The Program Development Specialist (PDS) will participate in business development strategy; develop proposal storyboard following the strategic approach, coordinate with the proposal writers in the HOPE HQs., field offices, with subcontractors and consultants for timely completion of high quality technical proposal and write sections of the proposal. She/he will prepare proposal outline, edit the proposal and ensure that the technical proposals follow the strategic approach and the outline including page limit and is totally responsive to the procurement document. The PDS will work with the Cost Proposal Specialist to ensure that the budget is consistent with the technical proposal and the Program Coordinator to ensure that past performance reference and institutional capacity statements are relevant to the project. She/he will also conduct background research of the procurements and related issues and analyze the competition. The PDS will work with the Communication and Development Division to integrate Gifts in Kind (GIK) in the proposal development process and development and implementation of a communication strategy to promote HOPE's technical competency. The PDS will take the lead in networking with the health technology community and help infuse technological innovations into HOPE proposals. PRINCIPAL RESPONSIBILITIES: 1. As a member of the business development team, the Program Development Specialist will participate in business development strategy that will include selecting priority countries and positioning HOPE for particular bids. This will also include conducting life cycle analysis of current bilateral and central projects, in collaboration with the field offices and Global Health. 2. The PDS will develop storyboard for every proposal following the strategic approach and proposal outline including determining length of each section. 3. The PDS will coordinate with all proposal writers, within Project HOPE (HQs and the field offices), with the subcontractors and the consultants and ensure that the proposals are completed on time and comply with the strategic approach and outline. 4. Conduct background research of the project as well as technical issues and the competition. 5. Identify all program activities in the proposal that have budget implications and work with the Cost Proposal Specialist to ensure that those are addressed. 6. Work with the Program Coordinator to ensure that the institutional capacity and the past performance references are relevant to the project. 7. In order to integrate GIK with the Global Health program, the PDS will work with the GIK team to identify appropriate GIK for every project proposal. 8. In order to market the technical expertise of Project HOPE, the PDS will work with the strategic communication team to develop and implement appropriate communication strategy and communication materials. 9. The PDS will take lead in networking with technology groups to explore possibility of infusion of technology in public health programs. 10. Perform any other responsibilities as assigned by the Vice President of Business Development. MINIMUM QUALIFICATION: The candidate must have five years of experience in preparing proposals and must have a business degree, preferably an MBA and/or MPH. Catholic Relief Services is seeking a Chief of Party II,OVC Umbrella Grant in Nigeria. Band: E; FSLA: Exempt; Reports To: Country Representative. Catholic Relief Services (CRS) is the overseas relief and development arm of the United States Conference of Catholic Bishops. It was founded in 1943 and works in over 100 countries globally. CRS was invited to establish a presence by the Nigerian Conference of Catholic Bishops in 2000 and has been one of the strongest PEPFAR partners in the country implementing HIV/AIDS projects since 2004 with an annual budget of approximately $35 million. CRS HIV/AIDS projects include three PEPFAR projects funded through USAID and CDC: Scaling Up the Nigerian Faith-based Response to HIV and AIDS (SUN), Seven Dioceses Community-based Care and Support (7D Project) and AIDSRelief. The 7D and SUN projects are community-based projects that focus on providing care and support to orphans and children made vulnerable by HIV and AIDS and home-based care services to adults living with HIV. The AIDSRelief project supports access to comprehensive antiretroviral treatment in 33 secondary health facilities and 39 primary health care facilities. These projects are implemented by the Catholic Church and local NGOs in 20 states. CRS prioritizes capacity building for local partners as a means of ensuring sustainability of interventions across sectors. CRS has a strong regional team including three Regional Technical Advisors focused on HIV/AIDS and Monitoring and Evaluation who provide technical support to CRS Nigeria programs. Catholic Relief Services is seeking a qualified candidate for Chief of Party-II (COP II) for an upcoming $45million+ USAID funded orphans and vulnerable children's (OVC) umbrella grant project in Nigeria. Recruitment is contingent upon successful award of the project. The COP II interfaces directly with USAID and will manage sub-recipients of the award. Specific Responsibilities: A. Program Quality: Ensure that the program delivers quality core services to orphans and vulnerable children (OVC) and program activities are well coordinated with those of other OVC implementing partners. With key program staff and stakeholders, ensure program's strategic objectives and results are fully accomplished and meet expected technical quality standards. Ensure that the vision and plans for the program are innovative and are in line with CRS agency and country program strategies as well as those of PEPFAR and Government of Nigeria. Oversee periodic technical reviews and implement evidence-based changes in program direction and focus. In collaboration with program staff, provide guidance and technical oversight to partners and other collaborating agencies to ensure that lessons of sound practice are documented and disseminated. Oversee program's monitoring and evaluation system, using data analysis as the basis for measuring performance. Ensure that M&E learning is incorporated into evolving program plans. Ensure timely preparation and submission of high quality narrative reports to donors. Ensure integration of program interventions with other CRS programs or through linkages with other service providers. With program staff, ensure the delivery of quality training, technical assistance and administrative and financial support to all partner agencies, including the selection and coordination of consultants. B. Management and Administration: Manage program budgets, including tracking of financial and material resources. Ensure accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis. Ensure staff compliance with all CRS administrative and operational procedures and policies, as well as applicable donor regulations. Approve program expenditures, budget adjustments, and cost modification requests to donors. C. Representation and Advocacy: In collaboration with CRS country representative, act as primary program contact to donor and other local and international stakeholders, responsible for addressing all program matters. In collaboration with CRS country representative, strengthen linkages with existing and potential partner agencies. In collaboration with CRS country representative, oversee program communication strategies, including compliance with donor's branding and marketing requirements as well as CRS marketing and communication procedures. D. Human Resource Management: Lead, manage and supervise a team of CRS and consortium staff to meet program objectives. Conduct periodic reviews of staff performance in keeping with CRS' performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork. Manage recruitment portfolio for the program, in collaboration with Human Resources and CRS country program management, to ensure optimum service delivery through recruitment of competent and qualified staff. Agency-wide Competencies (for all CRS Staff): These are rooted in the mission, values, and guiding principles of CRS and used by each staff member to fulfill his or her responsibilities and achieve the desired results: Serves with Integrity; Models Stewardship; Cultivates Constructive Relationships; Promotes Learning. QUALIFICATIONS: Master's Degree in Public Health, Social Welfare, Institutional or Organizational Development or related field required. PhD highly preferred. Significant experience in collaborating and building capacity of local Partners. Minimum of 10 years' experience in managing large OVC programs with significant experience in managing PEPFAR/ Global Fund programs required. Previous Chief of Party experience preferred. Knowledge of key USG regulations including, but not limited to USAID 22 CFR Part 226 Administration of Assistance Awards to U.S. Non-Governmental Organizations, 22 CFR Part 145 Grants and Agreements with Non-Profits, OMB Circulars A-122, Cost principles for non-profit organizations and A-133 Audit of states, local governments, and non-profits preferred. Proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams. Experience in managing consortiums a plus. Proven experience in building and maintaining institutional linkages required. Experience with participatory methods and partnerships required. Strong experience working on complex and high risk programs. Public relations skills required. Proven ability to think strategically. Flexibility to work both in a team and independently. Cultural sensitivity, patience and flexibility. Demonstrated personal accountability and drive to serve others. Understanding of and experience with faith-based organizations, local church structures, and accompaniment and capacity-building principles in local partnerships highly desired. Ability to travel nationally and internationally as required. Excellent English language oral and written communication skills required. Proficiency in Microsoft Office suite, including Word, Excel, Outlook and Power Point required. Nigerian nationals and candidates with long-term experience in Nigeria are highly preferred. Management Sciences for Health (MSH) is reviewing and soliciting candidates for Technical Director/ Deputy Project Director positions for health system strengthening projects in Haiti and The Caribbean countries. MSH is interested in candidates who have extensive experience working with MOH, community-based organizations and international NGOs in HIV/AIDS prevention efforts. The Technical Director/ Deputy Project Director will have overall responsibility for technical management, coverage and quality of implementation, and monitoring and evaluation of key interventions to support the MOH to maintain and strengthen the achievements of previous and current investments in the national health system. Under the leadership of the Project Director, the Technical Director/ Deputy Project Director will be responsible for key documentation required by the MOH and/or USAID. These will include, but not be limited to, annual progress reports, annual work plans, and other documentation needed or required to demonstrate program progress. The Technical Director/ Deputy Project Director collaborates with the Project Director in MSH representation, strategy development, policy and norms formulation, project management, performance management planning, results monitoring, and client and partners management. S/he provides strategic leadership, coordination and oversight to interventions and relationships with MOH, elected officials and donors. Serves as the senior management liaison with the Project Director to USAID, s/he coordinates and oversees the work of the technical units and the formal partnerships with other donors for joint planning and financing of activities of relevance to Project goals, as well as interventions related to policy development, update and dissemination of public sector norms and standards. The Technical Director/ Deputy Director oversees project's technical assistance to the MSPP to enhance donors' coordination in the health sector. QUALIFICATIONS: Advanced clinical degree or Public Health preferred. Significant years of demonstrated health project implementation experience and management of large, complex projects and long-term efforts with extensive knowledge of and successful experience with USAID and other donors interested in development. Demonstrated success as a strong technical manager and strategist and proven leader in building partnerships and in impacting changes across functions, multiple locations, and divisions, both in the US and in the international arena. Demonstrated success in leading and managing teams with diverse backgrounds working in multiple locations and countries to achieve and sustain excellence. Significant work experience in Haiti and the Caribbean countries preferably with demonstrated success working with multiple sectors in achieving financial and contractual results. Written and spoken fluency in French, and working knowledge of English required, knowledge of Haitian Creole language preferred.
