SUMMARY
All Native Incorporated is seeking applicants in the position of Project Officer to support our contract with The Middle East Partnership Initiative at the Department of State. The Project Officer works in in the Policy and Programming Division (PP), Office of the Middle East Partnership Initiative (PI), Bureau of Near Eastern Affairs (NEA) and is responsible for the development, implementation, budgeting and management of high-level USG foreign policy initiatives and projects that contribute to political, education, and economic reform, and the empowerment of women and at-risk youth in the Middle East and North Africa. The Project Officer works as a member of a synergistic team responsible for bilateral and multilateral efforts to promote these objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Serves as an action officer on projects and initiatives that support USG reform policies with a primary focus on the areas of economic reform and entrepreneurship within the assigned area of responsibility
- Identifies, initiates and develops strategies to implement all assigned projects to ensure that they achieve established objectives
- Works with Bureau, Department, interagency officers and NGO contacts
- Utilizes expertise to analyze, on a qualitative and/or quantitative basis, the effectiveness of project-related operations in meeting established Bureau, office, and USG foreign policy goals and objectives, recommending changes or follow-up, as appropriate
- Proactively ensures that information included in the MEPI Database is accurate and up-to-date, by inputting, uploading and revising programmatic data related to ongoing and inactive awards
- Performs assigned Project Officer duties, including reviewing and taking action on implementer quarterly performance reports (QPR) within 30 days of their submission
- Evaluate award burn rates; reviewing indicator data and work plan progress
- Recommend action if performance issues are flagged, and ensure that project descriptions are accurate and current on at least a quarterly basis
- Analyzes information and project performance data and proposals, prepares reports, drafts project proposals, memos, and other documents for senior officers
- Manages and oversees other office-managed projects and initiatives, as required
- Anticipates, identifies and analyzes opportunities for and constraints on the advancement of bilateral and multilateral foreign policy objectives addressed through a full range of strategies/objectives
- Drafts papers and briefing memoranda for senior officials on policy and/or projects
- Prepares senior Department officials for bilateral and multilateral meetings involving MEPI and other USG programs
- Monitors educational, economic, political, social, media, and cultural trends and developments in the Middle East and North Africa
- Assists in developing projects and strategies to meet U.S. foreign policy goals and objectives
- Initiates and evaluates research, identifying data which might directly impact policy and project objectives.
- Serves as a key interlocutor and communicates with a full range of stakeholders, including posts, other NEA and Department bureaus/offices, government agencies, non-governmental organizations (NGOs), foreign publics and media, and, as appropriate, Congressional or legislative committees and staffs
- Initiates, formulates, and conducts project negotiations with stakeholders.
Qualifications
SKILLS, QUALIFICATIONS AND EDUCATION
- Master’s degree in international affairs, Middle East studies, political science, public administration, or other relevant fields preferred. Bachelor’s degree required.
- Arabic language skills are a plus, but not required.
- Flexible team-player with a client-focused orientation, attention to detail, and the ability to exercise sound judgment in a politically sensitive environment.
- Strong communication skills- verbal, written and ability to negotiate
- Strong knowledge of USG foreign & reform policies
- Strong knowledge of Microsoft Office programs and applications to include database management
- Ability to research and analyze data
- Demonstrated ability to manage projects and people
OTHER REQUIREMENTS
- Must be a U.S. Citizen able to obtain a secret security clearance.
- A current Secret Security Clearance is preferred (ability to obtain an interim clearance is acceptable).
