Please note:  This position is a 12-month contract position with the possibility of renewal if funding becomes available.
Additional skills and or experience required or desired:
  • Fluency in spoken Spanish, with strong reading and writing skills is required;
  • Knowledge of Latin America, preferable with some knowledge of the Central American political, social and economic context;
  • Experience with and knowledge of the labor movement in Latin America;
  • Experience in the U.S. labor movement, particularly in areas of organizing, collective bargaining, and legal instruments for protection of worker rights;
  • Experience working with informal economy workers to build organizations and take collective actions to advance concrete objectives in terms of application of worker rights and improvement of working and living conditions;
  • Capacity to work in conjunction with the Country Program Director for Central America, and in some cases independently, on program implementation, working directly with trade union partners in Guatemala, El Salvador, Costa Rica as assigned; and,
  • Excellent writing skills and capacity to independently write work plans, proposals and reports on programs implemented in the region.
Summary of Position: The Field Program Specialist is responsible for day-to-day support and counsel to the country program director on programmatic issues.  S/he is thoroughly conversant with all aspects of regional program activities and current events relevant to the on-going political, economic, social and trade union developments in the region.  In the absence of the Country Program Director s/he is the main contact between the field office and Washington headquarters.   S/he has working knowledge of and experience in USG regulations and procedures related to the funding and management of grants.
The Field Program Specialist writes persuasive proposals, describes complex activities and develops budgets for those activities.  S/he participates in the development and implementation of trade union development programs.  S/he produces well-written program reports and evaluations.  S/he monitors programs to meet budget targets and programmatic results.  In the absence of the Country Program Director, s/he prepares and exchanges information and coordinates activities with the corresponding regional office, as required.  S/he provides advice and guidance to the Country Program Director for the development and implementation of programs, the drafting and submission of concept papers and project proposals to donor organizations, and the effective management of field office and programs.  S/he draws on his/her experience to initiate program proposals.
The Field Program Specialist assists and advises the Country Program Director on details of programs in assigned country(ies) of responsibility.   In coordination with the Country Program Director, s/he works closely with affiliates in the region to coordinate their participation in the development and implementation of Solidarity Center programs, within approved communications guidelines.  S/he assists with and, when necessary, provides logistical support for international visitors and participants in country-based programs conducted by the Solidarity Center, AFL-CIO, affiliates, GUFs and/or other related organizations.  S/he represents the Center at various meetings and conferences.  S/he has the experience and presence necessary to represent accurately and effectively in public fora and in private meetings with donor organizations, partner organizations, and national and international public and private organizations, the policies and programs of the Center.  S/he is able to fill in for the Country Program Director on a temporary or indefinite basis.



Qualifications


A Field Program Specialist must have the ability to work independently and without supervision and must have extensive knowledge of international relations and local trade union and socio-economic and political developments.  Previous trade union experience, and/or experience in the Center as a Program Officer is required.  S/he must be able to work independently and complete assignments with limited supervision.  S/he must be capable of managing multiple assignments simultaneously.  S/he must have, at a minimum, a bachelor’s degree in political science, international relations, labor relations or related fields and/or ten years equivalent work experience.  Good communications and writing skills in English and local language are a must.  Computer literacy for word processing and simple spreadsheets is required.  S/he must have the ability to work and interact easily with a wide variety of people.  Persons considered for this position must agree to accept in-country temporary or indefinite assignments as country program director, based on the needs of the Center.  Fluency in English is required.

BACKGROUND
In May 2012, Chicago will host both the G8 and NATO Summits, the first time since 1977 that the two international Summits will take place at the same time, in the same city, and the first time that a NATO summit has taken place in an American city outside of Washington D.C.  This represents a significant opportunity for Chicago to take the global stage as world leaders arrive and the global media spotlight shines on the city.  The Chicago Council will work closely with World Business Chicago and the G8/NATO Host Committee, among other local, national and international partners, to help Chicago seize the extraordinary opportunity that the 2012 Summits provide.  In the lead up to, and during the Summits, The Chicago Council will offer a suite of activities designed to connect the city to the global discourse.  These include: the creation of a Web-based media resource center, two major public program series in the spring and one during the Summits, a March conference on the future of NATO, and a May conference on global agriculture hosted in Washington D.C. 
RESPONSIBILITIES
Media Relations Consultant responsibilities include:
  • Conceptualize, plan, implement, and evaluate media outreach strategies and tactics associated with the Council’s full range of G8 and NATO initiatives
  • Help create a Web-based media research center that:
    • Engages partners such as NATO and EU public diplomacy, the State and Defense Departments, World Business Chicago, and other local, national, and international partners
    • Connects early with more than 2,000 journalists who will come to Chicago to cover the Summits
    • Highlights the significance, issues, and actors of the Summits
    • Serves as a resource for visiting international media and G8 and NATO delegations on Chicago history, life, culture, and institutions
    • Brings together visiting international media with their counterparts in Chicago’s ethnic communities
    • Connects Chicagoans and international press to G8 and NATO experts around the Midwest
    • Helps inform local Chicago media on G8 and NATO background, issues, and networks
  • Cultivate relationships with journalists and bloggers in Chicago and around the world to establish The Chicago Council as a “go-to” source for authoritative information and useful connections vis-à-vis the Summits and the Chicago stories that could be featured
  • Undertake media outreach efforts for the Council’s G8 and NATO initiatives, including related public programs, and high-profile programs with visiting heads of government
  • Increase the presence and visibility of The Chicago Council through expanded use of social media
  • Develop and maintain a database of key media contacts, including influential bloggers, for ongoing use by The Chicago Council
  • Conduct other media relations, writing, and editing projects as will be determined over the course of the contract period

Qualifications


  • Bachelor’s (or advanced) degree in relevant discipline, such as public relations, journalism, or communications, with course work and keen interest in international relations

The National Endowment for Democracy (NED), a congressionally funded, private, nonprofit grant-making organization that works to support freedom around the world, seeks a Grants Administrator based in Washington, DC.  This position reports to the Manager, Grants Administration.

Position Summary:
The Grants Administrator for this region/country will administer the assigned portfolio of grants from pre-award stage of proposal to the close-out of the Grant.  Beginning with corresponding with grantees, drafting grants, receiving reports and payments and ending with the close-out procedures.  Monitor the progress and delivery of Financial & Narrative reports and requesting payments.  Assist the Audit Department in solving Questions Cost issues after invoice review process.

Responsibilities:
  • Under the general supervision of the Manager, Grants Administration for Asia and Latin America, provide cradle-to-grave management of assigned grants portfolio, including review of proposals, grant negotiation, award, compliance monitoring, administration and closeout.
  • Participate in review of proposals to identify potential technical issues in new awards; ensure that any compliance issues arising under prior awards to renewal grantees are adequately addressed before a new grant is issued.
  • Negotiate, draft and issue new grant awards and amendments as required over the life of assigned grants; prepare other correspondence as required.
  • Ensure that grants awarded are in compliance with US Government or other donor regulations and/or other special requirements, if any.
  • Review grantee financial reports and, when issues arise, narrative reports submitted by grantees to identify and resolve budget, compliance and/or other problems; in cooperation with NED’s Audit Section and/or appropriate program staff, investigate and resolve invoice reviews, audit and/or other issues as required.
  • Promptly review and process grantee requests for payment.
  • Obtain required closeout information from grantees and otherwise facilitate grant closeout process.
  • Ensure that assigned fields of grants database are timely updated.
  • Perform other duties as assigned.



Qualifications


  • Bachelor’s degree in relevant field (business, international studies, or area studies relevant to assigned portfolio, etc.);
  • At least two years of experience in a non-profit organization or a foundation with emphasis on grants and/or contract administration;
  • Familiarity with Federal grant regulations, international activities/issues relevant to NED’s operation environment;
  • Professional competence in a South Asian language is useful but not required;
  • Familiarity with or an interest in Asia, particularly South Asia;
  • Attention to detail and ability to multi-task;
  • Ability to set priorities, organize time efficiently and work independently;
  • Strong team player, preferably in a multicultural environment;
  • Strong oral and written communication skills;

CSIS seeks a security intern to support the China studies program. The Freeman Chair in China Studies is dedicated to delivering informed public policy debate, expert briefings, and strategic policy recommendations on greater China and East Asia. Key research areas as they relate to this internship include U.S.-China relations, China-North Korea relations, cross-Strait relations and confidence building measures, and U.S.-China-Taiwan relations. POMED is currently hiring Policy Interns for the Spring 2012 term. The unpaid internship offers a unique opportunity to take part in the Washington policy conversation surrounding the Middle East and inform the debate around particular issues related to political reform. As a Policy Intern you will play a crucial role in supporting our work by covering news and debates around U.S. policy and the Middle East on the POMED blog, as well as compiling our weekly digest. Policy Interns also have the opportunity to engage in long-term projects, report on Congressional hearings and policy events, track legislation and Congressional votes, and conduct research on U.S. policy.
 
Qualifications:
 
Successful applicants will be bright, highly-motivated individuals with strong academic backgrounds and an interest in U.S. foreign policy as it relates to prospects for democratic reform in the Middle East. Egypt Programs Intern

The Project on Middle East Democracy (POMED) is a nonprofit, nonpartisan organization dedicated to examining how genuine democracies can develop in the Middle East and how the United States can best support that process. Through dialogue, research, and advocacy, we work to strengthen the constituency for U.S. policies that peacefully support democratic reform in the Middle East. POMED is hiring an Egypt Programs Intern for Spring 2012. The position provides a unique opportunity to impact debates on U.S. policy towards Egypt, as well as build skills and interact with leading thinkers.
 
The Egypt Programs Intern is responsible for producing POMED’s Egypt Daily Update, an email roundup of news stories on democracy and human rights in Egypt that is sent to policymakers, academics, journalists, activists, and others. This involves surveying English and Arabic news, choosing stories and consolidating similar topics, writing summaries, translating quotes and headlines, and proofreading. Proficiency in Arabic is required, as well as the ability to quickly extract and synthesize information.
 
In addition, he/she will help support projects undertaken by Egyptian civil society groups in partnership with POMED. He/she may also be called upon to provide research for POMED reports, perform translations, give input on Egyptian politics or media, attend relevant events and writing summary notes, or help arrange roundtables and panels.
 
Qualifications:
 
This position is ideally suited to outstanding graduate students focused on the Middle East and/or governance and democratization and interested in gaining practical experience in informing policymakers. Applicants who recently completed a bachelor’s degree are also welcome to apply.
 
The POMED Egypt Programs Intern is chosen each term through a highly competitive application process. Candidates should be deeply-motivated individuals with a strong working knowledge of the policy debates surrounding U.S. impact on political reform in Egypt and the Middle East more broadly. They should possess outstanding communication and organizational skills, be detail-oriented and be able to multi-task. Strong research skills and proficiency in Modern Standard Arabic are required.
 
Candidates should be able to work from January through the end of May on at least a part-time basis (20 hours per week). This position is unpaid.
