Educational and Advocacy Activities
- Serve as an expert resource for public policymakers and other interested organizations on the Global Fund to Fight AIDS, Tuberculosis and Malaria and on issues identified by the President that are important for Friends of the Global Fight to pursue.
- Continue to build on Friends of the Global Fight's role as a respected and objective voice on the Global Fund and on the three diseases.
- Develop and manage a comprehensive, proactive policy agenda to pursue the organization’s priorities. This includes planning a yearlong series of activities designed to educate policymakers and allies in the global health community about the importance of strong funding for the Global Fund.
- Guide and manage Policy Department staff in the implementation of key departmental goals and initiate or supervise key tasks, including drafting letters, legislative analysis, position statements, memos, speeches and other materials necessary to accurately convey Friends of the Global Fight's positions and recommendations.
- Create, maintain and cultivate close working relationships with U.S. policymakers, their staff members, and other global health partners to educate them on the Global Fund and other issues of concern to Friends of the Global Fight.
- Collaborate with other advocacy, health and international organizations to ensure common views are advanced as effectively as possible in broader coalitions.
- Oversee the work of the Policy Department in monitoring and analyzing all public policy issues, including relevant international initiatives with respect to the Global Fund and HIV/AIDS, tuberculosis, malaria and global health in general. This includes monitoring legislative and policy activities in the White House, executive branch agencies, Congress, foreign governments and international agencies/multilateral organizations, including policies developed by the Board of Directors and Secretariat of the Global Fund.
- Work with the President, Director of Communications and Global Fund staff to identify key questions and issues that has a unique impact on the work of the Global Fund. Make proactive recommendations to the President on strategies that will help maximize U.S. government support for the Global Fund.
- Work with the Director of Communications to facilitate strong cooperation between the Policy and Communications Departments to develop strong and effective messages to support the organization’s work among policymakers, opinion leaders, and the media.
- Develop strong relationships with Global Fund staff, global health policymakers at the federal level and leaders in the international health community.
- Provide strategic guidance to the Global Fund on U.S. policy issues that affect the Global Fund or global health in general.
Leadership and Reporting
- Direct and oversee the work of the policy team, including developing priorities and budgets, coordinating policy activities, tracking timelines and budgets, and reporting on progress.
- Proactively manage the legislative agenda, analyze public policy issues and trends, and report and recommend appropriate strategies and activities by Friends of the Global Fight that will maximize support for the Global Fund.
- Provide oral and written reports to the President, staff and, if assigned, the Board of Directors on developments in public policy and the objectives and results of education and advocacy activities.
- Implement standard practices to ensure that staff activities are in compliance with appropriate ethics and grant rules.
- Supervise, mentor and review the performance of policy staff.
Qualifications
Knowledge, Skills and Abilities
- Detailed knowledge of the federal political system and federal government processes, with particular emphasis on the budget and appropriations.
- Strong knowledge of the Global Fund and global health issues generally.
- Outstanding ability to interact effectively with leaders in public policy, global health and other partners.
- Highly developed research skills to conduct original source analysis of legislative initiatives and policy development, and to articulate how these interact with the Global Fund and U.S. policies, initiatives and procedures.
- Superior analytical, oral, written and interpersonal communications skills.
- Decisiveness and diplomacy, with a strong and demonstrated ability to manage multiple priorities and projects while working as part of a team.
- Demonstrated skills in management, leadership and mentoring of a dynamic policy team.
- Dedication to improving global health through better public policy.
- Desire and ability to work well under pressure and in a fast-paced environment.
- Bachelor's degree is required. Advanced degree in Public Health, Public Administration or Law preferred.
- At least 10 years of experience working on Capitol Hill, in the Administration or in the advocacy community.
- Experience with national and/or international public interest advocacy campaigns, international affairs or demonstrated equivalent experience.
- Experience working with communications experts, policymakers and public health advocates.
- Experience directing a public health issue advocacy campaign and/or political campaign is a plus.
- Previous experience with legislative research and tracking is desirable.
