SUMMARY

The National Democratic Institute for International Affairs (NDI) seeks a Senior Program Manager or Program Manager for its legislative strengthening program in Liberia. The program focuses on the national Legislature by assisting to implement its Legislative Modernization Plan, and by building the capacity of legislative staff bureaus, committees, and members of the House and Senate. Through technical advice, mentoring and training, as well as more limited investments in infrastructure, NDI supports: improved legislative procedures and documentation; legislative drafting; committee support services; a legislative research and information service; a legislative budget office; a media and public outreach office; an IT center and related services; policy seminars; investigative missions; and other forms of member and staff development.

A well-qualified candidate will possess international experience and broad knowledge and experience with legislative or parliamentary processes. Experience with legislative modernization efforts will be an advantage. The Resident Senior Program Manager/Program Manager will report to the Resident Country Director. This position will be hired at a level commensurate with the successful candidate’s experience. The position will be based in Monrovia, Liberia and is a partially accompanied post (adult dependents only).

Primary Responsibilities
  • Manage, implement and assess key components of NDI’s legislative strengthening program in Liberia, in close collaboration with local staff;
  • Develop and implement new activities to strengthen the national Legislature and its staff bureaus;
  • Assist members with staff development, internal organization and communication, and public relations strategies;
  • Assist the Legislature with adopting and utilizing basic rules of lawmaking, legislative procedures, and representation and oversight functions;
  • Provide direct technical assistance to members of the Legislature and legislative staff, and identify and facilitate visits by domestic and international experts;
  • Provide day-to-day management and oversight of assigned local program staff in the Monrovia office;
  • Build staff capacity to play a substantive role in program development and implementation;
  • Collaborate with other NDI functional teams to maximize comparative learning and the use of best practice;
  • Ensure programmatic goals are achieved and operational and reporting requirements are adhered to;
  • Work constructively with key partners in government and the donor community;
  • Draft and submit accurate and timely reports that monitor and measure program results and political developments;
  • Help to produce training materials and other publications;
  •  Assist the country director in managing external relations and NDI’s adherence to grant-related policies and procedures.





Qualifications


Qualifications
  • Bachelors Degree in International Relations, Political Science or related subject; Law degree or other post-graduate degree preferred;
  • A minimum of eight (8) years relevant work experience, 10 or more years preferred;
  • Experience in democratic governance development, preferably with legislatures or parliaments;
  • Experience in a legislative environment with knowledge of legislative organization and operations, and experience with strategic planning, staff management, and parliamentary institutional models and mechanisms;
  • A desire and ability to work as part of a team on an ongoing basis;
  • Extensive project management skills, a high degree of organization and attention to detail;
  • Sound political skills and experience working with political issues, coalition-building and negotiation skills;
  • Superior oral communication skills to effectively present information, respond to questions and negotiate in cross-cultural settings;
  • Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff, U.S. and foreign government personnel, members of donor organizations, funders, and policy-makers;
  • Ability to communicate knowledge and experience to others as a trainer, advisor, consultant and workshop facilitator;
  • Exceptional analytical skills for interpreting complex program and political issues;
  • Superior writing and editing skills;
  • Experience in a post-conflict and multi-cultural work environment preferred;
  • Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders;
  • Experience in program design and strategy development;
  • Working knowledge of Microsoft Windows environment, email technology and spreadsheets;
  • English language fluency required.

FAPS Project Associate Responsibilities

The duties of the Project Associate position could be divided into three parts: grant writing, research, and event planning/coordination. As Project Associate, you work directly underneath the Assistant Project Director and as such, your primary function is to assist the Assistant Project Director in anything that he/she requires. This includes making sure that the project’s daily operations run smoothly, that organizational information is up-to-date, that the information we send to foundations is current and correct, and so on. The responsibilities of the FAPS Project Associate include but are not limited to the following:

  1. Grant Reporting and Grant Proposal Writing

  • Assist in preparing reports and proposals to the foundations and grant-making organizations that support FAPS
    • Assist in writing the narrative sections of reports and proposals to foundations and grant-making organizations. The more substantive aspects of FAPS grant writing will be handled by the Project Director and Assistant Project Director. However, you will be asked to write certain sections depending on what is needed;
    • Update appendices related to each report. Make sure all of the NCAFP organizational information is up-to-date and formatted properly. This includes lists of past events, project advisors and NCAFP board members and officers;
    • Update and keep on top of reporting deadlines for our outstanding grant awards;
    • Keep on file and update a list of deadlines for grant renewals.

Fundraising
  • Outreach to philanthropic foundations and Asian-American business community in New York
    • Research different foundations that would possibly fund Track II work that we do not currently receive funding from, including their application guidelines and deadlines for submission. Make contacts if possible by sending LOIs (or Letters of Inquiry);
    • Identify different businesses within the Asian-American community in New York;
    • Make contacts in the business community. Invite them as guests to NCAFP public events- this is a good way to introduce them to our work.
 
  1. Research
    • Literature Reviews
      • Compile timely news and scholarly articles for the Project Director and leave on his desk. Provide abstracts of each article. Be on the lookout for recent and/or historically important books that could be added to the FAPS library;
      • If the FAPS intern is a native speaker of a Northeast Asian language, have them find articles relevant to the project and translate them into English. If this takes too long, an abstract with the main points will do;
      • These reviews should be submitted on a weekly or biweekly basis depending on availability of sources.
    • Other Track II Projects/ Events
      • Keep abreast of other domestic Track II projects on Asia-Pacific security. Know what our NYC peer organizations (including Japan Society, the Korea Society, the Asia Society, the CFR, and others) are up to. Print out agendas, participant lists and outcome documents (if available) of these Track II meetings and keep on file;
      • This type of research might yield names of experts who we might want to invite to our meetings and helps FAPS keep current with other Track II projects.
    • Research Websites that are related to Asia-Pacific security
      • Part of your day is to read through all of the best news coming out of the region. What are the best news/ blogs related to Asia-Pacific security? Make sure that you have a good list and check each site daily for any new information/reports/articles that might be useful to the project or which could be used as fodder for literature reviews.

  1. Event Planning/Coordination

Assist Assistant Project Director in setting up Track II events and conferences:
  • Set up and preparing for Track II meetings/conferences hosted by FAPS.
  • Assist with phone calls and other event logistics for meetings.
  • Assist with on-sight preparation for large event or conference.
  • Liaise with New York consulates, foreign and domestic think tanks and government officials when necessary to help set up meetings and/or FAPS-sponsored Track II meetings.

Office Management and assisting general NCAFP programs
  • Help keep office organized.
    • Make sure that supplies (printer ink, post its, binders et al.) are in stock and available for use by the Assistant Project Director and Project Director. Keep events, trip and foundation binders up-to-date.
    • Maintain FAPS electronic database. Everything from past Track II events, to foundation reports and proposals, to general research is kept on an NCAFP computer network. The information contained therein is vast and requires constant updating/organization.
  • Help with general NCAFP-sponsored events. Help NCAFP staff at their public salon and evening events. This might include greeting/checking in guests.

  • Advanced degree in International Relations, East Asian Studies or related field is a plus
  • A minimum of 3 years of high level administrative or related experience
  • Excellent written and oral communication skills
  • Quick thinker with the flexibility to quickly and creatively problem solve
  • Collaborative work style to facilitate work across departments and teams
  • Demonstrated ability to prioritize multiple, competing priorities.
  • Excellent computer skills is a must (Knowledge of MS Word , MS Excel, Internet and Outlook)
  • Availability to work overtime
  • Knowledge of Japanese, Korean or Chinese is a plus

The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy. Since 1983, CIPE has worked with business leaders, policymakers, and journalists to build the civic institutions vital to a democratic society. CIPE’s key program areas include anti-corruption, advocacy, business associations, corporate governance, democratic governance, access to information, the informal sector and property rights, and women and youth.

This internship is an opportunity to gain experience in communications, list management, media, and outreach by supporting CIPE’s communications team. CIPE’s communications team provides direction and support for CIPE-wide communications as well as program-specific outreach. As CIPE identifies new audiences and maintains contact with its existing network, crafting the right message to reach the right group remains a key objective.

Tasks, in coordination with the communications director and communications team:

  • Monitor media coverage of CIPE and CIPE’s partners and programs.
  • Create and maintain a tracking system, log and database for CIPE current media coverage.
  • Expand CIPE’s contact list(s) for traditional and new media outlets through research and information gathering.
  • Track and analyze CIPE’s media outreach.
  • Work to further develop and connect CIPE target audiences with appropriate contact lists; update lists for specific audiences (including media) to streamline outreach process.
  • Other communications and outreach tasks as assigned by the communications team, including writing, editing, and other communications support. 



Qualifications


Candidates should be enthusiastic about international development and democracy and about communications and outreach activities. An undergraduate student or young professional in communications or international studies preferred, but others are also encouraged to apply. Impeccable organizational skills are required, as well as an ability to work with a team and develop a strong strategy. Familiarity with Leadership Directories, international press and media, and media outreach preferred. Foreign language skills are desirable.

The position entails a minimum 20 hours per week during the summer at CIPE’s headquarters in Washington, DC; exact days and hours are negotiable. This is an unpaid internship, though a small stipend will be provided to cover transportation.
