Gender Advisor, Jordan 
We are currently seeking Gender Advisor candidates for an upcoming five-year USAID-funded  project in Amman, Jordan, focused on building industry competitiveness, improving the business policy environment, developing the workforce, and improving access to finance for the ICT, biotech, and clean-technology sectors. The position is contingent upon ACDI/VOCA being awarded the program.
Responsibilities
  • Collaborate with program management and personnel to integrate gender throughout the program cycle and program operations.
  • Oversee and coordinate all gender-related activities of the project.
  • Oversee a project analysis of gender relations, issues and constraints at the productive, reproductive and community levels.
  • Lead the development of a project gender strategy and integration plan with recommendations on integrating gender into the program design, implementation, monitoring, evaluation, organizational structure and operations.
  • Ensure that grants awarded under the project’s Competitiveness Partnership Fund promote gender equality and equity.
  • Assess gender dynamics in the targeted clusters and value chains and work on addressing barriers to improving the participation of men and women.
  • Assess current labor policies and identify constraints impacting workforce development and employment.
  • Prepare and/or assist in the preparation of reports, success stories and other documents to USAID, the government of Jordan, ACDI/VOCA headquarters and other partner organizations.
  • Assist in the development of operational manuals to ensure gender equity and sensitivity in manual content and presentation.
  • Prepare and conduct trainings on gender and monitoring and evaluation topics for staff and beneficiaries.
  • Provide technical assistance to ACDI/VOCA staff members and partner organization staff in the use and management of monitoring and impact assessment tools as they pertain to gender issues and concerns.
  • Collaborate with local women’s groups, gender-focused organizations and institutions, and other local or international groups that are implementing similar gender-related activities.



Qualifications


  • Master’s degree or higher in relevant technical field (e.g., sociology, communications, advocacy in business and economic-growth sectors, etc.) and at least five years of relevant experience; or a bachelor’s degree in relevant technical field with eight years of experience.
  • Relevant experience in providing leadership and managing highly complex technical interventions.
  • Extensive work experience in the MENA region, ideally in Jordan.
  • Strong writing and oral presentation skills.
  • Excellent English is required and Arabic is desirable.

World-Class Workforce Component Leader, Jordan
We are currently seeking World-Class Workforce Component Leader candidates for an upcoming five-year USAID-funded  project in Amman, Jordan, focused on building industry competitiveness, improving the business policy environment, developing the workforce, and improving access to finance for the ICT, biotech, and clean-technology sectors. The position is contingent upon ACDI/VOCA being awarded the program.
Responsibilities:
  • Establish Centers of Excellence matching the skills of the Jordanian workforce with the skill sets needed in the JCP target sectors.
  • Assist in the design of university curricula in targeted sectors that match market demand.
  • Establish a National ICT Excellence Center to increase workforce competitiveness in the ICT field.
  • Increase the number of high quality courses on entrepreneurship, innovation and competitiveness in Jordanian universities in targeted sectors.
  • Develop a minimum of two strategic GDAs that promote economic growth in Jordan.



Qualifications


  • Master’s degree or higher in respective technical or business/financial fields and at least eight years of relevant experience; or a bachelor’s degree in related technical field with 10 years of experience.
  • Relevant experience in providing leadership and managing highly complex technical or financial interventions.
  • Experience relevant to cross-cutting program issues, including gender, youth and mitigation of geographically oriented wealth disparities.
  • Strong writing and oral presentation skills.
  • Excellent English is required and Arabic is desirable.

Access to Finance Component Leader, Jordan
We are currently seeking Access to Finance Component Leader candidates for an upcoming five-year USAID-funded  project in Amman, Jordan, focused on building industry competitiveness, improving the business policy environment, developing the workforce, and improving access to finance for the ICT, biotech, and clean-technology sectors. The position is contingent upon ACDI/VOCA being awarded the program.
Responsibilities:
  • Support increased access to debt financing for medium-term lending and working capital.
  • Work with local and international development partners to assist banks in better serving the needs of SMEs and start-ups, establishing a niche that is focused on serving the project’s target clusters.
  • Provide technical and grant assistance to strengthen local capital funds in the project’s targeted sectors. 
  • Establish local networks that will coordinate with cluster members to provide a flow of ideas that potentially results in investments. 
  • Support increased capacity of start-ups and SMEs to produce the financial documents and business plans required to attract increased lending and equity investments. 
  • Assist with the start-up and implementation of a local credit bureau.



Qualifications


  • Master’s degree or higher in respective technical or business/financial fields and at least eight years of relevant experience; or a bachelor’s degree in related technical field with 10 years of experience.

Supportive Enabling Environment Component Leader, Jordan
We are currently seeking Supportive Enabling Environment Component Leader candidates for an upcoming five-year USAID-funded  project in Amman, Jordan, focused on building industry competitiveness, improving the business policy environment, developing the workforce, and improving access to finance for the ICT, biotech, and clean-technology sectors. The position is contingent upon ACDI/VOCA being awarded the program.
Responsibilities:
  • Support the government of Jordan (GOJ) in developing a National Innovation Policy, with a particular focus on cluster development in the targeted sectors, in partnership with members of the public, private sector, academia and civil society. 
  • Support implementation of a coordinated and effective public-private effort to attract international investment.
  • Provide assistance to the GOJ to ensure that business incentive programs and trade promotion efforts are streamlined and transparent. 
  • Provide limited trade capacity building assistance to the GOJ to support accession to the Patent Cooperation Treaty and Madrid Protocol, ensuring that the GOJ fulfills its commitments in the U.S.-Jordan Free Trade Agreement.
