The Project Manager is responsible for managing the development process for, and the implementation of, the technical, financial, and administrative aspects of an assigned portfolio of multiple projects and activities to ensure that they are administered and implemented in a manner consistent with CRDF and funder objectives. Activities may include conferences, meetings, workshops, training sessions, and/or other events.
The NP Iraq Project Manager plans, manages, and coordinates projects and activities for work supporting scientific collaboration in Iraq. The primary activities for this position involve managing projects for the Iraq -MENA NP cluster. The projects to be managed include scientific conferences and trainings primarily in Baghdad but potentially in other parts of Iraq. The projects also include an exchange program for Iraqis to the United States and the implementation of all aspects of scientific grant competitions for researchers throughout Iraq. Work for other CRDF clients in Iraq may also be required and would be similar in nature. A successful candidate must be willing and able to travel to Iraq.
Major Responsibilities:
- Prepares proposal/application documents for projects and/or activities; submits to funder organization, responds to funder clarifying questions if asked.
- Prepares, for projects and activities, task plans, statements of work, project metrics, schedules, deliverables, work budgets; and prepares and submits proposed modifications if necessary.
- Recruits and manages scientific collaborators and other contractors; develops statements of work, schedules, and deliverables; negotiates budgets; coordinates scientific reviews if appropriate; tracks status of work progress and expenditures; reviews and approves deliverables; and approves payments when appropriate.
- Manages project and activity execution in accordance with approved plan; provides technical oversight and guidance on project execution; tracks progress; conducts on-site reviews if appropriate; identifies challenges hindering implementation and proposes solutions; reviews project reports and/or other deliverables; monitors expenditures against budget; and approves payments when appropriate.
- Plans and organizes all logistical and substantive aspects of site visits, conferences, meetings, workshops, and/or training sessions in Iraq, and travels within the US and Iraq to participate, facilitate, and/or follow up such events as appropriate on multiple scientific topics. Logistics can include organization of Chief of Mission Travel to Iraq.
- Reports regularly to supervisor on project or activity status; prepares weekly and monthly reports for internal and client use. Each project also requires frequent reporting and final reports to be prepared.
Qualifications
- Bachelor's degree or equivalent; Master’s degree strongly preferred.
- At least 3-5 years of progressively responsible experience with, and strong skills in, project planning and management with some understanding of financial management, budgeting, and contracting
- At least 2 or 3 years of international experience with substantive experience living and working/studying in a foreign language environment preferred; in lieu of actual experience, educational background or demonstrated strong background, interest, and curiosity relevant to the Middle East/North Africa region is essential.
- Knowledge of Arabic language is preferred.
- Demonstrated ability to learn and adapt quickly to new challenges
- Demonstrated ability to take initiative and work independently with strong organization and time management skills
- Good critical thinking and analysis, planning, and problem solving skills
- Good diplomatic and negotiating skills and good judgment
- Excellent and effective written and oral communications skills and the ability to interact with a wide range of individuals from varied backgrounds at all levels within their organizations
- Sufficient understanding of scientific research processes and issues desirable in order to be credible in contacts with the scientific community
- Must be willing and able to travel to Iraq for events
