The International Programs Division of the National Center for State Courts (NCSC) is seeking expressions of interest from qualified Chief of Party candidates for the anticipated five-year, Supporting Access to Justice, Fostering Equity & Peace (SAFE) Program to be funded by USAID in Uganda.
The Chief of Party will lead a program that seeks to improve access to justice and enhance peace and reconciliation with a focus on strengthening land administration, improving dispute resolution mechanisms, and promoting reconciliation in areas prone to conflict. The Chief of Party will manage a diverse team that will provide technical assistance, training, and grants management to accomplish program objectives throughout the country.
The position is based in Kampala with anticipated travel to remote regions of the country.

Qualifications


Competitive applicants will have:
  • 10 or more years of experience managing complex international development programs with a specialization in Conflict Prevention, Reconciliation and Post-Conflict Stabilization programs, Access to Justice, Land Rights, and Legal Empowerment programs. Experience in Sub-Saharan Africa/Great Lakes region is strongly preferred.
  • Subject matter expertise and practical experience working with access to justice and conflict prevention issues including land administration and land dispute resolution mechanisms; work with informal justice systems; or consolidation of conflict prevention, peace and reconciliation initiatives.    
  • Demonstrated ability to establish and maintain productive working relationships with host-country counterparts and donor representatives in a highly collaborative and fluid environment.
  • Experience with grant-making iniatives supporting the work of  civil society organizations.
  • Successful experience managing large teams.
  • Diplomatic demeanor, problem-solving skills, creativity, and flexibility needed to perform effectively in challenging environments.
  • Excellent verbal and written communications skills. 
  • An advanced degree in relevant fields such as Law, Conflict Resolution/Mitigation, Public Administration, International Relations, or Political Science.

Position Summary:
The Associate Program Manager (APM) provides a broad range of support in the implementation of the Global Innovation through Science & Technology (GIST) Initiative including but not limited to: managing, growing and maintaining the GIST virtual network including technical management of the website, identifying content partners, implementing online educational webinars for the network members, growing the online communities of GIST.

The GIST Initiative is supported by the U.S. Department of State and implemented by CRDF Global. GIST is one of the primary science and technology initiatives proposed by U.S. President Barack Obama during his 2009 Cairo speech. The GIST initiative delivers top value to promising entrepreneurs through its competitions, online platform, comprehensive online and offline training programs and its university industry partnerships.

The APM will work closely with the Program Manager to implement the key deliverables for the GIST Initiative, in particular, those related to the expansion of the online presence and visibility of the key program components such as Technology idea competition, business plan competition, and online communities. The APM will also provide support on contracting experts, mentors and advisors for the scheduled activities, training programs and events.

MAJOR RESPONSIBILITIES
  • Prepares, for projects and activities, task plans, statements of work, project metrics, schedules, deliverables, work budgets; and prepares and submits proposed modifications if necessary.
  • Managing, growing and maintaining the GIST virtual network including technical management of the website, identifying content partners, implementing online educational webinars for the network members, and growing the online communities of GIST.
  • Assist with contractors’ and scientific reviewers’ recruitment; develops statements of work, schedules, and deliverables; negotiates budgets; coordinates business reviews if appropriate; tracks status of work progress and expenditures; conducts site visits when appropriate; reviews and approves deliverables; and initiates payment process.
  • Manages project and activity execution in accordance with approved plan; provides technical oversight and guidance on project execution; tracks progress; conducts on-site reviews if appropriate; identifies challenges hindering implementation and proposes solutions; reviews project reports and/or other deliverables; monitors expenditures against budget; approves payments when appropriate; and initiates payment process.
  • Plans and organizes site visits, conferences, meetings, workshops, and/or training sessions and travels within the US and internationally to participate, facilitate, and/or follow up such events as appropriate.
  • Coordinates logistics for site visits, conferences, meetings, workshops, training sessions, and/or other events, including travel and hotel arrangements, visas, permissions and clearances, interpreters, advances in per diem, itineraries, and agendas.
  • Reports regularly to supervisor on project or activity status; prepares formal interim and completion reports for funder organizations as required.
  • Promotes program and its objectives through communications with, and other outreach efforts to, current and potential stakeholders.
  • Develop content for the website and actively involved in social media



Qualifications


Type and Amount of Experience:
  • At least 2 years of international experience, depending on the program area, with substantive experience living and working/studying in a foreign language environment preferred; in lieu of actual experience, educational background or demonstrated strong background, interest, and curiosity relevant to the region/country to which assigned desirable
  • Demonstrated ability to learn, adapt quickly to new challenges, take initiative and work independently with strong organization and time management skills
  • Good critical thinking and analysis, planning, and problem solving skills
  • Excellent and effective written and oral communications skills and the ability to interact with a wide range of individuals from varied backgrounds at all levels within their organizations
  • Sufficient understanding of entrepreneurial ecosystem development and issues desirable in order to be credible in contacts with the entrepreneurial community.
  • Interest in entrepreneurship, start-up creation, and technology commercialization

EDUCATION AND TRAINING:
  • Bachelor’s Degree in field relevant to the program area
  • Master’s Degree not required but preferred
  • Knowledge of Open Source platforms, content management platforms and social networks

Disease/Phytosanitary Control Specialist, Mozambique
We are currently seeking a Disease/Phytosanitary Control Specialist for an ongoing multiyear program in Mozambique. The purpose of the program is to control the spread of Coconut Lethal Yellowing Disease (“CLYD”), and to work with target households in Zambezia and Nampula provinces to diversify and develop value chains of short-term crops to reduce risks associated with monocropping.
Responsibilities:
  • Implement a plan of operation for disease and phytosanitary control of CLYD in project areas and provide recommendations.
  • Oversee the Junior Specialist and back-up support on selected issues such as review of draft document on CLYD analysis and trends.
  • Provide long-distance consultation on selected disease control activities in endemic and epidemic disease zones.
  • Provide recommendation on the most effective means of controlling rhinoceros beetle infestation.
  • Provide oversight on effectiveness of CLYD mitigation strategies.  Review maps tracking the spread of the disease and efforts to contain it. Provide regular analysis and reports on strengths and challenges of the disease-containment strategy as it progresses.
  • Provide written reports every six months and review the infestation rate methodology; provide other documentation as required.
  • Create guidelines addressing the rhinoceros beetle infestation.



Qualifications


  • Minimum of master’s degree in plant pathology or related field is required; Ph.D. is preferred.
  • Minimum of 10 years of experience in tropical horticulture/arboriculture, with some experience with CLYD mitigation preferred.
  • High level of computer skills, including GIS-based mapping and database experience.
  • Fluency in English is required and fluency in Portuguese is highly preferred (Spanish fluency may be substituted).
  • Experience in Mozambique coconut sector highly preferred.

Overview
Girl Up, a campaign of the United Nations Foundation, seeks an experienced, dynamic and energetic Major Gifts Officer to manage a growing portfolio of individual, corporate and foundation donors and to identify, cultivate and solicit new prospects at the $10,000 level and higher.
Reporting Relationships / Scope
The Major Gifts Officer for the Girl Up campaign reports to the Director of Girl Up and is an integral part of a strong, close-knit Global Partnerships team devoted to collaborative decision-making and donor and prospect management to helping shape the future of the UN Foundation.
The Major Gifts Officer is embedded in the UN Foundation’s Girl Up campaign team and works in daily collaboration with and in support of the Girl Up campaign Director.
Responsibilities / Deliverables

The Major Gifts Officer:
  • Manages a portfolio of individual donors and  proactively  identifies, cultivates, solicits, secures and retains annual gifts of $10,000 and above to the Girl Up campaign (for both overhead and support for in-country programs);
  • Coordinate all corporate (60%) and major gift (40%) fundraising on behalf of the campaign;
  • Monitors all prospect contacts to ensure positive and purposeful relations;
  • Develops a strategic plan to engage prospective donors in new ways through events, media, online outreach, etc;
  • Travels extensively to cultivate donors and prospects in-person throughout the country; (30%)
  • Organizes and plans donor meetings for  the Girl Up Director, the Development Team and other members of UN Foundation senior staff where appropriate;
  • Works with the events and development team to coordinate and plan major donor involvement in Girl Up events;
  • Manages all follow up communications with major and prospective donors, corporations and foundations on behalf of the Girl Up campaign; and
  • Manages the collection and tracking of donor information, stewardship and cultivation details.



Qualifications


  • College degree required;
  • Minimum Experience Required: 3-4years proven experience in fundraising with demonstrated success developing strategies for foundations, corporations and major gift strategies,
  • Knowledge and use of database or fundraising software;
  • Strong written and verbal communication skills;
  • Polished presentation and interpersonal skills;
  • Flexible schedule with an ability to travel and work evenings and weekends when necessary;
  • Self-starter and ability to work across multiple departments and with a range of people;
  • Knowledge of and/or interest in girl’s and women’s issues, international affairs, global health, or other relevant topics.
