Asia Society, a prestigious, global, educational and cultural non-profit seeks a Senior Program Officer, New York Public Programs-Policy Programs, to have the overall responsibility for developing, managing and conducting NYPP's programs in the Policy area; working with other NYPP staff to develop and execute interdisciplinary programs, particularly those existing on the boundaries of Policy and Business.
Responsibilities:
  • Working with the Executive Director of NYPP, staff of the Department on Global Policy Programs and Initiatives, and other Policy-focused staff in NY and elsewhere, develop, manage and execute all NYPP programs in the Policy area.
  • Working with the Executive Director and other NYPP staff, assist in executing programs incorporating the perspectives of other disciplines in which Asia Society works.
Efforts including but not limited to the following:
  • Planning: developing the annual public program calendar in the areas of Policy and certain interdisciplinary initiatives, taking into account the thematic and strategic priorities established for NYPP and the institution.
  • Fundraising: in cooperation with External Affairs, developing and seeking funding for Policy programs, including initial discussion on project ideas, drafting of initial proposal and budget, and researching potential sources of revenue.
  • Funder Relations: in collaboration with EA team, drafting of all interim and final reports required by funders for grant funds managed.
  • Financial Management: all aspects of managing program finances, including creation of multi-year budgets for each program, forecasting, reviewing monthly statements, and tracking all expenses.
  • Program Implementation and Coordination: conceptualizing a format, coordinating speakers and all logistics related to bringing them to New York or elsewhere, coordinating catering and event-related logistics, coordinating carrying out the marketing of the event - including working with other Asia Society staff, cosponsoring organizations and outside vendors.
  • Serving as a Resource: fielding calls from individuals, community organizations with queries, journalists on deadline, fact checkers, and internal requests from ASNY and other AS Centers.
  • Audience Development: identifying and reaching out to new constituencies (either individuals or through institutional collaboration) to increase our public program attendance and impact.
  • Keep up with the field and academic research on significant political and policy issues developing in all countries covered.
  • Supervising any other staff, interns or volunteers committed to execution of Public Programs.
  • Build and maintain relations with the foreign diplomatic community, USG representatives, and other not-for-profit Policy-focused institutions in the US and Asia to collaborate on and co-sponsor programs.

Qualifications


  • Entrepreneurial self-starter
  • Creative & innovative thinker, collaborative team player, proven administrator and manager with ability to plan, organize, market and coordinate events across different disciplines; passion for and commitment to the goals and mission of the Asia Society
  • Bachelors degree and significant background in Policy-related fields (4-5 years preferred), also preference for Masters and work experience in not-for-profit, foundation or think tank
  • Familiarity and ease in grant writing and interacting with grant making agencies preferred.
  • Excellent written and verbal skills
  • Must be able to multi-task and deal with occasional high-stress, fast-paced environment
  • Must be a team player, able to work cooperatively with multiple people at various levels of responsibility, and also able to supervise and direct support staff
  • Computer skills, including Word, Excel, and experience with database work
  • Must be creative with ideas, and have immense energy to run programs from the funding state through conceptualization and implementation phase
  • Asian language skills are encouraged
  • Image, video and audio editing experience a plus.

This position is located in Port au Prince, Haiti. The position is administratively assigned to the Development Resources Disaster Assistance Division's (DRDA) Agricultural Market Systems Development Branch (AMSD) in Washington, D.C. DRDA is part of the Office of Capacity Building and Development, Foreign Agriculture Service, United States Department of Agriculture (DRDAD/OCBD/FAS/USDA).
The incumbent's primary role is to provide oversight, coordination and administrative/technical leadership, for all USDA in-country activities related to the Haiti Participating Agency Services Agreement (PASA) with USAID in Haiti. Incumbent also serves to help represent USDA with the local U. S. Embassy in coordination with FAS Post offices in Santo Domingo, Dominican Republic. Incumbent ensures all Haiti PASA project work is coordinated closely with the host government and between OCBD's Policy Coordination and Planning (PCP) Staff, Food Aid Division staff, and other OCBD staff responsible for implementing projects in Haiti.
Haiti PASA activities will strengthen the institutional capacity of the Haitian Ministry of Agriculture to deliver essential services in extension, animal and plant health, and market information. The program will also support the Ministry of Agriculture strengthen its institutional capacity through a higher education activity.
Agricultural Development Technical Assistance Project Oversight:
- Leads project teams in planning, developing, establishing, implementing, and managing projects, including procedures, regulations, policies, and program operations. Manages and adjusts project budgets as required to accomplish overall goals of the assigned projects within the established timeframe and in a manner consistent with Federal requirements and the Haiti PASA developmental objectives.
- Coordinates implementation, programmatic support and administrative activities of overseas resident staff with Washington-based staff to achieve overall project objectives. Provides leadership and guidance to other team members, donors, and other USDA and USG agency representatives to monitor and improve obligation and disbursement rates for the project.
- Develops and maintains effective working relationships with other FAS program areas, other USDA agencies, USAID and other donor organizations, appropriate public, private U.S. and international organizations, USDA Land Grant Universities, and business entities.
- Serve as a senior level advisor to the Ministry of Agriculture primarily based in the Ministry. Responsibilities will include policy analysis, support for capacity building within the ministry, and internal systems development.
Communication and Information Dissemination: Provides timely and complete reports and updates to the Haiti PASA Manager, AMSD branch chief, DRDA director, relevant agencies, and other donors, partners and collaborators on changing political, budgetary, programmatic, and administrative circumstances influencing the project(s) being implemented. Maintains communication channel with USDA/FAS office at U.S. Embassy in Santo Domingo, Dominican Republic.
Representation: Represents USDA at meetings with officials of U.S. and foreign governments on matters related to the Haiti PASA and specific activities within the program.



Qualifications


Basic Qualification Requirements: Must have 1 year of specialized experience equivalent to the GS-13 level in the Federal Service that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled.
Required Skills
• Progressively responsible experience in designing, planning and managing international agricultural development projects. Preferred development experience including: the delivery of essential services in extension, animal and plant health, market information and higher education.
• Knowledge and experience with supporting government institutional capacity building in the area of policy development (identification of issues, research and ministry strategy development) in developing countries.

DUTIES AND RESPONSIBILITIES

The Software Engineer is a team player, able to prioritize and follow up on their own actions without prompting, while also assisting a busy supervisor and fellow colleagues to track and respond to incoming requests and routine tasks, filling in gaps as needed to ensure the responsiveness of the team.  The Software Engineer has a strong sense of responsibility, service-oriented, highly organized, pays close attention to detail, is able to complete administrative tasks with minimal guidance, and is able to receive and respond to constructive criticism in a professional manner.  The Software Engineer is a strategic thinker, articulates innovative ideas, presents solutions, and is a positive role model for colleagues both in and outside of OTI.

The Software Engineer is responsible for assisting in management of OTI’s information and technology resources, and providing information, technology and communications support services for OTI program implementation staff.   The Software Engineer is a member of OTI’s Operations and Management Division’s Operations Support Team.  Under the direct supervision of the Washington-based DCHA/OTI IT Team Leader or his or her designee, the Washington-based Software Engineer will perform the following duties:

GS-11 Equivalent

  • Monitor and understand agency IT and Information Security systems, requirements and policies, especially as they affect OTI and implementing partner staff in the field.  Analyze OTI business processes and work products in order to seamlessly integrate OTI’s systems into agency systems, while also reducing redundancies in OTI systems whenever additions and/or changes occur in agency systems.

  • Assist the OTI IT Team in providing OTI business system improvements or additions using current web technologies and techniques through the development, maintenance and support of OTI’s information management systems across all OTI field programs worldwide.

  • Assist the IT Team in providing scheduled and ad hoc training for Washington and field-based staff on use of standard OTI information technology equipment and systems with a special focus on web-based applications.

  • Perform other duties and activities as required for the successful completion of the OTI mandate, such as backstopping the IT Team members.

  • Travel overseas in fulfillment of duties as required.

  • Perform some systems administration work primarily with regards to managing webservers and databases running on the Linux platform. Assist the IT Team in designing and maintaining product release and backup procedures.

  • Assist the IT Team in data extraction and manipulation on a scheduled and ad-hoc basis in order to better understand the data collected by OTI programs. Work with OTI staff to prepare data visualizations suitable for web viewing and presentations.


GS-12 Equivalent

At the GS-12 level, incumbent will perform all of the above duties for a GS-11 level, but with greater independence of action. In addition, duties and responsibilities include, but are not limited to:

  • Assist the IT Team in data extraction and manipulation on a scheduled and ad-hoc basis in order to better understand the data collected by OTI programs. Work with OTI staff to prepare data visualizations suitable for web viewing and presentations.

SUPERVISORY RELATIONSHIP:
The Software Engineer will report to OTI’s Washington-based Team Leader for Information Technology, or his/her designee, as well as to the Chief, Operations and Management Division.

SUPERVISORY CONTROLS:
The Supervisor will set specific work objectives.  The employee and the supervisor together will develop deadlines, projects, and work to be accomplished.  The incumbent is expected to take initiative and manage his/her tasks effectively.

10.  PHYSICAL DEMANDS

The work is generally sedentary and does not pose undue physical demands.  During deployment on assessment teams, Country Start-Ups, Disaster Assistance Response Teams (DARTs) (if required), and during site visits, there may be some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds).

11.  WORK ENVIRONMENT

Work is primarily performed in an office setting.  During deployment on Assessments, Country Start-ups, Disaster Assistance Response Teams (DARTs) (if required), and during site visits, the work may additionally involve special safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions.

USAID Foreign Service Limited Officer Positions Position: Administrative Contracting Officer – Afghanistan

Summary:
USAID is seeking to recruit Administrative Contracting Officers (ACOs) for assignment in Afghanistan. These assignments will directly support USAID's mission to promote the rapid transition of Afghanistan to a more stable, productive, and democratic country with sustainable social development and economic growth. Tai Pedro and Associates (TPA), a global management and technology firm, is currently partnering with USAID to recruit highly experienced professionals to plan, negotiate, award, and administergrants and contracts for development programs in Afghanistan. This position offers a competitive salary and benefits package, including allowances such as danger pay and hardship supplements. The Administrative Contracting Officer (ACO) is based out of Afghanistan and may be assigned to a unit such as a Regional Platform (RP)/Regional Command (RC), one of the Provincial Reconstruction Teams (PRT), other field units, or Kabul itself. Field units are generally led by the Department of Defense or another military agency.
Duties and Responsibilities:
The demands of Afghanistan assignments will require the incumbent to serve as a principal contract specialist when the cognizant contracting officer is unavailable. Specific duties include but are not limited to those duties describe in Federal Acquisition Regulation (FAR) 42.302(a) and (b). In addition they may participate in negotiating new contract and grant awards, revising existing contract terms, may also assist in negotiating various types of settlements, composing Request for Proposals (RFPs) and Request for Application (RFAs) packages for release, and deciding procurement principles and best practices and procedures while deployed.
The ACO reviews requisitions to determine that proper specifications or purchase descriptions are included in the documents. The ACO will assist in selecting clauses to cover special conditions, such as inspection and acceptance, marking and packaging, quantity variation, price differential, or transportation costs. Their ability to resolve issues and independently contact technical personnel for applicability of specifications, classifications of terms, or acceptance of substitute items, is crucial to the productivity of the mission. Other duties include providing technical guidance and assistance to USAID's overseas and Washington staffs, and host country officials in the negotiation and awarding of contracts and grants.
Contracts are one year to start, renewable up to five years.



Qualifications


  • A Project Management Professional (PMP) Certification is strongly desired.
  • Bachelor's degree with six years of relevant development experience of which at least four years were in a developing country, OR
  • Master's degree with five years of relevant development experience, of which at least three years were in a developing country.
  • U.S. citizenship required
  • All positions are unaccompanied (family members cannot accompany FSL officers to post)
  • Candidates must be able to obtain security and medical clearances.
  • Experience in a multicultural environment. Prior experience in Afghanistan, Pakistan, Iraq, Sudan, or another conflict environment preferred. Applicants may commit for a two year assignment, which must be approved by the Mission in Afghanistan prior to the start of the second year.
Physical Qualifications: Civilians working in the field may be required to wear 30-40 pounds of body armor/helmet on a daily basis, as well as carry their daypack and water, usually in a backpack weighing an additional 8-10 pounds. Field personnel walk over uneven and rocky terrain over long distances. This includes field patrols of 5 miles or more to meet with local community members; these field patrols typically occur 2-3 times per week. Generally, personnel will be on their feet 5-6 hours per day. Transportation by armored vehicles will be used. Personnel working in the field are required to embark and disembark from such vehicles, which have high clearances and limited individual space to sit and maneuver. Clearances may be up to four feet off the ground. There will be high step rails and/or ladder-type steps, and doorways may be smaller than those of commercial vehicles. Living conditions are austere. At many field posts, housing consists of fortified shipping containers or tents and is often shared. Only basic medical care is available locally. Field environment is challenging. Desert temperatures often reach 100-105 degrees Fahrenheit in the summer. Temperatures at night can become very cold and field personnel must take precautions against frostbite. At times, field personnel may be required to evacuate quickly from an area under their own power due to security concerns such as hostile fire.
