The International Center for Transitional Justice (ICTJ) is an international non-profit organization specializing in the field of transitional justice. ICTJ works to help societies in transition address legacies of massive human rights violations and build civic trust in state institutions as protectors of human rights.
 
PRIMARY FUNCTION/PURPOSE:
The ICTJ seeks a Brussels-based EU Affairs Manager for a six month maternity leave replacement. The EU Affairs Manager will handle fundraising, grants management, and advocacy with the EU, and assist with other selected European organizations and governments. The EU Affairs Manager will report directly to the Director of Development.

RESPONSIBILITIES:  
  1. Interact with EU institutions to ensure that transitional justice goals are included in relevant EU policies and actions.
  2. Identify opportunities for the financial support of the European Commission and other selected European institutions and governments, and advocate for the ICTJ to receive such support as feasible.
  3. Support colleagues in writing proposals with budgets and reports for the EU and other donors, as needed.
  4. Work with program staff based throughout the world to gather or edit the substantive information in proposals and reports.
  5. Coordinate implementation of EU-funded projects in accordance with pertinent procedures.
  6. Ensure efficient communication internally and externally related to such projects.
  7. Oversee efficient EU grant administration.
  8. Actively participate in relevant EU-focused NGO partnerships and networks (EPLO, HRDN, etc.).
  9. Work with other ICTJ staff on cultivation events and other activities as needed.
  10. Participate in the overall production of ICTJ proposals and reports and the undertaking of other tasks as needed. 



Qualifications


Education:  Bachelor’s degree required; post-graduate degree is highly desirable.
Experience: At least 3 years of relevant work experience at a professional level. Experience in EU affairs and EU programming and funding, particularly of the European Instrument on Democracy and Human Rights.
Related Skills or Knowledge: 
  1. Experience raising funds for human rights and/or international programs preferred.
  2. Ability to work effectively with internal and external constituencies, including individuals of influence and affluence.
  3. Excellent written and oral communications skills in English and French required, one of which should be to mother-tongue standard. Must be able to explain complex issues and be able to communicate effectively with people from other cultures.
  4. Experience with proposal writing and budget planning is a necessity.
  5. Experience in grants administration, especially EU grants.
  6. Close attention to detail and ability to meet deadlines.
  7. Ability to prioritize work and manage multiple tasks.
  8. Proficient with the use of computers, including MS Office Applications, and donor databases is highly desirable.
  9. Willingness to travel occasionally.
