The Vice President, Technical Leadership, Innovation & Program Policy, is responsible for the strategic direction for programs and research initiatives. The Vice President leads the development, articulation, and implementation of a comprehensive scientific and technical program strategy for advancing EngenderHealth's mission at the global, country, and local levels including the implementation of the organization's technical innovation, thought leadership, and research agenda. The Vice President partners with the President/CEO in serving as a spokesperson and representative of the organization on technical and program policy issues. As a member of the Senior Leadership Team, the Vice President works to ensure organizational support for effective program strategy and technical excellence. Scientific and Technical Leadership: Lead the development of a technical policy, research and program innovation agenda to advance EngenderHealth's leadership in global sexual and reproductive health and rights. Develop and guide an effective knowledge management program that supports and facilitates the collection and dissemination and use of knowledge to field programs, the national and international public health and sexual and reproductive health communities. In partnership with the VP Program Management and VP External Affairs, contribute to the development of domestic and international public policy and advocacy strategies to advance EngenderHealth's ability to expand effective program implementation. Direct the development and dissemination of technical publications that document EngenderHealth's experience and provide technical, programmatic, and policy guidance to the global health community. Lead and coordinate representation and advancement of EngenderHealth in key scientific and technical communities and forums. Provide all global and country program teams with timely high quality technical guidance. Serve as liaison to the Programs Committee of the Board of Directors. Program Strategy Leadership: In partnership with VP Program Management, provide guidance for implementation of technical policies and strategies into program practice. Lead the ongoing refinement and articulation of the scientific and technical program policies and strategies for advancing EngenderHealth's mission at the global, country, and local levels. Communicate technical policies and strategies across all levels and functions of the organization. Monitoring and Evaluation: Oversee the development of program and technical metrics required to foster a "culture of evidence" and provide data to support policy and strategy direction. Lead the development of an organization-wide monitoring and evaluation strategy and structure to meet reporting requirements and document program results and impact. In partnership with the VP Program Management and VP External Affairs, develop evaluation tools to guide effective program implementation and communication of results to internal and external audiences. Supervision and Management: As a member of the Senior Leadership Team, contribute to effective organizational management at all levels, stewarding donor resources, fostering accountability, integration and partnership across the organization. Attract, develop, supervise and support the performance of a team of highly-qualified professionals at the headquarters, global, and country levels to successfully execute EngenderHealth's technical policy and innovation, knowledge management, monitoring and evaluation, and research functions and ensure quality of EngenderHealth's technical programming at all levels of the organization. Partner with the VP External Affairs to enhance and improve resource mobilization by defining an innovative and proactive strategy reflecting EngenderHealth's technical leadership. Work cross-functionally to develop systems that ensure consistent, high-quality technical program and research management. QUALIFICATIONS: M.D. or PH.D in a relevant field. Extensive practical experience implementing public health initiatives in a global context. A well- recognized, respected and published authority in the field of sexual and reproductive health and rights and demonstrated capacity to direct and advance a scientific, technical, and program innovations agenda. Well established networks and relationships in professional communities that can be leveraged to support the achievement of EngenderHealth's mission. Developing country experience and ability to demonstrate cross-cultural sensitivity and an understanding of local health systems, challenges and opportunities. JSI is seeking a Program Officer, Latin America in Arlington. The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) contract for USAID as part of the President's Emergency Plan for AIDS Relief. SCMS strengthens or establishes secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, we assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them. Overall responsibilities: The Program Officer (PO) is a member of the Field Program Support Team at the SCMS Program Management Office (PMO) based in Arlington, Virginia. He/she is primarily responsible for providing operational back-stopping support to assigned field offices. The PO serves as a key liaison between the assigned field offices and the PMO on all operational matters: planning, budgeting, financial management, monitoring and evaluation, technical assistance, knowledge management, reporting, and contract management. The PO supports the Regional Program Manager at the PMO, and the Resident Logistics Advisor in the field offices in implementing the aforementioned functions according to SCMS processes and standard operating procedures. The PO also supports the Global Program Manager (GPM) and Technical Director, System Strengthening to identify best practices in the field as well as with the application and integration of best practices in the assigned field programs. Additionally, the PO backstops field offices in the provision of technical assistance and support of commodity procurement activities, in coordination with the Field Procurement Advisor. The PO also fosters and ensures effective communication and information-sharing between the field offices and the PMO, between field offices within the region, and between field offices and SCMS clients. Specific responsibilities: 1. Operational support to the RPM/PMO and RLA/Field Office: Planning, Budgeting, Monitoring, Financial Management and Reporting. Support the RPM and RLA in assigned field programs with strategic and work plan development and management as well as budget development; Monitor and track the implementation of work plans by reviewing and contributing to monthly and quarterly reports from field offices; Coordinate and organize communications between the field office and PMO-based functional units and specialists; Monitor expenditures; Develop monthly financial reports and analyze budget pipelines; In concert with the managing partner home office, ensure that assigned SCMS field offices follow SCMS and managing partner standard operating procedures; Monitor and support timely development and/or completion of reports as needed and requested by the RPM and RLA; Ensure a strategic approach is taken to budgeting commodities and using countries' approved supply plans. Capacity- building and Technical Assistance: Support the RPM and RLA in identification of skills and knowledge capacity gaps and arrange and contribute to the appropriate training of field office staff; Support RPM and RLA to develop scopes of work, identify appropriate technical assistance providers, and ensure that required USAID travel concurrences; Coordinate with the Technical Assistance Coordinator to ensure short- term technical assistance (STTA) providers traveling to countries of responsibility receive appropriate briefings and deliverables are completed; Coordinate with the Technical Assistance Coordinator to ensure the timely submission of trip reports, technical deliverables and expense reports in order to effect consultant payments; Review technical deliverables and provide feedback. Integrate technical recommendations into the country work plan, in coordination with the RPM and RLA; Approve STTA providers' expense reports following receipt of trip reports. Contract Management: Assist RPM and, as needed, in providing budget estimates for new initiatives; Coordinate subcontractor budget development. Procurement Support: Collaborate with Field Procurement Associates regularly to obtain updates and monitor fulfillment of clients' orders; Monitor the translation of supply plans to orders, ensuring that action is taken on approved plans; Collaborate with staff from other units to find solutions to complex procurement issues and track the progress of contracts. Knowledge Management and Communication: Maintain and manage electronic country program files, including system registration forms, technical reports, contract deliverables, and other key documents; Assist the RPM, as necessary, with communication to the field office regarding policies, procedures, and other technical and administrative notices; Foster effective communication between the field office and the PMO, among field offices, especially in the region and between field offices and SCMS clients; Participate in the annual performance reviews of field program staff related to their work in countries of responsibility. 2. Support to the GPMs and Technical Director, System Strengthening: Contribute to developing, planning and implementing appropriate technical, procurement and program management elements; Actively participate in monitoring global program activities to ensure they are on schedule, meet program quality criteria, and yield expected results; Assist in the assessment of and facilitate best practices information-sharing between SCMS field offices; Organize technical briefings and presentations concerning SCMS project activities for officials of USAID and other organizations. 3. Support to Internal and External Clients: Inform internal business performance improvement and client management initiatives; Manage and maintain effective relationships with US-based clients, as appropriate; Coordinate with USAID/Washington on financial issues, and respond to financial questions from USAID missions; Maintain regular communications with USAID/Washington and others on specific topics related to field office activities; Travel internationally to conduct technical and management visits to field offices; Carry out other relevant program tasks, as assigned by the Global Program Manager. QUALIFICATIONS: Master's degree or equivalent work experience plus at least three years' experience working in the field of international health, HIV/AIDS, supply chain management, health logistics, or international development. At least one year of experience in project/ program administration. Experience working in a developing country highly desirable. Experience with work planning and budgeting. Strong organizational and analytic skills. Capacity to work independently and take initiative on one's own. Ability to manage multiple tasks within tight deadlines and prioritize effectively, while delivering high quality work. Excellent written and verbal English & Spanish language skills. Strong interpersonal and presentation skills. Ability to work comfortably with Microsoft Office software, specifically Word, Excel, and PowerPoint. Knowledge of Microsoft Project helpful. Identify opportunities for synergy and inter-sector collaboration, and introduce innovative ideas and approaches. Overall management of HIV/AIDS sector programs and budget and responsible for monitoring program progress. Prepare Annual Operation Plan and budget. Ensure that the HIV/AIDS program is in compliance with all relevant administrative and financial policies and procedures. Ensure technical leadership across programs to ensure HIV/AIDS program implementations are of the highest standard. Develop appropriate HIV/AIDS advocacy strategies/ targets at local and national level; advocating for reforms that minimize risk of infection for women and children in Bangladesh. Ensure appropriate training and capacity building activities to support high quality program implementation at field sites. Ensure that Save the Children has effective and appropriate representation on national, regional and international HIV/AIDS related forums and participate in/contribute to conferences, workshops and meetings that will enhance programs. Establish and maintain professional relationships with government ministries and departments, UN agencies, and NGOs involved in Health and Nutrition sector. Represent HIV/AIDS sector at the Asian and Global Program Learning Group meetings. Ensure good practices by supporting strong M&E mechanisms. Ensure that sub-grantee monitoring tools and systems are in place. Identify and carry out operational research related to HIV/AIDS. Ensure the timely submission of all program reports. Assist with recruitment of staff. Supervise team and provide necessary guidance. Establish key roles in management and implementation of Global Fund Initiative programs. REQUIREMENTS: Master's degree in Public/ International Health essential. Diploma/ Certificate or training in Health Management, Program Management desirable. Minimum 10 years working experience in the field of public health with at least 5 years' experience in senior management position. Program design and implementation experience in either the HIV AIDS field (preferred) or development and implementation of behavior change programs for target populations in the health sector. Knowledge and techniques of staff and financial management essential. Advanced knowledge of HIV/AIDS sector policy and programs, the situation of HIV/AIDS in the country, clear understanding of government policy as well as donor perspectives on HIV/AIDS sectoral issues desirable. Excellent leadership, advocacy and interpersonal skills with expertise in program and staff management and capacity development. Technical skills in program design, supervision, monitoring, evaluation and research. Excellent English language oral and written communication skills. Provide strategic leadership to the program design, management, implementation and coordination of relief/ recovery activities for the World Vision HARD programs. REQUIRES: Postgraduate qualification in humanitarian affairs or international relations, social sciences or a related field. Technical qualifications in public health, food security or commodities management is an advantage. Experience in management and knowledge of accounting methods and procedures. Clear understanding of the functioning of major UN agencies, international donors and governmental agencies in their respective programs, approaches and standards. Ability to relate and represent WV to these major program partners, in a professional manner.
