Mobile Money Consultant, Paraguay
We are currently seeking a short-term Mobile Money Consultant for an ongoing multiyear program in Paraguay. The project improves livelihoods for Paraguay’s small producers through sustainable business opportunities, including improved access to financial services.  The objective of this assignment is to map out the use of mobile money transfers (MMT) by financial institutions with a targeted interest in extending credit and other financial services to rural communities and agricultural actors. The consultancy is specifically focused on identifying business models and solutions that increase the financial inclusion of these communities through mobile money.  Possible start date for this assignment is October 24, 2011.

Responsibilities:
  • Conduct a market analysis of current mobile money practices in Paraguay.
  • Review current regulations on national payment systems, anti-money laundering, electronic money, electronic or internet banking, licensing, risk management, and/or other related documents that relate to mobile money in Paraguay.
  • Meet with and assess a targeted list of agricultural lending institutions, government agencies, and two principal mobile network operators (MNOs) in Paraguay.
  • Where appropriate, explore potential MOUs between interested and committed MNOs and interested and committed financial institution(s).
  • Prepare a written report with recommendations about possible partnerships between one or more of the financial institutions with one or both of the MNOs in Paraguay.
  • Prepare and make a presentation for USAID, government officials, the microfinance community, and other stakeholders on the advantages of mobile money; recommend changes for Paraguay; and explain why these changes are important to further develop mobile money as a viable tool for financial inclusion and economic growth in Paraguay.





Qualifications


  • Master’s degree in investment finance, microfinance, business administration and/or business management is preferred.
  • Minimum of 10 years’ experience in financial services, mobile network operations, and enabling environments related to electronic money (and possibly m-banking) is required.
  • Proven experience with mobile money in rural and agricultural communities is required.
  • Strong communications skills (oral, written and cross-cultural).
  • Familiarity with USAID procedures and policies  preferred.
  • Professional proficiency in Spanish is required; fluency preferred.

SUMMARY
After the initial phase of AmeriCares response to a large scale emergency, and where resources permit an extended role for AmeriCares, our Post Emergency Programs Department oversees the long-term recovery efforts. The current efforts within the Post-Emergency Programs Department include work in Sri Lanka, Haiti, Japan, and Pakistan.  The team, which is based in our Stamford HQ offices works with each AmeriCares in-country Field Team to provide funding support, Gift-in-Kind product support, and oversight on long-term program initiatives and recovery efforts within the health sector.
Post-Emergency portfolios typically range from $500,000 -5 million and are implemented in the health sector over a period ranging from 3-months to 3-years. On the ground implementation is most typically carried out by local partner organizations with the support of a small (1-2 person) AmeriCares field team.
The Manager, Post-Emergency Programs will take an active role in helping to develop, define, implement, and oversee long-term program initiatives in the Post- Emergency setting. This involves a broad range of activities from scoping and planning programs, to grants administration, logistics coordination, and evaluation and donor reporting.   This position also works very closely with our Emergency Response (ER) Department and will be a key link to facilitating (when applicable) the transition of a program from the immediate Emergency Response phase to the longer-term Post-Emergency Response phase. SUMMARY
AmeriCares Emergency Response program delivers medical assistance and other relief to people affected by natural disasters, civil conflict and disease outbreaks around the world and in the United States. Egypt Programs Intern:
Description: The Egypt Programs Intern is responsible for producing POMED's Egypt Daily Update, an email roundup of news stories on democracy and human rights in Egypt that is sent to policymakers, academics, journalists, activists, and others. This involves surveying English and Arabic news, choosing stories and consolidating similar topics, writing summaries, translating quotes and headlines, and proofreading. Proficiency in Arabic is required, as well as the ability to quickly extract and synthesize information.
The Egypt Programs Intern will also help organize a series of visits by Egyptian leaders in politics and civil society. These weeklong visits to Washington, DC aim to inform the policy debate around a specific issue related to political reform in Egypt, and help Egyptian civil society leaders make contacts in the Washington policy community. This will involve coordinating with partner organizations, publicizing events, communicating with visitors, and making travel arrangements.
In addition, he/she will help support projects undertaken by Egyptian civil society groups in partnership with POMED. He/she may also be called upon to provide research for POMED reports, perform translations, give input on Egyptian politics or media, attend events, or help arrange roundtables and panels.
Qualifications: This position is ideally suited to outstanding graduate students focused on the Middle East and/or governance and democratization and interested in gaining practical experience in informing policymakers. Applicants who recently completed a bachelors degree are also welcome to apply.
The POMED Egypt Programs Intern is chosen each term through a highly competitive application process. Candidates should be deeply motivated individuals with a strong working knowledge of the policy debates surrounding U.S. impact on political reform in Egypt and the Middle East more broadly. They should possess outstanding communication and organizational skills, be detail-oriented and be able to multi-task. Strong research skills and proficiency in Modern Standard Arabic are required. Prior experience organizing and managing panel discussions or conferences is a strong plus.

Independent Diplomat (ID) is a unique non‐profit venture in the world of international relations, diplomacy and conflict prevention. Staffed by former diplomats, international lawyers and other experts in international relations, ID offers independent and confidential advice and assistance on diplomatic technique and strategy to governments, international institutions, non‐governmental organizations and political groups. Independent Diplomat currently has offices in New York, London, Brussels and Juba.
ID internships provide an excellent opportunity to be closely involved in a fast‐paced international team working at the cutting edge of international affairs and diplomacy.

Internship Details
ID’s Winter 2012 internships begin in New York in early January 2012 for a mutually agreed duration of four to six months. ID prefers that its interns are available to work full-time during regular office hours.
ID operates as a dynamic team. Interns are expected to contribute across the broad spectrum of ID’s client work and geographical areas of focus. Interns’ work typically involves background research, media monitoring, preparation of official visits and assistance with drafting of meeting reports, policy recommendations and diplomatic communications.  Interns should also be prepared to assist with the smooth functioning of the ID office, including thorough contributions to general office administration and event organization.
Internships are voluntary and unpaid, but home‐to‐office travel expenses will be reimbursed. Independent Diplomat is not in a position to provide immigration support or visa sponsorship.



Qualifications


Required skills and experience
The successful candidates will be well organized, professional, and able to quickly digest and analyze complex information from a variety of sources. They will have strong knowledge of, and demonstrated interest in, international affairs and diplomatic relations, especially the United Nations and other international organizations. Above all, candidates should exhibit an enthusiasm for international diplomacy, conflict prevention and dispute resolution, as well as the mission of Independent Diplomat more broadly.
Previous office experience (either paid work or internships) is essential, as is the willingness and flexibility to fit in with a small and busy team. Fluency in English, excellent writing skills, and strong IT and internet research skills are essential; fluency in other official UN languages, specifically Spanish and French, would be an advantage. Experience with website design/editing, HTML, graphic design or video editing would be valued.

Focus areas
Given ID’s current operational priorities, successful candidates will likely possess one or more of the following skill sets:
1. Background and experience on climate change, including:
·         A bachelor’s degree, with strong preference for a master’s degree (completed or in progress) in a related field;
·         Understanding of the international policy framework on climate change, in particular negotiations under the UNFCCC;
·         Familiarity with the workings of the UN, particularly in the field of sustainable development;
·         Understanding of major policy priorities for countries most vulnerable to the impacts of climate change;
·         Background in international legal and/or economic studies.

2. Background and experience on Africa including:
·         A bachelor’s degree, with strong preference for a master’s degree (completed or in progress) in a related field;
·         Knowledge of peace and security issues in Africa, specifically Sudan, the Horn of Africa (Somalia) and/or the Maghreb;

BACKGROUND
The Open Society Mental Health Initiative (MHI) is part of the Public Health Program at the Open Society Foundations and is based in Budapest, Hungary. MHI seeks to ensure that people with mental disabilities (mental health problems and/or intellectual disabilities) are able to live as equal citizens in the community and to participate in society with full respect for their human rights. MHI promotes the social inclusion of people with mental disabilities by supporting the development of community-based alternatives to institutionalization and by actively engaging in policy-based advocacy. MHI is both a grant making and an operational program, providing training and technical assistance to its partner organizations.
MHI seeks a full-time program officer to contribute to the development and implementation of its media strategy. The program officer will closely coordinate this work with the Health Media Initiative (HMI), part of the Public Health Program. HMI seeks to strengthen the capacity of civil society leaders and organizations to effectively advocate for health and human rights policies through successfully engaging with and utilizing media. The geographic focus of the work will be Central and Eastern Europe and East Africa. The Program Officer is involved with program development and implementation and reports to the MHI Program Director.
RESPONSIBILITIES:
  • Contributes to the development and implementation of MHI's media strategy, including its annual work plan and budget related to this strategy in collaboration with the Health Media Initiative;
  • Works collaboratively with MHI's grantees to strengthen their capacity to refine advocacy strategies and effectively utilize the media to advance their advocacy goals;
  • Identifies and facilitates media-related technical assistance for grantees and partners;

  • Proposing policy initiatives for governmental, intergovernmental, political, and nongovernmental stakeholders to address and resolve sources of conflict.
  • Preparing detailed reports and briefing papers setting out relevant research findings and policy recommendations.



Qualifications


  • Deep knowledge of the South Caucasus region and extensive contacts in Armenia, Azerbaijan and Georgia with governmental and non governmental officials, media, and academia;
  • 5+ years of professional experience in conflict analysis, journalism, NGO, IGO, or government work related to Azerbaijan/Armenia.
  • Excellent writing and analytical skills, good in summarizing fast amounts of written material.
  • Fluency (including a high standard of English language writing ability) in English, Russian and knowledge of local languages;
  • Masters degree in international relations, human rights, political science, sociology or similar.

The Director of Sales will be in charge of planning and directing sales initiatives to exceed assigned quotas and develop the market.
Act as a selling sales manager leading by example as well as represent and promote the company at community or business meetings.
Motivate, coach and educate staff through specific training programs and meetings as necessary to ensure proper product and market knowledge Develop and direct marketing strategies and plans.
