The National Center for State Courts (NCSC) is seeking expressions of interest from qualified Conflict Prevention & Reconciliation Specialists for an anticipated five-year Supporting Access to Justice, Fostering Equity & Peace (SAFE) Program to be funded by USAID in Uganda.
The SAFE Program seeks to improve access to justice and enhance peace and reconciliation in Uganda. The program will provide technical assistance, training and grants support to strengthen land administration, improve dispute resolution mechanisms, and promote reconciliation in areas prone to conflict. The Conflict Prevention and Reconciliation Specialist will serve as a key member of the SAFE Program team and will lead the formulation and implemention of strategies to enhance peace and reconciliation in conflict prone areas. The Specialist will maintain extensive contacts with relevant civil society organizations working throughout the country.
The position is to be based in Kampala with anticipated travel to remote regions.

Qualifications


Competitive applicants will have:
  • A minimum of 6 years of progressively more responsible experience in conflict prevention, mediation and dispute resolution, peace building and/or reconciliation with a focus on building the capacity of community groups in conflict prevention and reconciliation.   
  • Substantial experience in conflict early warning, conflict mitigation and reconciliation working with multiple stakeholders including CSOs, local government and traditional institutions in a developing country. Experience in Uganda strongly preferred.
  • Experience with grant-making initiatives supporting the work of civil society organizations strongly preferred.
  • Diplomatic demeanor, problem-solving skills, creativity, and flexibility needed to perform effectively in a fluid environment with limited resources.
  • Excellent verbal and written communications skills. 
  • A degree in conflict analysis, peace building, reconciliation or related field.

Qualifications


Competitive applicants will have:
  • 10 or more years of experience managing complex international development programs with a specialization in Conflict Prevention, Reconciliation and Post-Conflict Stabilization programs, Access to Justice, Land Rights, and Legal Empowerment programs. Experience in Sub-Saharan Africa/Great Lakes region is strongly preferred.
  • Subject matter expertise and practical experience working with access to justice and conflict prevention issues including land administration and land dispute resolution mechanisms; work with informal justice systems; or consolidation of conflict prevention, peace and reconciliation initiatives.    
  • Demonstrated ability to establish and maintain productive working relationships with host-country counterparts and donor representatives in a highly collaborative and fluid environment.
  • Experience with grant-making iniatives supporting the work of  civil society organizations.
  • Successful experience managing large teams.
  • Diplomatic demeanor, problem-solving skills, creativity, and flexibility needed to perform effectively in challenging environments.
  • Excellent verbal and written communications skills. 
  • An advanced degree in relevant fields such as Law, Conflict Resolution/Mitigation, Public Administration, International Relations, or Political Science.

Position Summary:
The Associate Program Manager (APM) provides a broad range of support in the implementation of the Global Innovation through Science & Technology (GIST) Initiative including but not limited to: managing, growing and maintaining the GIST virtual network including technical management of the website, identifying content partners, implementing online educational webinars for the network members, growing the online communities of GIST.

The GIST Initiative is supported by the U.S. Department of State and implemented by CRDF Global. GIST is one of the primary science and technology initiatives proposed by U.S. President Barack Obama during his 2009 Cairo speech. The GIST initiative delivers top value to promising entrepreneurs through its competitions, online platform, comprehensive online and offline training programs and its university industry partnerships.

The APM will work closely with the Program Manager to implement the key deliverables for the GIST Initiative, in particular, those related to the expansion of the online presence and visibility of the key program components such as Technology idea competition, business plan competition, and online communities. The APM will also provide support on contracting experts, mentors and advisors for the scheduled activities, training programs and events.

MAJOR RESPONSIBILITIES
  • Prepares, for projects and activities, task plans, statements of work, project metrics, schedules, deliverables, work budgets; and prepares and submits proposed modifications if necessary.
  • Managing, growing and maintaining the GIST virtual network including technical management of the website, identifying content partners, implementing online educational webinars for the network members, and growing the online communities of GIST.
  • Assist with contractors’ and scientific reviewers’ recruitment; develops statements of work, schedules, and deliverables; negotiates budgets; coordinates business reviews if appropriate; tracks status of work progress and expenditures; conducts site visits when appropriate; reviews and approves deliverables; and initiates payment process.
  • Manages project and activity execution in accordance with approved plan; provides technical oversight and guidance on project execution; tracks progress; conducts on-site reviews if appropriate; identifies challenges hindering implementation and proposes solutions; reviews project reports and/or other deliverables; monitors expenditures against budget; approves payments when appropriate; and initiates payment process.
  • Plans and organizes site visits, conferences, meetings, workshops, and/or training sessions and travels within the US and internationally to participate, facilitate, and/or follow up such events as appropriate.
  • Coordinates logistics for site visits, conferences, meetings, workshops, training sessions, and/or other events, including travel and hotel arrangements, visas, permissions and clearances, interpreters, advances in per diem, itineraries, and agendas.
  • Reports regularly to supervisor on project or activity status; prepares formal interim and completion reports for funder organizations as required.
  • Promotes program and its objectives through communications with, and other outreach efforts to, current and potential stakeholders.
  • Develop content for the website and actively involved in social media



Qualifications


Type and Amount of Experience:
  • At least 2 years of international experience, depending on the program area, with substantive experience living and working/studying in a foreign language environment preferred; in lieu of actual experience, educational background or demonstrated strong background, interest, and curiosity relevant to the region/country to which assigned desirable
  • Demonstrated ability to learn, adapt quickly to new challenges, take initiative and work independently with strong organization and time management skills
  • Good critical thinking and analysis, planning, and problem solving skills
  • Excellent and effective written and oral communications skills and the ability to interact with a wide range of individuals from varied backgrounds at all levels within their organizations
  • Sufficient understanding of entrepreneurial ecosystem development and issues desirable in order to be credible in contacts with the entrepreneurial community.
  • Interest in entrepreneurship, start-up creation, and technology commercialization

EDUCATION AND TRAINING:
  • Bachelor’s Degree in field relevant to the program area
  • Master’s Degree not required but preferred
  • Knowledge of Open Source platforms, content management platforms and social networks

U.S. Work Authorization is required.
