Chief of Party, Haiti
ACDI/VOCA is currently seeking a Chief of Party for an anticipated Title II Development Food Aid Program in the Southeast of Haiti. This multi-year, non-emergency program will be a follow-on to ACDI/VOCA’s current Multi-Year Assistance Program (MYAP). The new program will be integrated with USAID strategies to address the underlying causes of chronic food insecurity. The program’s ultimate goal is “to reduce food insecurity, prevent malnutrition, and increase resiliency in vulnerable rural households in Haiti.” The program will focus on strengthening livelihoods, improving health and nutrition among pregnant and lactating women and children under two, and improving institutions and communities’ abilities to respond to shocks as part of the program’s early warning system.
Responsibilities:
- Under the general supervision of the Senior Managing Director, Food Security, assume overall responsibility for the USAID Title II development and or emergency funded programs and or other USG programs based in Jacmel, Haiti.
- Provide management oversight to all project components. Provide technical oversight to the livelihoods, MCHN and early warning system component as well as to the monitoring and evaluation (M&E), monetization and food distribution systems.
- Ensure quality monitoring and evaluation, including the development of a monitoring and evaluation plan. Oversee activities that relate to the baseline, mid-term and final evaluations, including coordination with other Cooperating Sponsors.
- Oversee coordination and collaboration between all ACDI/VOCA program activities within Haiti and with other future ACDI/VOCA projects to ensure that the operation is functioning as effectively as possible. Coordinate and communicate with the various stakeholders and partners involved in project implementation.
- Ensure effective finance, progress, and donor reports, compliance with donor and ACDI/VOCA regulations, and efficient utilization of program staff and resources for this component.
- Ensure that staff complete Recipient Agency Agreements (RAAs) and contracts with local organizations and ensure compliance with both donor regulations and ACDI/VOCA policies. Ensure that project partners are implementing project activities in accordance with ACDI/VOCA’s agreement with USAID.
Qualifications
Qualifications:
- Minimum of 5 years overseas managing large, multi-year USAID funded projects with multiple implementing partners
- Minimum 10 years relevant food security/livelihoods experience;
- Experience developing and managing programs related to integrated rural development with experience in Haiti or Francophone Africa is preferred
- Familiarity with commodity management best practices under P.L. 480 preferred
- Demonstrated proficiency in the field of people and project management, as well as strategic planning, sustainability and exit-strategy implementation.
- Prior experience with USAID projects, procedures, policies and reporting requirements is required; prior experience with Title II projects is highly preferred
- Effective record of building relationships with governmental organizations as well as private and community organizations is required
- Established track record of achieving results within difficult working environments is required
- Masters degree in a pertinent field (for example: social research, project management, international development, international business) is highly desirable
- Fluency in both English and French languages is required; Haitian Creole is highly preferred
