regulations, particularly those related to the finance and administration of projects.  Knowledge of USAID contracts also highly desirable.
  • Familiarity with personnel management practices
  • Familiarity with grants management
  • Fluency in written and spoken Somali and English.
  • Availability within 30 days.
 Highly desirable:
  • Local knowledge of security-related conditions on the ground
  • Experience in managing of USAID-assisted projects, preferably in Eastern Africa
  • An advanced degree in a relevant field.
  • Familiarity with issues of stability and stabilization and/or Monitoring & Evaluation.

Position Summary
The Embattled NGO Assistance Fund (ENAF) provides civil society organizations with small grants for medical, legal, humanitarian and other emergencies.  Under the direction of the Senior Program Manager (SPM) and the ENAF team, the Intern will perform responsibilities necessary to day-to-day management of the Fund.
Some Duties and Responsibilities
  • Perform general data management and entry including: maintenance of the contacts database and entry of case referrals into the case management database
  • Review and develop applications to the Fund under the supervision of the SPM
  • Conduct outreach on behalf of the Fund under supervision
  • Assist with managing the Impact Tracking Tool and oversee tracking of impact within the team
  • Assist with managing the hard and soft copy files for the program, including server organization
  • Assist with tracking developments related to human rights in region or along a theme of focus
  • Assist with developing and maintaining in-country and regional networks of human rights defenders, civil society organizations, and human rights experts
  • Arrange team meetings and travel
  • Support the preparation of quarterly reports, proposals and budgets, and basic administrative tasks such as filing 
  • Other related duties as assigned.



Qualifications


Minimum
  • Bachelor’s degree in related field
  • Strong ability to communicate effectively in English both verbally and in writing
  • Ability to communicate effectively in Russian and/or Arabic preferred
  • Familiarity with human rights, fundamental freedoms, and democracy issues
  • Ability to learn database and other specialized software, and observe security procedures
  • Excellent organizational skills and attention to detail
  • Academic and/or field experience abroad preferred

Qualifications

Grant management and proposal experience is ideal.
