Position Summary
The Program Officer will develop culturally appropriate programming initiatives that have the strong support of local stakeholders. He/she will report directly to the Senior Program Officer.
 
Some Duties and Responsibilities
  • Conduct day-to-day project administration to support programming in the region
  • Organize program activities in the US and Middle East - North Africa
  • Provide initial review, and if necessary, recommend corrections and/or amendments to Senior Program Manager on all reporting from the field
  • Manage and track expenses, including filing monthly and quarterly financial reports
  • Represent Freedom House at DC events/meetings relevant to program, notify field staff prior to event, and brief field staff afterwards
  • Support Freedom House’s ongoing advocacy of democratic governance and human rights issues through occasional contribution to Freedom House publications, articles, and press releases
  • Assist in reviewing survey reports for countries in Middle East - North Africa
  • Facilitate, process, and track requests by field offices to Washington DC and vice-versa
  • Obtain weekly program updates from field office contact and update DC staff on program/country developments at weekly staff meetings; share relevant DC updates to field staff
  • Monitor key events in the region (including elections, major news stories, status of particularly relevant human rights/democracy legislation, etc.), maintain country background files
  • Conduct pre-departure briefings for Freedom House staff members and consultants as needed
  • Travel to the region as needed
  • Implement and coordinate operations related to programming in the region
  • Liaise with the regional field offices and maintain routine, effective, and open communication with field staff
  • Coordinate closely with other DC-based staff who work on thematic programs in Middle East - North Africa
  • Build and sustain good relationships with other international NGOs working in the region
  • Oversee and manage program expenditures and budget
  • Contribute substantively to proposal development and fundraising opportunities;
  • Monitor and report on Middle East - North Africa projects; and other programmatic and administrative duties as needed.

Qualifications


  • Bachelor’s degree with a focus on international relations, Middle East studies, development policy, political science, or related field; Master’s degree preferred
  • 4 years of related experience with a minimum 2 years experience in project management
  • Strong ability to communicate effectively in both English and Arabic (verbally and in writing)
  • Strong interpersonal and inter-cultural communication skills
  • Ability to build and cultivate strong partnerships
  • Ability to work effectively to meet set goals in a deadline-driven environment
  • Strong ability to apply effective organizational and multitasking skills to meet deadlines

Position Summary
The Senior Program Officer will exercise significant responsibility for all areas of program management including strategic design, program implementation, reporting and monitoring requirements, interaction with the State Department and other funders, domestic and international staff supervision, office management, communications, advocacy, fundraising, monitoring, evaluation, and reporting. The Senior Program Officer will report to the Senior Program Manager.

  • Responsible for successful implementation of current programs in the MENA region, including developing trainings and other technical assistance, assessing needs, financial management, staff supervision, office management, communications, monitoring,evaluation, reporting, and other duties as needed for the success of overall Freedom House MENA operations

Qualifications

  • At least 5 years of experience conducting democracy and human rights programs
  • Strong ability to communicate effectively in English both orally and in writing
  • Expertise in one or more of the following areas: strategy development,communications, advocacy and/or civic participation

Agriculture Credit/Finance Specialist, Indonesia
We are currently seeking an Agriculture Credit/Finance Specialist for a current five-year, multimillion dollar USAID program in Indonesia. This is an agricultural marketing and productivity program focusing on upgrading and modernizing priority agricultural value chains for the purpose of generating economic growth and reducing poverty. The position is available immediately.
Responsibilities:
  • Provide overall management for the implementation of the agriculture credit component.
  • Provide technical assistance to the selected beneficiaries, farmers, input suppliers, processors, exporters, agribusinesses and banks participating in the USAID/DCA loan guarantee programs.
  • Train bank staff in agricultural lending.
  • Review and approve loan applications.
  • Oversee credit serving activities.
  • Provide banks with alternative loan methods.
  • Train farmers and agribusinesses (SMEs) in preparing bankable loan applications.
  • Conduct a rapid assessment of current practices and processes in lending to producers, especially smallholder farmers, and agribusiness SMEs and provide detailed analyses.



Qualifications


  • M.S. in economics, finance, agricultural economics or a similar subject preferred. B.S. with additional experience accepted.
  • 7+ years of experience working on agricultural finance/credit or SME credit programs.
  • Demonstrated work experience implementing agricultural credit programs in South East Asia and/or Indonesia.
  • Proven experience training bank staff and stakeholders in preparing loan applications and business plans and developing alternative loan solutions.
  • Thorough knowledge of working of agriculture credit programs in LDCs. Grants management experience is preferred.
  • Mobile technology and information management skills preferred.

Greenhouse/Hydroponics Technical Advisor, Lebanon

The National Democratic Institute for International Affairs (NDI) seeks a seasoned Senior Program Manager with strong staff and program management and writing skills to support the Institute’s democratic development programs in Central and West Africa. The position will be based in Washington, D.C.  The Senior Program Manager will contribute to the planning, implementation and evaluation of democratic development projects in various African countries.

Background

The National Democratic Institute for International Affairs (NDI) seeks a Resident Director of Finance and Administration (DFA) to manage the financial, administrative and logistical aspects of NDI’s program in Nigeria, as well as to oversee the Institute’s multiple subgrant awards. The DFA will be supported by finance, subgrants, administration, and logistics staff. The DFA will be based in Abuja, Nigeria and will report to the Resident Director, with close communication with DC-based finance and administrative teams.



Qualifications


Finance
  • Provide oversight of financial operations in the field for a multi-million-dollar USAID-funded program;
  • Manage all aspects of accounting for the Nigeria field office, including the direct supervision of accounting staff;
  • Monitor program expenditures, including monthly field expenses in the range of $150,000 to $300,000, and report on financial results and cost projections to senior management in Nigeria and Washington, DC;
  • Improve existing accounting and financial systems in consultation with the management teams in Nigeria and Washington, DC;
  • Oversee the disbursement of over $1.5 million in subgrants to local civil society organizations;
  • Train and mentor NDI’s Abuja-based accountants on NDI’s policies and procedures, donor grant compliance requirements, and internal controls;
  • Oversee compliance with internal controls and accounting procedures;

  • Provide guidance and counsel to international and local staff on administrative and human resource matters in consultation with DC-based human resources staff;
  • Ensure compliance with national laws and NDI and donor administrative and reporting requirements, as well as appropriate implementation of field office policies;
  • Improve and implement administrative and human resources systems, in consultation with Abuja-based senior management and relevant DC-based staff;
  • Supervise administrative and support personnel;
  • Regularly review security plans and adapt NDI’s practices and profile as necessary;
  • Serve as a point of contact for security issues for NDI-Nigeria;
  • Work with Abuja-based senior management to determine current and projected recruitment needs and assist in hiring, training and supervising local staff;
  • Contribute to the appraisal of employee performance, address complaints, and resolve problems; and
  • Act as back-up to the Resident Director in her/his absence.
 
Subgrants Management
  • Review subgrant budgets and proposals and evaluate subgrantees’ financial systems and internal controls to assess risks and develop appropriate monitoring procedures, in consultation with DC-based subgrant staff;
  • Monitor and ensure timely submission of accurate reports by the subgrant recipients; and
  • Determine needs and design training modules for training subgrant recipients in record keeping, donor compliance, and generally accepted accounting principles.

Qualifications


  • Bachelors Degree in finance, accounting, business administration, and/or a related field;
  • Minimum of fourteen (14) years’ experience in financial management, accounting, grant management, and administration, preferably for an international NGO working with USAID funding;
  • Thorough knowledge of budgeting, budget oversight, generally accepted accounting principles, and the practical application of financial systems;
  • Previous experience with international grants administration preferred;
  • Proven ability to design and implement accounting systems suitable to a challenging and volatile environment with unreliable and sometimes nonexistent infrastructure;
  • High level of attention to detail in all aspects of work;
  • Cultural sensitivity in working with US and international staff;
  • Ability to train and mentor the professional development of local staff;
  • Strong written and verbal communications skills in English;
