SUMMARY: 
Conducts Energy Audits & Surveys, Property Condition Assessments and other related services of properties in accordance with ASTM standards and client specific scopes of work.  Communicates all project related information to Senior Engineering Consultant on a Project-by-Project basis and prepares a written report accurately describing their findings.
 
 ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other job related duties may be assigned in conformance with state and federal regulations.
 
·         Conducts a Walk-through Survey of the readily-accessible and visible major building systems (mechanical, electrical, and plumbing), structure and foundations, representative interiors, common areas, exterior walls, windows, flat roofs, low-sloped roofs, and pavement.  Provides photographic documentation of site and building features and documents observations.
·         Observes Property’s easily visible and readily-accessible mechanical systems, components, equipment and conditions, for the purpose of identifying significant Physical Deficiencies.
·         Approximates areas/measurements and quantities to adequately justify estimated costs to remedy Physical Deficiencies and to estimate Replacement Reserve Expenditures.
·         Conducts interviews with the owner (or their on-site representative), tenants, service providers, local government agencies, and other individuals knowledgeable about the subject property.
·         Identifies opportunities to reduce energy consumption via more efficient mechanical systems, improved sealing of the building envelope, and improved processes and procedures.  Recommends energy efficient solutions to deficient building components.
·         Reviews repair/improvement costs incurred by tenants/ownership along with the following documents (if available): certificate(s) of occupancy, maintenance reports and logs, elevator safety inspection reports, Building and Fire Department inspection reports, and warranty information.
·         Reviews pertinent property records as furnished by Client and/or property contact.  In general, documented information will consist primarily of project contact supplied leasing literature, receipts from repairs and/or improvements, pending proposals, schedule of landlord’s responsible operating expenses, available relevant Construction drawings, etc.  There may also be previously prepared building condition survey reports, appraisals, and ADA surveys. 
·         Contacts the local Building, Zoning, and/or Fire Departments to determine if there are/are not any outstanding violations on file against the property and/or corrective actions required.
·         Writes a report in accordance with client prescribed scope of work or ASTM standard.
·         Is familiar with Energy Star ratings and can enter building information into the Energy Star website and obtain rating and benchmarking comparisons.
·         Familiarity with Energy Modeling Software is preferred.  (Hourly Analysis Program preferred).
·         Meets or exceeds performance objectives for productivity and report quality.
·         Maintains project-by-projects communication with Field Manager and Senior Engineering Consultants and keeps them informed of any actual or potential problems including continuing updates of when reports will be e-mailed/shipped to production.
·         Due to the possession of special skills or experience, may be assigned to perform various types of services such as, but not limited to: property condition assessments, seismic, structural, mechanical, civil, or environmental surveys; pre-construction document reviews; construction monitoring; desk reviews; report reviews; or document review. This position may also be assigned to provide training programs.
·         Delivers outstanding customer service through timely response and proactive solutions to clients needs.
·         Demonstrates EMG's guiding principles in support of the company's strategic goals.
·         Follows all documented policies, Standard Operating Procedures, and Work Instructions applicable to the position and support of EMG's quality standards.
·         Maintains safe and clean work area by complying with all procedures, rules, and regulations.
·         Enhances professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks and participating in professional societies.
·         Complies with federal, state and local legal requirements by studying new and existing legislation; anticipating future legislation, enforcing adherence to requirements, and advising management on necessary action.
QUALIFICATIONS:  To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience: Bachelor's degree (BA or BS) from four year college or university in a related field or equivalent relative experience is required; three to six years of experience in related field; significant design or construction experience; working knowledge of Microsoft Word and Excel.
 
Certificates, Licenses, Registrations: Current professional registration as a "Registered Architect" or "Professional Engineer" preferred, valid driver's license; personal credit sufficient to charge business travel expenses of up to $3,000 required.  LEED certification preferred.
 
Other Qualifications 
Ability to travel on average, more than 50 percent of the work week; excellent verbal and written communications; excellent time management skills including ability to perform multiple priorities in a fast-paced environment and ability to work independently. Excellent computer skills; proficiency in Microsoft Word and Excel.

The role
To lead the project core team to deliver the project safely, to time, to cost and quality. Improve the project margin against that set at "As Sold" Blue Book. Fulfill Customer expectations.  Motivate and mentor team members to create an effective/efficient working unit.
Ensure the project is launched correctly and thereafter monitor and control scope change. Maximise risk provision and contingency to margin. Develop a robust margin enhancement plan.
 
Key responsibilities include: 
  • Establish and maintain a high level of customer satisfaction whilst operating within Bombardier established policies, procedures and commercial guidelines. Report Customer satisfaction monthly.
  • Generate Project Margin stability to meet "As Sold" Blue Book mandate requirements, together with a robust margin enhancement program to demonstrate an improving margin trend. Utilise risk management through  monthly proactive functional risk reporting. Maximise risk provision & contingency to margin.
  • Use of Standard Process (including Reporting) - Implement Core Project Management skill areas of  Scope, (including change management), Time and Risk Management together with secondary skill areas of Integrated Project Management , Scope, Communications, Procurement, Quality, Human Resources.
  • Implement a Project specific Safety Management Plan to ensure safety hazards are as low as reasonably practical and that zero incident occur  Generate evident of Project Safety Best Practice.
  • Create a highly motivated working unit by managing all direct reports including Assistant PM,  Planning, Contracts, Procurement, Quality, Engineering, etc to improve individual capabilities as well as team work.
  • Resolution of interface problems among the various groups involved in the project, both within the Company, the customer and subcontractor organizations. 

Qualifications

 
  • B.S. in Engineering or Business, MBA preferred, or equivalent.  PMI Certification is a plus.
  • Five years of technical/engineering or equivalent business plus at least 5 years of project management and/or project administration experience.
  • Evidence of successful project delivery.
  • Working knowledge in developing and administering resource plans and budgets. 
  • Knowledge of and experience with risk and opportunity assessment tools and in cost recovery management. 
  • Experience and knowledge of Project Management skills, including processes and procedures, customer interface, schedule management, scope management, commercial management, personnel administration, and negotiation.
  • MS Office Package, MS Project, Working knowledge of Primavera.
  • Excellent problem solving skills.
  • Excellent interpersonal, management skills and techniques.
  • Excellent communication, negotiation and coordination skills.
  • Must use a high degree of tact and ingenuity, resourcefulness, and creativity
  • Must be able to sell ideas and be persuasive.
