Livestock/Meat Value Chain Specialist, West Africa
We are currently seeking a Livestock/Meat Value Chain Specialist for an ongoing multiyear program in West Africa. The consultant will provide guidance to La Confédération des Fédérations Nationales de la Filière Bétail Viande des pays de l’Afrique de l’Ouest (COFENABVI AO) or translated as, The Livestock Sector Confederation of National Associations in West Africa. This professional regional organization was established by private value chain actors and focuses on key elements of livestock/meat value chain development.
Responsibilities:
Specifically, the consultant will identify and analyze the confederation and its national federation members fund raising activities; analyze membership dynamics and develop recommendations to increase membership and improve membership services; assist COFENABVI and its newly elected (delegated/hired?) permanent secretary in developing an annual work plan. To achieve this objective, the consultant will perform the following tasks:
- Develop a framework for collecting information on:
- membership at both the federation and the confederation level,
- services provided to individual members and national federations (services currently delivered to individual members and national federations and their level of satisfaction, current expectations of national federations)
- contributions that members (individual members and associations) are ready to make to federations and the confederation
- additional potential sources of revenue for the federations and the confederation.
- Review of information received.
- Conduct interviews with the national federations of Burkina Faso, Côte d'Ivoire and Mali, and COFENABVI AO’s president and three vice-presidents to complement collected information.
- Analyze and summarize information results to identify focus areas for policy decision-making and advocacy.
- Develop a strategic proposal for membership development (identification and characterization of members), organization of member services and financial resources (resource diversification for both national federations and the confederation).
- Assist the Permanent Secretary in developing a work plan for the next twelve months, based on proposed strategies.
Qualifications
Qualifications:
- Advanced degree in agriculture, livestock, agricultural economics, economics or another relevant field is required.
- A minimum of 10 years’ professional experience working with professional agricultural organizations in West Africa.
- Knowledge and experience in the livestock sector in West Africa is required.
- Demonstrated understanding of: (i) the context of agricultural development in West Africa and especially professional organizations in the livestock sector, and (ii) approaches to strategic development of agricultural organizations.
- Fluency in both French and English is required.
