Summary
The Measuring Impact of Stabilization Initiatives Project (MISTI) will assess and evaluate the impact of the United States’ stabilization efforts throughout Afghanistan. The project will collect, synthesize and analyze data at the district, provincial and regional levels to track high-order stabilization trends and help shape USG and Government of the Islamic Republic of Afghanistan (GIRoA) policy and practice related to transition. MISTI will also contribute to the larger body of knowledge on best practices and lessons learned related to the design, implementation and assessment of stabilization activities within a counterinsurgency context.
Working closely with the Chief of Party from our partner organization, USAID and Afghan staff, the Monitoring and Evaluation Specialist will be responsible for designing and implementing the country-wide assessment of USAID’s stability programming in Afghanistan.
This position is based in Kabul with some travel throughout Afghanistan
Duties and Responsibilities
  • Serve as a resident technical expert in monitoring and evaluation, ensuring that the MISTI project provides the highest quality work;
  • Evaluate and improve performance management plans (PMPs) for existing USAID funded projects, and design PMPs for new stabilization initiatives;
  • Conduct impact evaluations and mid-term/final performance evaluations for USAID and OTI funded programs;
  • Analyze stabilization trends data, and collaborate with the IMS Specialists and other team members on the development of a knowledge management database and the sharing of lessons learned/best practices;
  • Participate in the selection and oversight of M&E consultants, as well as the selection, training and oversight of local Afghani survey enumerators;
  • Draft, deliver and/or participate in presentations to the Mission, USAID and other stakeholders throughout the project;
  • Work closely with implementing partners, USAID, the Embassy and the GIRoA.



Qualifications


  • Significant technical expertise in monitoring and evaluation for international development projects, including program/activity and strategy designs, design and implementation of performance monitoring tools and mechanisms (performance output and impact indicators), information/data gathering, results reporting, design and implementation of impact assessments and evaluations, surveys and analysis;
  • 10+ years experience in international development;
  • Demonstrated success in providing technical and programmatic guidance to diverse stakeholders on optimal mechanisms and methodologies for quality performance monitoring, data validations, planning, quality controls, accountability mechanisms, assessments and evaluations.
  • Prior experience monitoring and evaluating stabilization programs in complex, post-conflict, culturally diverse settings required. Prior experience in Afghanistan strongly preferred;

  • Excellent report writing skills and a strong team orientation.
  • Ability to frame complex challenges in ways that encourage engagement and understanding;
  • Ability to work independently, and as part of a small team; and
  • Excellent verbal communications skills.

Position: Country Director for Small Business Finance and Entrepreneurship

Financial Services Volunteer Corps (FSVC) is a not-for-profit, private-public partnership whose mission is to help build sound banking and financial systems in transitioning and developing countries.  The premise of FSVC’s work is that sound financial infrastructure, together with the rule of law, is necessary to mobilize domestic savings, attract foreign investment, deepen international trade linkages, and create conditions that promote lasting economic opportunity.

FSVC’s core work concentrates on developing central bank capabilities, strengthening commercial banking systems, and building capital markets.  To achieve this mission, FSVC structures practical, results-oriented technical assistance missions staffed by financial sector practitioners who serve as unpaid volunteers.  By recruiting currently employed professionals at the peak of their careers to serve as volunteers, FSVC is able to provide technical assistance that is objective, independent, and state-of-the-art.  FSVC has field offices in Albania, Egypt, Lebanon, Malawi, Russia, and Tunisia.

This position is based in Cairo yet will involve travel throughout Egypt, and potentially throughout the Middle East region.  This position reports to the FSVC Head of Global Programs in New York City.

Key job functions include:
  • Establish and operate FSVC’s new office in Cairo, Egypt
  • Deliver technical assistance on core program areas as a senior advisor to key local counterparts
  • Manage all field aspects of technical assistance delivery by volunteer experts, including program and project activity design, logistical arrangements, implementation, post-project follow-up, and reporting to funders
  • Develop and maintain productive relationships with key Egyptian financial sector actors, including commercial banks, non-bank financial institutions, professional associations, the central bank, and other financial sector regulators
  • Liaise closely with FSVC headquarters staff to ensure effective program implementation and project management
  • Actively seek business development opportunities in Egypt, and beyond in the Middle East region
  • Contribute actively to improving FSVC’s efficacy and impact




Qualifications


Preferred qualifications:
  • Master’s degree in finance/economics or other program-related field
  • Ten years of experience in small business finance and/or entrepreneurship
  • Experience managing delivery of international technical assistance programs
  • Excellent English speaking and writing skills; fluency in Arabic strongly preferred
  • Excellent multi-tasking and organizational skills
  • Ability to work independently

The responsibilities of the intern may include:
  • monitoring legislation and congressional hearings;
  • liaison with Congressional offices and advocating on subjects vital to the UMD;
  • attending events throughout Washington, D.C.;
  • conducting research on issues affecting U.S.-Macedonia and U.S.-Southeast Europe relations;
  • preparing memoranda;
  • drafting letters to the Congress and the Executive Branch;

  • assisting with general administrative duties. 
The organization extensively works on EU and NATO-related issues as well and the intern will gain considerable insight and experience into how the EU and NATO operates.
The internship is open to undergraduate and graduate students.  Prospective applicants from a variety of academic majors are welcome, and all majors are eligible.
Candidates for UMD should expect to work a minimum of 15 hours per week during the academic year and 35 hours per week during the summer.  This position is unpaid.  However, a small stipend may be available.
GPA must be 3.5 and above.

The Americas Society and Council of the Americas (AS/COA) seek a qualified individual for a paid spring internship in its policy program. The intern’s primary assignments will support ongoing research and activities to bolster public-private collaboration in addressing security concerns in El Salvador and the Northern Triangle region more broadly.
