District Stability Framework Advisor/Instructor Position  
Development Transformations (DT) seeks a District Stability Framework (DSF) Advisor to serve as an instructor/advisor on a mobile stability training team domestically and internationally on behalf of USAID. The DSF Advisor will report to DT’s Director of Stabilization Programming. The work will primarily be conducted at military bases across the US but might also include work based abroad, such as in Afghanistan or Germany.  
Primary duties include: serving as a DSF instructor, facilitating classroom exercises and role plays, developing and designing scenarios for classroom and field exercises and providing tactical and/or field-based population-centric stability advice.  For more information on the DSF Program see http://www.usaid.gov/our_work/global_partnerships/ma/dsf.html
Responsibilities:
Advisory

• Provide tactical and/or field-based population-centric stability advice and mentoring to military staff, subordinate units, and civilian practitioners during academic and practical field-based exercises;
• Provide planning and strategic-level advice related to stability operations and/or stabilization programming.

Training/Instruction

• Serve as an instructor on a mobile stability training team domestically and internationally on behalf of USAID;
• Facilitate classroom exercises, role play scenarios, and other hands-on activities to reinforce learning;
• Provide instruction on the DSF curriculum to U.S. Government officials and other civilian personnel;
• Provide instruction related to the DSF curriculum to military personnel (primarily regiment, battalion, company, platoon levels);
• Participate in curriculum development, design, and implementation related to DSF.

Scenario Development/Scripting

• Develop, design, and script scenarios for classroom and field exercises pertaining to root causes of instability;
• Manage other instructors, role players, and other staff on exercise site as necessary;
• Coordinate with multiple agencies to synchronize training objectives and desired effects;
• Formally evaluate training participants on their execution of the DSF and stability-related activities.

Qualifications

---

• Masters degree (or Bachelors with relevant experience) in international relations, conflict resolution, community development, or a similar discipline;
• 5+ years of overseas program/project management experience in unstable environments with USAID, Department of State, international organizations, NGOs, or other civilian entities;
• Demonstrated civilian-military experience required;
• Excellent spoken and written English and public presentation skills required;
• Willingness to travel and work in remote areas and under difficult circumstances;
• Experience in Afghanistan, Iraq, or other conflict zones preferred.

IBTCI (International Business & Technical Consultants, Inc.) is seeking a Somali-speaking M&E Director for our five-year USAID Monitoring & Evaluation Program for Somalia (MEPS).  The goal of this five-year program is to provide USAID with information and analysis on the progress of USG-assisted activities in Somalia and the extent to which these activities are contributing to improving the quality of life of citizens of Somalia and Somalia’s overall stabilization.  Our project has three major goals:

• To support the development of Performance and Monitoring Plans , qualitative data-collection by implementing partners (IPs) and the maintenance of an electronic clearinghouse to help manage and plan activities more effectively;
• To help provide USAID/Somalia with field-based information and verifications on the status and progress of activities being undertaken by USAID's IPs;
• To conduct nation-wide evaluations and assessments of the progress toward stabilization in Somalia.

M&E Director Responsibilities:
The M&E Director will report directly to the MEPS Chief of Party.  Primary responsibilities involve the direct supervision of all MEPS programmatic activities, including :

• The oversight of all verification activities in the field, conducted through Somali Third Party Monitoring agents, to ensure their timely and professional deployment of verifications, as well as the analysis of findings;
• The development IP Monitoring and Evaluation Plans based on best practices, through on-going technical assistance and support to IP M&E and management teams, in close coordination with the donor; 
• The completion, efficient management and use of the USAID-Somalia Clearinghouse;
• Supervision and /or technical support to MEPS assessments activities throughout the life of the program;
• Production of reports or newsletters related MEPS or IP activities
• Providing technical and practical recommendations on the development and deployment of assessments, evaluations and monitoring activities;
• Conduct M&E related trainings for USAID, IPs, Third Party Monitors or other stakeholders whenever required;
• Carrying out other activities as may be directed by the Chief of Party.

The position is based in Nairobi with frequent travels to Somalia required (security permitting).

Qualifications

• Minimum of five years of experience working at a senior technical and/or management level with a significant focus on Monitoring and Evaluation of activities ;
• Fluency in Somali and English;
• Strong familiarity with the Somalia’s current socio-political context;
• Implementation experience in Somalia or other fragile, conflict, or post-conflict settings;
• Strong written, communication and inter-personal skills.

Highly desirable:

DAI seeks a Chief of Party (COP) for an anticipated five-year, USAID-funded Human and Institutional Capacity Development (HICD) program in Rwanda, which intends to strengthen institutional and human capacity in targeted government institutions and civil society organizations.  The program will increase performance of government institutions and civil society organizations in a sustainable manner which improves Rwanda’s overall development outcomes.  The program is expected to begin in the first part of 2012.
Responsibilities:
The COP will be responsible for overall project management, including field team mobilization and leadership; development and implementation of work plans, operational budgets and performance monitoring plans; coordination with the USAID mission, government officials, other donors and partner organizations, and ensuring achievement of project results and objectives. The COP will supervise key project staff and ensure compliance with DAI policies and USAID rules and regulations. The position will be based in Kigali.

Qualifications

• At least five (5) years experience as Chief of Party or Team Leader for HICD or capacity development programs.  At least fifteen (15) years of HICD, integrated capacity development programming and/or training experience is essential. 
• Graduate degree in development-related field.
• Previous experience in managing complex, donor-funded programs with multiple counterparts in developing countries, particularly in post conflict environments.
• Proven track record of providing technical assistance to government officials at the national level.  Demonstrated experience working with senior host-country counterparts.
• HICD, ISPI (International Society for Performance Improvement) or Performance Technologist Certification is required.
• Excellent analytical skills.
• Prior experience in Africa, particularly Francophone, is preferred but not required.
• Excellent written and oral English communication skills.  Fluency in French is preferred.
