The International Division of the National Center for State Courts (NCSC) is seeking expressions of interest for the position of Country Director in Port-au-Prince. The Country Director will manage an anticipated criminal justice training program to be funded by the U.S. Department of State. Qualified local candidates are strongly encouraged to apply.
The Country Director will lead the implementation of a program that will equip justice sector actors with the necessary information, materials, and skills to process cases more efficiently, thereby reducing the number of persons in pre-trial detention. The applicant should be able to demonstrate a firm understanding of Haitian law (both current and pending), as well as the obstacles impeding the efficient process of persons in Haiti’s criminal justice system and in the administration of justice in Haiti generally.

Qualifications


Competitive candidates will have:
  • Demonstrated experience working on criminal justice reform/training programs in Haiti.
  • Prior experience providing direct technical assistance and training to institutional counterparts, including the development of professional training and skills-building programs such as: oral advocacy seminars, mock investigations and trials, and orientation visits.
  • In-depth understanding of needs assessment processes, work planning, implementation scheduling, monitoring and evaluation and reporting.
  • Diplomatic demeanor; problem-solving skills; creativity; and flexibility needed to perform effectively in a fluid environment.
  • An advanced degree in law or other relevant field.
  • Fluency in French or Haitian Creole.
