The Center for Strategic and International Studies (CSIS) is a non-profit, bipartisan public policy organization established in 1962 to provide strategic insights and practical policy solutions to decision makers concerned with global security and prosperity. Over the years, it has grown to be one of the largest organizations of its kind, with a staff of over 200 employees, including more than 120 analysts working to address the changing dynamics of international security across the globe.

Job Summary:
The CSIS Global Health Policy Center is a leading policy research institution focused on building bipartisan awareness about global health and its importance to the U.S. national security.  The Center is seeking a full-time senior staff member with substantial expertise and experience in global health, particularly HIV/AIDS and the role of multilateral organizations in addressing the epidemic, to join its public policy team. Successful applicants will contribute to the Center’s mission of creating the analytic groundwork for a U.S. strategic vision for global health, building foreign policy leadership on global public health, and incorporating health into mainstream foreign policy and national security doctrine.

Description of Duties:
  1. Conducts research as dictated by Program and contributor/donor needs.                       
II.          Supports Program activities by:
  • Contributing to the intellectual vitality of the Center by developing research projects which further the CSIS mission of policy impact.
  • Providing thoughtful, content-rich and innovative sections of proposals, publications and book chapters.
  • Managing the substantive and operational priorities of sizable projects and initiatives, including convening meetings and leading working group sessions.
  • Developing a record of scholarship that is called upon by outside sources, including the media, to provide expert advice/opinion.
  • Securing new and/or follow-on funding for projects and initiatives.
  • Working with staff to enhance research and refine proposals into affirmative public policy positions.
  • Representing the program on a national/international level and among scholars and policy leaders.
  • Authoring and publishing significant papers.
  • Leading research delegations on overseas field missions.
  • Contributing to analysis of key policy debates in Congress, the Executive Branch and among their international counterparts.





Qualifications


Skills and Experience:
  • PhD in public health or related field
  • Minimum of 15 years of relevant experience in a fast-paced, high profile organization.
  • Expert knowledge of global health policy issues, especially HIV/AIDS and multilateral organizations,, and a strong record of scholarship in the field.
  • Expert ability to write and research reports, concept papers, and proposals in a timely manner with little supervision or oversight.
  • Must possess strong communication skills, including the ability to effectively present information and respond to questions from constituency groups, media, governmental entities, and the general public.
  • A senior subject matter expert, who has extensive knowledge of both the Washington policy community, and the international HIV/AIDS policy community.  

This is a senior level position and preference will be made for individuals well known in both the public policy and global health fields.

We are seeking an experienced program officer to manage a set of fast-paced international exchange program implementation and business development activities.
 
The Seasonal Program Officer serves the GlobalConnect Division for specified periods of time of at least 2-4 weeks intermittently and for up to 6-12 months and is responsible for planning and implementing international exchange programs for youth, students and professionals funded by USG and private sector clients. In consultation with clients, the Seasonal Program Officer designs and implements U.S. itineraries for youth, business, and professional delegations, arranges meetings and training activities in Washington D.C., initiates and oversees the program content in other cities, and monitors all fiscal and administrative matters.  In addition, the Program Officer may assist with business development activities, including project conception, research, design and proposal development for USG and private sector clients.
 
Primary duties include:
 
  • developing and implementing short-term professional exchange programs throughout the U.S. for incoming international delegations, including youth groups, on a broad range of topics;
  • developing concepts and writing proposals for exchange programs for existing and new public and private sector clients;
  • working with our team to develop and implement strategies and proposals to secure financial or in-kind support from foundations, corporations and other private funders. 
 
Specifically, the program officer will:
 
  • Design and implement assigned exchange programs using guidance provided by the client. Determine what is required, balanced and appropriate content, including suitable pacing and geographic balance, for each program.
  • Coordinate the development of the program in cooperation with the client, participants, interpreters, and administrative support.
  • Oversee and monitor local programs carried out in other US cities by members of the National Council for International Visitors (NCIV) and/or other partners. 
  • Maintain open channels of communication during each program with clients, promptly informing them of all significant developments.
  • Provide supervision, guidance and professional counsel to a Program Associate, who carries out the administrative support functions.  
  • Conduct basic research and identify program resources such as relevant speakers and institutions. 
  • Design and conduct program monitoring and evaluation plans, per grant and contract stipulations. Write and submit high quality project reports to clients, meeting all deadlines.
  • Work effectively under the pressure of time constraints and the high visibility of these programs.
  • Communicate clearly and effectively in spoken and written form.
  • Manage various sizes and complexities of programs on a variety of themes.
  • Maintain well-organized paper and electronic files, tracking sheets and other project management tools to ensure all program activities are well-coordinated and flow smoothly. Meet all deadlines.
  • Insure fiscal responsibility through close supervision of project budgets and expenses, ensuring all activities and expenditures are in compliance with grants, contracts and federal regulations.



Qualifications


  • Master’s degree and five years of relevant program experience or an equivalent of education and experience.
  • At least five years experience in international education, exchanges or training programs.  Experience with USG-funded exchange programs a plus.
  • Broad knowledge of American society, culture, history, geography, economy and government; Well-informed regarding current events.  
  • Overseas study or work experience preferred.
  • Experience in a fluctuating work environment with constantly changing needs and demands; proven ability to problem solve with staff and to encourage consistent, solid performance;
  • Demonstrated ability to develop solid working relationships with overseas and domestic partners.
  • Strong organizational skills, including task and time management.  Proven ability to take responsibility, initiative, be flexible and work independently; 
  • Demonstrated ability to manage multiple tasks, coordinate activities in multiple locations, and to be responsive, meet deadlines, and act decisively in daily work;
  • Strong interpersonal skills and ability to play an active role in team environment essential;
  • Excellent written and spoken English language skills; facility in one or more foreign languages desired.
  • Strong inter-cultural communication skills. Maturity, cultural sensitivity and tact suitable for working with individuals of influence and prestige from around the world.
  • Excellent computer skills to include word processing and spreadsheet software.

GENERAL DESCRIPTION

The Program Associate (PA), under the supervision of a Program Officer, is responsible for all administrative and logistical arrangements for international visitors sponsored by the Department of State, other USG agencies, and public and private-sector clients from the U.S. and overseas. The PA assists the Program Officer in planning and handling all administrative, logistical and financial aspects related to the implementation of programs, including making travel, hotel and ground transportation arrangements; preparing program books and other materials relevant to the visit; interacting and coordinating with all individuals and organizations involved in the program in DC and other cities; and coordinating with visitors.  The PA also autonomously implements all logistical and administrative aspects of journalist tours sponsored by the Office of Broadcast Services and the Foreign Press Center.
Specific Duties and Responsibilities
  1. Project Implementation
  • Communicate with sponsor agency and/or program participants to relay program developments and carry out the following duties:
  • Arrange international and domestic travel, hotel accommodations, ground transportation, and other logistical aspects of each program
  • Prepare security documents for entrance into USG buildings
  • Prepare DS2019 documents for J-1 visa applications, as required
  • Arrange accident and health insurance
  • Draft biographical information documents
  • Coordinate program logistics with local partners for programs outside of Washington, DC;
  • Arrange all program logistics including, but not limited to, international and  domestic flights, ground transportation, hotel accommodations, room rentals, luncheons and receptions;
  • Plan and manage luncheons, receptions, business briefings or special events;
  • Prepare detailed program books for the projects under implementation, welcome packets, briefing books and any other necessary program-related documents;
  • Arrange for translation of program documents and translation equipment;
  • Assist Program Officer with program openings by briefing incoming visitors, English Language Officers and interpreters on per diem disbursements, insurance, and hotel and travel arrangements;
  • Act independently to solve any logistical or administrative problems that arise.
           II.       Financial Management and Accounting
  • Manage and disburse funds authorized in the budget and related contract: per diem, cultural allowance, return travel allowance and travel advances for participants, interpreters and English Language Officers
  •  Manage all program expenses and invoices within the proposed budget including travel expense reimbursements for visitors, interpreters and English Language Officers
  • Reconcile final accounting and prepare final budget for invoicing to the satisfaction of the Meridian Finance Department and as stipulated in the grant from the sponsor agency
  • Maintain key documents within the permanent file, and prepare the file for storage
  • Reconcile monthly American Express and Visa credit card statements to the satisfaction of Meridian’s Finance Department



Qualifications


  • Undergraduate degree in International Relations, Political Science, Business, or related field;
  • Capacity to handle multiple projects simultaneously;
  • Administrative experience;
  • Effective oral and written communication skills, tact and sensitivity to foreign cultures;
  • Ability to work independently, accurately and under pressure;

Position Summary
The Office Manager will provide administrative assistance to Johannesburg, South Africa office staff. He/she will be responsible for office reception, various clerical duties, and will operate as the first point of contact for all general inquiries to the Johannesburg office.
 
Some Duties and Responsibilities
  • Represent the organization as the first point of contact competently and professionally
  • Maintain organized and accurate records of the Johannesburg office’s finances, including the submission of payment requests for general invoices, publication payments, and expense reports
  • Reconcile petty cash and American Express accounts
  • Act as liaison for IT troubleshooting and office equipment setup
  • Act as liaison to outside vendors
  • Assist with setup for new staff members to ensure smooth orientation
  • Answer phone calls and direct inquiries to appropriate staff
  • Distribute incoming mail and faxes to recipients promptly
  • Address general mail deliveries for the Johannesburg office, including invoices, requests for information, etc.

Qualifications


Minimum Qualifications
  • Associate’s degree in management, business, or related field; Bachelor’s degree preferred

  • Strong ability to communicate effectively in English both verbally and in writing
  • Experience performing administrative tasks in an office environment
  • Advanced level proficiency in Microsoft Office Suite
  • Must demonstrate attention to detail and produce error free work in a fast paced environment
