CHIEF OF PARTY, HIV/AIDS BANGLADESH 

Save the Children is seeking a Chief of Party, HIV/AIDS for the Bangladesh County Office who will lead the HIV/AIDS sector program. S/he will be responsible for the overall quality and impact of the program and will lead the development of HIV/AIDS sector policies and strategies, design of new programs, advocacy and fund raising, networking with key stakeholders including Government, NGOs, national and regional forums and representation of the country office at various levels. S/he will play a key role in designing HIV/AIDS partnership strategies, building diversified collaborations and networking with key players at national levels. The COP is also responsible for ensuring that Save the Children fully meets its obligations under the grant agreement with the Global Fund. Responsibilities: Provide leadership in formulating the vision for long term strategic planning in HIV/AIDS sector programming in Bangladesh. Take lead role in planning and designing of HIV/AIDS sector programs. Identify needs and opportunities for potential programs. Design and develop project proposals and seek funding. Identify opportunities for synergy and inter-sector collaboration, and introduce innovative ideas and approaches. Overall management of HIV/AIDS sector programs and budget and responsible for monitoring program progress. Prepare Annual Operation Plan and budget. Ensure that the HIV/AIDS program is in compliance with all relevant administrative and financial policies and procedures. Ensure technical leadership across programs to ensure HIV/AIDS program implementations are of the highest standard. Develop appropriate HIV/AIDS advocacy strategies/ targets at local and national level; advocating for reforms that minimize risk of infection for women and children in Bangladesh. Ensure appropriate training and capacity building activities to support high quality program implementation at field sites. Ensure that Save the Children has effective and appropriate representation on national, regional and international HIV/AIDS related forums and participate in/contribute to conferences, workshops and meetings that will enhance programs. Establish and maintain professional relationships with government ministries and departments, UN agencies, and NGOs involved in Health and Nutrition sector. Represent HIV/AIDS sector at the Asian and Global Program Learning Group meetings. Ensure good practices by supporting strong M&E mechanisms. Ensure that sub-grantee monitoring tools and systems are in place. Identify and carry out operational research related to HIV/AIDS. Ensure the timely submission of all program reports. Assist with recruitment of staff. Supervise team and provide necessary guidance. Establish key roles in management and implementation of Global Fund Initiative programs. REQUIREMENTS: Master's degree in Public/ International Health essential. Diploma/ Certificate or training in Health Management, Program Management desirable. Minimum 10 years working experience in the field of public health with at least 5 years' experience in senior management position. Program design and implementation experience in either the HIV AIDS field (preferred) or development and implementation of behavior change programs for target populations in the health sector. Knowledge and techniques of staff and financial management essential. Advanced knowledge of HIV/AIDS sector policy and programs, the situation of HIV/AIDS in the country, clear understanding of government policy as well as donor perspectives on HIV/AIDS sectoral issues desirable. Excellent leadership, advocacy and interpersonal skills with expertise in program and staff management and capacity development. Technical skills in program design, supervision, monitoring, evaluation and research. Excellent English language oral and written communication skills. High standard of skills in process facilitation and coordination. Excellent presentation skills, including policy briefings. Bagla language skills desirable. Employee Type: Full Time Regular.
